Proven?- nce: The Ohio Historical Society acquired the United Steel-workers
of America, District 27, Sub- District 3 ( Zanesville, Ohio)
Records as a gift of Sub- District 3, through the auspices of the
legal agent Eugene Weaver, in April 1981. Richard W. Arpi processed
the collection in October 1982.
Property rights: The Ohio Historical Society owns the property
rights to this collection.
Copyrights: Sub- District 3 has dedicated such copyrights as it
possesses in this collection to the public. Consideration of all
other copyrights is the responsibility of the author and publisher.
Access: Access to Box 1 is open under the rules and regulations of
the Ohio Historical Society. Boxes 2- 5 are restricted. Researchers
must sign the Ohio Historical Society confidentiality agreement
before using boxes 2- 5.
Citation: Researchers are requested to cite collection name, collec-tion
number, and the Ohio Historical Society in all footnote and
bibliographic references.
Historical sketch: The Steelworkers Organizing Committee designated
central Ohio as District 24 in 1936. Ward V7olcott served as District
Director from 1936 to 1941, when he was succeeded by Howard Porter
who served until 1948. In 1948, the USTTA split District 24, with
the southern counties becoming part of the Indianapolis District
( District 30) and the northern counties becoming part of District 27,
headquartered in Canton. District 27' s directors have included I. W.
Abel ( 1942- 1952), John S. Johns ( 1953- 1973), and Harry E. Mayfield
( 1973- present). During the 1940s and 1950s, District 27 split into
smaller geographical sub- districts, each manned by staff representa-tives
under the supervision of the district director. The staff
representatives are the liaison between the union's rank and file
and the union's international and district administrations.
TWO staff representatives exercise responsibility in sub- district 3.
George Turner, a native of Cambridge, became a staff representative
in 1950 after serving as president of his local for four years. Ry
the time Turner retired in the late 1970s, he held seniority in the
district and his jurisdiction included Coshooton, Guernsey, and
parts of Muskingum and Tuscarawas counties. Eugene kleaver, who
succeeded Turner as head of sub- district 3, was formerly staff
representative in the sub- district with responsil> ility o- wr Perry,
Noble, Morgan, parts of Muskingum county, and the city of Beverly
in Yashington county. William . M cC. onnell commenced duties as the
