The following statement has sued to the Jewish Telegraphic Agency from the offices of-the Joint Distribution Committee:

Warburg, from his European trip, a meeting of thc Executive Committee of tlie Joint' Distri- , bution Committee was held on the eve¬ ning of May 14th, at which numerous de- 'tailed, reports, cablegrams and letters de- ; scribing conditions in Europe were sub- imitted. The Chairman rendered a report of the results of his conferences in Eu- 1 rope with Dr, ffernhard Kahn, European head of the Joint Distribution Committee, with Dr. Joseph.Roseir; the.active head of thc Russian work' in Moscow, and
¦ with others. Recent reports by cable¬ gram from David A. Brown of Detroit, now engaged.in a personal study of Rus¬ sian conditions were also discussed.
"After fuir consideration the Commit¬ tee unanimously' decided that it is im¬ perative to make an appeal to the Jewish public of the United States for the col¬ lection of an adequate fund which is to be' regarded as an overseas chest,' out of which provision may be made for the continuation of agriculture work and the care of orphans in Russia, for the relief of the Jewish refugees and to deal with some urgent problems of sanitation, edu¬ cation and certain other urgent require- 'm^nts. The campaign will be inaugu¬ rated in the early autumn. Meantime a Biidget Committee is engaged in ascer¬ taining the minimum requirements.
"Through the creation of such a fundi,
¦ it is believed that the necessity of other cafnpaigns for these-or kindred objects will te obviated. It is not planned to re¬ establish the machinery which the Joint Distribution Committee found it neces¬ sary to maintain during the war period. It is contemplated that the funds secured will be disbursed through existing ap¬ proved agencies abroad.
"AH of us had hoped," Mr. Warburg, adfled, "that conditions in the afflicted countries would be ameliorated to such an extent that no further appeals would be needed, Unhappily, this is not the cas? and it is only right that the J< in America should know the facts. I confident that knowing them, they will respond.

XEW YORK.—Thc question whether the press should carry crime news, a <|uestion now discussed in various parts of the country by leading journali been argued with, particular inten regard to the Jewish press in the Jewish Daily Bulletin.
This,issue was first propounded by Dr. David dc Sola Pool of thc Spanish and Portuguese Synagogue of New York City in a letter to the Jetvish Daily Bul- which he takes the point of view that a complete picture of Jewish life is impossible if favorable news alone is re-
"I believe it to be your duty," argues Dr. David de Sola Pool, "to report not every police court-case, but cases big enough, striking enough, or 'unusual enough in which the Jew figures unfavorable light. I do not meai you should adopt the sensational methods of the gutter press and that you should feed your readers oh stories of crime, but I do mean that it is not fair to report crimes against Jews arid never to report crimes by Jews."
To this statement, the Jewish Daily Bulletin replied that it "not only refrains from reporting crimes committed by Jews against non-Jews, but also avoids recording crimes committed by non-Jews against Jews, except where there is an angle to. thc case arising out of the spe. cific Jewish situation."
The cudsel in behalf of the Jewish Daily Bulletin was taken up by Rabbi Max C. Currick of Eric, Pa., who asked this question: "Why should there not be newspaper that seeks to record the normal? All the other newspapers seek the exceptio;ial; that is what they call news. Your policy is correct. Keep yoUr paper clean." Rabbi Currick points out ' still graver consequence of thc policy recommended by Dr. David de Sola Pool, would be that the reporting of crimes would give a distorted picture

The Christian Science Monitor entered the controversy, and Willis J. Abbot, its editor, commended the stand of the Jetv¬ ish Daily Bulletin and stated that he could not "see any reason whatsoever for giving attention to crime."
'Of course," writes the editor of the Christian Science Monitor, "when a crime is.of a nature that affects history or gov¬ ernment, as in the case of an assassina¬ tion of a ruler, or is an evidence of some special and malign social force such as the pogroms sometimes put in effect against Jews in foreign countries, this matter will be treated not as criminal news, but as news having important social and political bearing."

NEW YORK: —Having raised the record sum of $73.3,000, the New York Keren Hayesod Campaign concluded last week wjth a gala function at the Astor Hotel attended by over 1,000 of the leading "givers and getters" with Samuel Untermyer, utilized the oppor¬ tunity to make a scatiiing denunciation of Dean Inge for his cynical remarks concerning the Jews of which the ?loomy dean delivered himself just be¬ fore he sailed from this country. Other speakers at the occasion were Rabbi Abba Hillel Silver of Cleveland, Dr. Schmarya Levin, alid Morris A. Zeldin, organizer and director of the most suc¬ cessful Keren Hayesod campaign in New York since the establishment of the fund in 1921.
After describing the n vclopriicnt in Palestine and particularly the dedication of the Hebrew- University, Mr, Untermyer spoke in part as follow:
"Despite the nVarvelous progress .both economic and' cultural, of our work Palestirc, our cause still has its criti some of them displaying surprising bigotry and malevolence.

The Jewish festival of Shabuoth, oi the Feast of Weeks, will come this year on May 2!)th. This is the day oi the giving of the Ten Commandments on Mt. Sinai, of the ancient harvest feast of thc Jewish people, the day known in the Greek language as Pen-
Shabuoth comes seven weeks after the beginning of Passover; the one is
the beginning of the barley harvest, then through the seven weeks the vari-
s grains ripen and are reaped, finally,
the last is" the wheat harvest which is
liked by this festival. The ancient ofliering for this day, when the J< lived in Palestine as farmers, and w shiped in th6 Temple of Solomon jn Jerusalem, was two loaves of bread, made from the -new wheat, in addition 0 special animal sacrifice and a basket >f the fruits of the season.
Just as Passover and Shabuoth are connected in the series of ingatherings of grain, with the seven weeks of har¬ vest in between, called the Omer; so they are connected in the history of Israel. For they are both reminders of great events in ancient times, Passover of the Exodus from Egypt and Sha¬ buoth of the giving of the Ten Com¬ mandments. On the former, the Jew became a free man, released from the slavery of Egypt; on thc latter he was freed from spiritual bondage by the ii spiration of the moral law.

a universal festival; it commemorates an event in the history of Israel, and represents a conception of law, of morality and of faith which are world¬ wide. As the old Talmudic legend has the Ten . Commandments were first uttered in the seventy languages of the world, but none of the great nations stopped in their daily affairs to listen and accept. Only the little nation f slaves just released from their bur¬ dens, stood at the foot of Sinai, listened the great words there pronounced, and, promised, "All that the Lord has spoken we will do."
Thus Shabuoth is a birthday, not of the national life of the Jew, but of his becoming a Chosen People. And the thanks which are uttered in every synagogue the world over pn this day for both the fruits of the earth, the material good which the I^ord has be¬ stowed on mankind; and the Ten Com¬ mandments,- the spiritual revelation which came to the world through the Jewish people. Under the leadership of Moses, in the wilderness of Sinai, over three thousand years ago was laid this fpundation-stone for the morality, ligion, and law of all nations in modern times.
For this reason Shabuoth is the time of confirmation in liberal Jewish con¬ gregations, when classes of boys and over the age of thirteen come be¬ fore the ark, bring their offering of flowers to symbolize the ancient offering of the harvest, read the Ten Command¬ ments from the Scroll of the Penta¬ teuch, and promise to observe the teach¬ ing and be faithful to the doctrines of Judaism.
The festival begins at sunset on May 28th and lasts tilt sunset the following day; orthodox Jews keep it for daysi according to ancient practice when all feasts were set by direct observation of the new moon, and there might be uncertainty wiiich of two dfiys wm the actual festival. Liberal Jewa have dropped the second day, which is not Biblical In origin. "After fuir consideration the Commit¬ tee unanimously' decided that it is im¬ perative to make an appeal to the Jewish public of the United States for the col¬ lection of an adequate fund which is to be' regarded as an overseas chest,' out of which provision may be made for the continuation of agriculture work and the care of orphans in Russia, for the relief of the Jewish refugees and to deal with some urgent problems of sanitation, edu¬ cation and certain other urgent require- 'm^nts. The campaign will be inaugu¬ rated in the early autumn. Meantime a Biidget Committee is engaged in ascer¬ taining the minimum requirements. I do not meai you should adopt the sensational methods of the gutter press and that you should feed your readers oh stories of crime, but I do mean that it is not fair to report crimes against Jews arid never to report crimes by Jews." To this statement, the Jewish Daily Bulletin replied that it "not only refrains from reporting crimes committed by Jews against non-Jews, but also avoids recording crimes committed by non-Jews against Jews, except where there is an angle to. thc case arising out of the spe. cific Jewish situation." The cudsel in behalf of the Jewish Daily Bulletin was taken up by Rabbi Max C. Currick of Eric, Pa., who asked this question: "Why should there not be newspaper that seeks to record the normal? All the other newspapers seek the exceptio;ial; that is what they call news. Your policy is correct. Keep yoUr paper clean." V The Christian Science Monitor entered the controversy, and Willis J. Abbot, its editor, commended the stand of the Jetv¬ ish Daily Bulletin and stated that he could not "see any reason whatsoever for giving attention to crime." 'Of course" writes the editor of the Christian Science Monitor, "when a crime is.of a nature that affects history or gov¬ ernment, as in the case of an assassina¬ tion of a ruler, or is an evidence of some special and malign social force such as the pogroms sometimes put in effect against Jews in foreign countries, this matter will be treated not as criminal news, but as news having important social and political bearing." Zeldin, organizer and director of the most suc¬ cessful Keren Hayesod campaign in New York since the establishment of the fund in 1921.
