Besides Secretary Wallace, the delegation calling on General de Gaulle, Included Raymond Gram Swing, Radio commentator; Jamies B. Carey of the CIO; Rol> ert Watt, AFL, and former as¬ sistant Attorney General Nor¬ man M. Little. They submitted to him a letter which thanks the French Government for Its alxiil- tion of the Vichy anti-Semitic laws and for the ordinances re¬ storing property to the Jews. But the letter urged determined measures against vestiges of antl-Semltlsm which is still In¬ grained in France as a result of the Nazi occupation. France Acts As Legal Protector Of German And Austrian Refugees The French Government has been officially designated by the Intergovernmental Committee on Refugees to act as legal pro¬ tector for German and Austrian refugees In France, including many Jews, your correspondent has tieen Informed by an authori¬ tative source. The designation was in reply to a request by the French Government itself, which has been acting in that capacity ever since the country's libera¬ tion, granting certain minimum rights to the refugees. The In¬ tergovernmental Committee made similar arrangements for the Spanish Republicans In France. The Intergovernmental Com- mltee also has a resident repre¬ sentative in Belgium to look af¬ ter German and Austrian refu¬ gees, but no formal request has yet been made by the Belgian Government that it he designat¬ ed as the legal protector Of these refugees in Belgium. The Intergovernmental Com¬ mittee will, in all probability, have a full plenary session be¬ fore the end ¦ of this year, pre¬ sumably in London, at which the question of the stateless and non-repatriable refugees will be taken up. For over 50 years, he has been a member of the B'nai B'rith Or¬ der. In recognition of his half- century active membership, the Destroyer Escort No. 406 was serviced in his honor by the Or¬ der. As a further tribute to his faithful service to the Dallas Jewish community, the Dallas B'nai B'rith lodge furnished and dedicated the foyer of McKlnney Hospital In his honor.

Which won tangible recogni¬ tion in his- appointment to the post of City Mlanager of Denver. Leaving Denver, he founded and published in Pittsburgh a news¬ paper called "The Spectator", and also served a.s efficiency chief of that city.
Mr. ijevy Is a noted author, his work iricludlng; "Standardiza¬ tion, A New Fetish", "The Effi¬ ciency of City Government". "Economics Versus Politics". He Is also the author of many mono¬ graphs, Including "Economics", "Municipal Government", "In¬ dustrial Planning", "City Plan¬ ning".
Besides all these activities, he has won a high place in Jewish welfare life as a former execu¬ tive director of the Jewish Fed¬ eration for Social Service In Dal¬ las, a post that he held for 10 years. He was also a member of the local board ot managers and later a national trustee of the National Jewish Hospital for Consumptives at Denver; an^ national director of the National Jewish Home for Jewish Chil¬ dren at Denver; national trustee of the Leo M. Levi Memorial Hospital, at Hot Springs, Ark¬ ansas: past president, Texas State Conference of B'nai B'rith; and presently as secretary tor the past nine years ot the Dai- las B'nai B'rith Lodge.
In his devotion to religious, so¬ cial welfare and community problems, Mr. Levy continues a long family tradition. His father, the Rev. S. Levy, served his congregation for 49 years. His brother, the Rev. Dr. J. Leonard Levy ot Pittsburgh and Philadelphia, has also won dis¬ tinction as a member of the Rab¬ binate.
