Duncan McArthur 1831 State of the State Address

              Mr. Howell gave notice, that on to-morrew, or some subi^equeut day ©f the present session, he should ask leave to introduce a bill to amend the 102d section of the "A<!t defining the powers and duties of Justices of tlie Peace and Constables, in civil cases," passed March 14th, 1631, with a view to correct an error in <<aid section.
A message was teccived from his Excellency the Governor; which ^as taken up and read, as follows, touit:

In accordance with the duty proscribed to the f'xeculivc by the «on- utitution of the state, I lay before you such information in relation to the state of the Government, as appears to be witliin my province to coin- wimicate.
The reports of the Auditor and Treasurer of State, will oxhil)ii a de¬ tailed statement of the receipts and dif bvirscments of the Treasury, fOr the current yeurT TlTe aggregate amount paid into the Treasury for State arid Canal purposes lor the year ending the ir)th of November, 1831, is $235,985 75 4, which, added to the balance reinaining in the Treasuiy on the 16lh of NovombcA' 1S30, viz: $6,2S0 41 5, aniounta in $242,266 10 9.
Tlie aggregate Amount digbiu-sed at tlie Treasury for State and Canal purposes for the year oiidirtg 15th-Nnv?^ber '18.31 ,*-hi(.'lrT4t«4<:- interest on School funds is $23G,1&0 81 4, leaving a balance in the Trea^^viry at the last date of $6,075 38 5, to which may be added the $2,000 drawn from the Treasury for the repairs of the United States' Road,
The tax levied for 1831, for State and Canal purposes, itj the same a.^ for 1830; and it is estimated that there will be paid into tlie Treasury from the 15th of NovGiiiber last to the first of March ensuing, the additional sum of about $220,000, which will be amply sufficient to defray all the expenses of the Government for the ensuing year.
The amount of the foreign debt coutiucted on account of the Canal, i;< $4,400,000. The interest payable aimually on that sum to foreign ^ckholdcra, is $260,000.
The amotmt borrowed from the different school funds iind i.uii ii ir^'i't td^ihe Canal Fund, up to the 15th November, 1831, is $257,128 08.
The annual interest on the last named amount, is $15,12:7 08 payabU to our owTi citizens tor the support of schools. Making (Jio whole Canal debt of the State, $4,657,128 08,and the annual interest payuMe there¬ on, $275,427 68.
•The amount received into the Treasury from tlie sale of laiids granted by Congress to the State of Ohio fur Canal purpoijcu during the yeai ending the 15th November last, was $55,090 79.
The amount of tolls collected upon the Miami Canal fn)m the Ist day of November 1830 to the 1st day of November 1831, is $36,177 78.
Theamountof tolls collected upon the Ohio Canal from the 1st day of November 1630 to the 1st day of November 1831, is $63,934 27 l', making together the sum of $100,112 05 1, which, after deducting the «3tp«i5e «f €©llecrioD, leavos $94,«19 16 1.    This n(jtt amount of tolls
