B i o g r a p h i c a l s k e t c h : Sherman L. F r o s t was b o r n i n New Haven,
C o n n e c t i c u t , on May 2 3 , 1 9 0 9 . He r e c e i v e d a B . S . d e g r e e i n s c i e n c e
f r o m t h e U n i v e r s i t y o f C o n n e c t i c u t i n 1931, and a M. F. degree f r o m
Y a l e U n i v e r s i t y ' s School o f F o r e s t r y i n 1933. F r o s t s e r v e d as a
t e c h n i c a l foreman f o r C o n n e c t i c u t ' s C i v i l i a n C o n s e r v a t i o n Corps f r o m
1933 t o 1934, and worked as a t i m b e r a p p r a i s e r and l a n d examiner f o r
t h e U . S . F o r e s t S e r v i c e i n L o u i s i a n a and Texas f r o m 1934 t o 1936.
W h i l e i n Texas, F r o s t o r g a n i z e d a s p e c i a l w a r - t i m e f o r e s t p a t r o l
f o r t h e C i v i l A i r P a t r o l , and i n 1946 r e c e i v e d a Mar D e p a r t m e n t
c i t a t i o n as commanding o f f i c e r o f t h e C i v i l A i r P a t r o l . He a l s o
s e r v e d as e x e c u t i v e d i r e c t o r o f t h e American F o r e s t r y A s s o c i a t i o n
from 1948 t o 1952.
I n 1954 F r o s t and h i s w i f e , Helen L o u i s e K i d d , moved t o Ohio a t t h e
r e q u e s t o f t h e Ohio F o r e s t r y A s s o c i a t i o n t o d r a f t a w a t e r c o n s e r v a -
t i o n p l a n f o r t h e s t a t e and t o s t u d y i t s c o n s e r v a n c y d i s t r i c t s and
w a t e r s h e d program. He a l s o served as e d i t o r o f t h e Ohio F o r e s t r y
A s s o c i a t i o n . and i n 1955 p r e s e n t e d c o p i e s o f t h e a s s o c i a t i o n ' s books
V a l l e y s o f o p p o r t u n i t y and How t o Develop Watersheds t o t h e n v i c e -
p r e s i d e n t R i c h a r d M. Nixon. I n t h e l a t e 1950s F r o s t s e r v e d as
a s s i s t a n t c h i e f o f t h e D i v i s i o n o f Water i n c h a r g e o f t h e w a t e r
i n v e n t o r y program, and s e r v e d as e x e c u t i v e d i r e c t o r o f t h e Ohio
Water Commission d u r i n a i t s e n t i r e e x i s t e n c e from 1960 t o 1972.
F r o s t was Deputy D i r e c t o r o f Water i n 1970, and i n 1971 s e r v e d as
Deputy D i r e c t o r f o r P l a n n i n g and Research f o r s e v e r a l d i v i s i o n s
and s e c t i o n s o f t h e d e p a r t m e n t .
