Collection Synopsis
Provenance: The Ohio Historical Society acquired the Commission
on Public School Personnel Policies in Ohio Records as a gift of
the Citizens' Council for Ohio Schools, through the auspices of
Carla Edlefson, in April 1982. Jeanne Ontko ? recessed the
collection in May 1982.
Property rights: The Ohio Historical Society owns the property
rights to this collection.
Copyrights: The Council has dedicated such copyrights as it
possesses in this collection to the public. Consideration of
all other copyrights is the responsibility of the author and
publisher.
Access: This collection is open under the rules and regulations
of the Ohio Historical Society.
Citation: Researchers are requested to cite collection name,
collection number, and the Ohio Historical Society in all foot-note
and bibliographic references.
Transfer: One- half cubic foot of newsletters, bulletins and
journals were transferred to the library department in May 1982
Organizational sketch: The Commission on Public School Personnel
Policies in Ohio, also known as the Stranahan Commission, was
established in Cleveland, Ohio, in 1970. As a privately funded
commission, the CPSPPO examined the policies affecting the " quality
and utilization of teachers throughout Ohio." Stephen Stranahan,
a Toledo industrialist, chaired the commission com2osed of sixteen
civic and business leaders and funded by twelve Ohio foundations.
The commission did not directly define scl~ ool policy, but published
its findings in seven reports dealing with school leadership,
school organization, teacher education, teacher evaluation, and
teacher tenure. The commission ended in December, 1973.

Scope and content: The records of the CPSPPO date from 1970 to 1976
and occupy two and one half cubic feet. The collection contains
meeting and correspondence files, individual files on commission
members, and proposals and reports of the coxmission. Included in
the collection is correspondence to the staff director after the
commission ended in 1973 from educational authorities interested
in the commission's findings. The records of the CPSPPO document
the commission's position on the educational policies which affected
public school personnel in Ohio.
