NEW YORK . . . Marking the first time in history that Israel will (mrticip.Ttc in tho World Jamboree of International Boy Scouts, nine Israeli Boy Scouts including Moslem ancl Christian youths, arrived in New York City aboard the S.S. Jeriisi^iem, cnroute lo Ningara-on-the-Lake, Ontario, the site of this year's international gathering of scouts. The Israeli scouts were wc'lconicd by a delegation of American BoyScouts who presented them with an American flag and in turn received an Israeli flag f i-oin thc boys from the Near East. The Israeli scouts were selected from among 5,000 Israeli Boy Scouts to represent their country. The Israelis included a Catholic scout leader from Nazareth and a 15-year-old Moslem from Tira in the triangle section of Israel. This photo, taken aboard ship shows the Americans making the flag presentation to Zwl Keren (scoutmaster) while the others look on. Israel to be Governed by New Coalition Cabinet Until July 26
JERUSALEM, (JTA)—The hand of the murderous past of V^orld War II Europe reached out and brought down Israere Government, in the bitter aftermath of one of the most Benaationah court actlonB in the young nation's history. At week's end, Prime Minister Moshe Sharett led a new coalition cabinet - without General Zionist partici¬ pation—which will govern the country until the general elections July 26.
The Government crisis began with a criminal libel action brought
by the State against Malkiel Gruenwald, a Hungarian Jew. who had published accusations against Dr. larael Kastner, former head of the Hungarian Jewish Rescue Comnilttee and now a Government official. Gruenwald accused Kast¬ ner of having collaborated with the Nazis in the extermination of Hun¬ garian Jewa. in order to save an "elite" of 600, 5icluding his own family. He also accused Kaatner of having helped a Hlmmler deputy to escape conviction jn a war crimes trial.

After an action that dragged on for more than a year, Gruenwald was acquitted on all major .counts, the court holding that Kastner Was, in fact, guilty of betraying his own people. Immediately, the public prosecutor luinounced he would appeal tho decision of the district court,
Government critics Immediately joined the, fray, denouncing the action of the prosecutor in appeal¬ ing the case, and charging the Government with "covering up" for Kastner.
Two non-confidence motlonfl on the issue—one by tho right-wing Herut party and the other by the Communists- were beaten in the Knesset. But the General Zionists, although they were members of the coalition in the Cabinet, abstained from the vote. Their explanation, offered later, was that they had not been consulted by the Attorney General.
PromI.er Sharett, however, de¬ clared that the issue was not whether Kastner wnj3 guilty or In¬ nocent. The issue, he said, was the breach of collective responsibility by the General Ziohlsta In view of their membership In the Govern¬ ment coalition. When the General Zionists refused his demand that they resign, Sharett submitted his own resignation — thus bringing about the fail of tiie entire Cabi¬ net.
