f i r e d e p a r t m e n t , a t l e a s t on a v o l u n t e e r b a s i s , began w i t h t h e
f i r s t l a r g e f i r e in 1821. I t was n o t u n t i l A p r i l 1929, however,
t h a t employees of t h e L a n c a s t e r f i r e d e p a r t m e n t o r g a n i z e d Local 291
o f t h e I . A . F . F . Members of Local 291, which q u i c k l y a f f i l i a t e d
w i t h t h e O . A . P . F . F . , c u r r e n t l y s t a f f t h r e e f i r e s t a t i o n s in
L a n c a s t e r , i n c l u d i n g e n g i n e house X1 b u i l t i n 1899. The l o c a l
has a c o l l e c t i v e b a r g a i n i n g agreement w i t h t h e c i t y which i n c l u d e s
b i n d i n g a r b i t r a t i o n . I t i s one o f o n l y two l o c a l s in Ohio with
