Peace Hopes Receive Blow
UNITED NATIONS, N.Y. (JTA) -The slender hopes for a settlement in the Middle. East stemming from the mission of United .Nations special envoy ¦Gunnkr Jarring received another blow this week when a' UN spokesman announced . that the envoy wasleaving New York to return to his postin Moscow. Dr. Jarring is the Swedish ambassador to the Soviet Union.
The spol(esman said that Dr. Jarring would return to his UN headquarters "within a few weeks or sooner, if developments warranted it" but he did not indicate what developments would so warrant and parried questions on whether the diplomat would go to the Middle East before "*'''''' returning to the UN here.'

JERUSALEM (WNS) - Israel has taken action on two fronts - militarily and diplomatically r- to assure its security in the face of President Nixbn's decision to withhold further sale of jets to Jerusalem and the Soviet'Union's massive shipment of antiaircraft missiles to Egypt.
On the miilitary front Israel has stepped up .its air strikes against Egypt with daily pounding of antiaircraft sites, radar installations and artillery positions along the entire length of the Suez Canal in an area 15 miles deep inside the Arab state. Tbe Israeli Air Force is also carrying out missions against missile and radar targets deeper inside Egypt, with these raids ranging from the Mediterranean as far south as mid¬ way between (^iro and the Aswan High Dam.
Military, spokesmen have
explained that the air raids are meant to prevent Egypt from installmg any SAM-3 missile bases withm 15 miles of the canal. This was being done to insure that- the missiles, designed to hit low flying jets, do not stop IsraeU craft from knocking out artillery posts along the waterway and from making deeper penetration into Egypt when strategy requires this.
The artillery guns have caused large Israeli casualties along the canal and their destruction has , resulted in a significant drop in Israeli losses. But the guns-and missile lauhchers- • can be quickly replaced and so daily attacks are needed to keep the area free from
Arab weapons, the spokesmen explained.
So far Israel has declined to say if SAM-3 bases have been attackod. Strikes against these positions would involve possible casualties among the Soviet soldiery sent to Egypt to operate these missiles.' (The SAM-3 missile has hot been used in combat ' and 'American military officers are vitally mterested in seeing if the missile and radar spotting system works under fighting conditions. They are also interested in the tactics Israel uses against the SAM- 3s, it was reported-frpm, Washington.)'
Israeli diplomatic efforts to have . President Nixon reconsider his decision on
the sale of 25 Phantom jets fighters and 100 Skyhawk attack fighters centered on the change in the balance bf power caused by the SAM-3s which could prevent israei from checking Egypt's ability to renew major fighting in the Mideast. Israeli officials .and sup¬ porters in the U.S. and'other countries have .'made this point in calling oii; President Nixon to speedily reconsider his decision.
At the same time, Israel is downplaying the; decision by noting the U.S. stated it was committed, to supporting Israel's security and was prepared: to send ' more planes if the military or political situation required this. Wa^ington indicated that more Russian aircraft, and men andthe .possibility' of French je^ supplied to' Libya reaching Egypt were some of; the factors being closely watched, Israeli officials noted.
President Nixon's decision has received a mixed reception^ "The Soviet Union and the Arab States attacked it as a diversion because the U.S. said it would send the jets at' some later time.
To Yosef Tekoah, the Israeli ambassador to the United Nations, Dr. Jarring's return to Moscow without resuming his IVIideast mission was due to the "intransigence arid bellicose attitude" of the Arab governments aad the Soviet Unjon. The UN spokesman told newsmen that Secrecy:.esitfr?J.a,.U^^ ThMt 'aricl?' Br.^^ j^

the major t^w'ws? had -ex¬ plored every possible avenue but received no reason tp believe that a renewal of his efforts to bring about con-, . ditions for Arab ahd Israeli negotiations would haye any chance of success.
Earlier in the week, the Jewish Telegraphic Agengif

decided, during a discussion ' this week, that the talks for which the envoy came to the UN two weeks ago "had gone as far as possible at this time" and that he was thus able to rejoin his family in Moscow for Easter.
Informed UN sources had said that Dr. Jarring, in his two weeks of talks with Israeli and Arab diplomats and with representatives of
to Moscow, a report met with eva^e replies by the UN sixikesman.
Tekoah said that "In recent weeks it ha°s become^ more clear than ever before that the Arab states and the USSR are opposed to any renewed attempt by Am¬ bassador Jarring to bring about agreement betvveen the parties through peace negotiations."'

UJFC CAMPAIGN
By Rabbi David Stavsky
Tzedekah campaigns are never over, On the calendar they may just "officially'' end, but the true fact is, the concept of redeeming your brother or sister is a never ending ctimpaign and responsibility. The United Jewish Fund annual campaign in (3olumbus, Ohio, may on paper come to a successful end, but we know that we must continue to breathe life and spirit into the papers and pledges which we have signed.
We are standing between the Purim and Passover holidays. Both mark miracles pf deliverance for the Jewish people from the hands of their enemies. Both are calls for human freedom and liberation.
How many of us, may I ask, realize that throughout his battle for religious freedom, the Jew had to go it alone? Really alone. Today's events only reaffirm this truth, and because we have to.gq it alqne, the road is long and, arduous. Ilie campaign .bild the battle is really never oyer. v „
There is a popular song that, most of our teens know! which says "I gotta be me:" As I hear the daily news broadcasts from Israel and.know of the apathy and indifference, if not the outright bigotry of the World Powers, i can only say, "I'ye gotta be me." "I want tO live not merely survive and I won't give up this dream of life that keeps me alive....Ill go italone."
How accurately this applies to Israel! Today is the day to redeem your pledge that you made last week, or last month. Israel is calling, and we mtist answer. "Ilie campaign is neveiT over..
