AGENCY BACKGROUND
Under Amended House Bill 243 (1953) the Department of Highway Safety was
established and combined with the State Highway Patrol and the Bureau of Motor
Vehicles. The department’s director, appointed by the governor, is responsible for
enforcing motor vehicle laws, licensing, collecting fees, and promoting safety education.
The State Highway Patrol was first established in 1933 in the Department of Highways,
is administered by a superintendent appointed by the director of the Department of
Highway Safety and is the law enforcement arm of the Highway Safety Department.
SCOPE AND CONTENTS OF THE SERIES
The series consists of 267 slides from the Ohio State Highway Patrol. There are slides
depicting graphic scenes of car accidents and victims. Some of these images were used
in the slide show “Highway of Agony.” Also found in the series are slides that illustrate
“Ohio State Patrol Assignments, Operational Plan 7,” including maps of the state. Interior
and exterior views of a state institution, possibly the Lima State Hospital, are also
