The C o u n c i l began o p e r a t i o n s i n 1964 when t h e N o r t h w e s t C l e r g y
A s s o c i a t i o n b r o u g h t t o g e t h e r c i t i z e n s i n t e r e s t e d i n f o r m i n g a
human r e l a t i o n s o r g a n i z a t i o n . A t f i r s t , t h e C o u n c i l s e r v e d
o n l y as a f o r u m w h e r e c i t i z e n s d i s c u s s e d r a c e r e l a t i o n s and
d e v i s e d m e t h o d s t o c o n c i l i a t e d i s p u t e s . I n 1967 t h e o r g a n i z a t i o n
became more a c t i v e i n t h e p r o m o t i o n o f i n t e g r a t i o n . T h r o u g h
P r o j e c t Home, i t e n c o u r a g e d c i t i z e n s t o s e l l t h e i r homes on t h e
open m a r k e t o r o n l y d e a l w i t h r e a l e s t a t e p r o f e s s i o n a l s who
s o l d homes on t h e open m a r k e t . The C o u n c i l a l s o w o r k e d f o r
p a s s a g e o f e q u a l o p p o r t u n i t y o r d i n a n c e s i n s u b u r b a n Columbus
and u r g e d t h e U p p e r A r l i n g t o n s c h o o l s y s t e m t o h i r e b l a c k
t e a c h e r s . T h r o u g h i t s P r o j e c t Y o u t h p r o g r a m , t h e C o u n c i l
a t t e m p t e d t o b r i n g a b o u t u n d e r s t a n d i n g a n d e a s e r a c i a l t e n s i o n s
by d e v i s i n g p r o g r a m s i n w h i c h y o u t h s o f a l l r a c e s p a r t i c i p a t e d .
