No nation can bring; about;' peace negotiations if Sadat is not prepared to sit at the table and discuss proposals, For Soviet Military Duty NEW YORK (JTA) -r- Soviet authorities, "running scared," are trying'to get Jewish -activists out of Moscow 'Before President Nixon: arrives there for summit talks, according to Richard Maass, chairman of the National Conference on Soviet Jews. Maass said that was the reason why 10 young Soviet Jews, "who represent the core of the most vocal young activists desiring to emigrate from the Soviet Union, have been called for active military service in the Soviet armed forces." Maass said it was "dear that the Soviet officials are using a device of military service to make sure that these men, who are. among the 36 in¬ dividuals who have requested a meeting with Nixon when he visits Moscow in May; will be unavailable." Maass added that "This action of the Soviet'officials focuses.greater attention on the importance of President Nixon's visit" because "Soviet officials clearly demonstrate that they are sensitive to both internal and external pressures on behalf of Soviet Jewry." Jerry Goodman, ... executive director of the NCSJ, ex¬ pressed fear that "this new punitive tactic by the Soviet Union may extend to other Jews in other cities who dare to demand their legal rights." Hillel General Membership Meet The B'nai B'rith Hillel Foundation will hold its annual General Membership meeting on Sunday, May 21, at 8 p.m. Election of all of¬ ficers and members to the Board of Trustees will take place as well as recognition of all persons who have made major contributions to Hillel this past year. Replying to questions, she insisted that Israel has ho map of its future boundaries and will not have one until an Arab leader appears as a serious iiegotiating partner. But she . defended Israeli activities in the occupied territories. Doing nothing will not bring peace, nearer, she said. She rejected- the idea of a separate Arab state qn the West Bank. Such a state couldnot exist independently but only as a spearhead against Israel, Mrs. Meir said. Referring to her visit to Rumania 7next month, she said, she expected President- Nicolae Ceausescu to relate to her what he was told by Sadat on his recent visit to Cairo. "We have to listen and present our attitude,'* she said, observing that while Rumania was a Communist Moc state that had friendly ties with the Arab states, it was the only one that maintained formal diplomatic relations with Israel, and also friendly relations. Sadat also said this week that the Soviet Union had refused to provide Egypt with the supersonic Tupolev- 22 bombers, air-to-ground missiles and other weapons it had requested. He also disclosed that in addition to arms from the Soviet Union. ON^PAGEji) : To Blacks Rustin Believes • JEROME D.COHEN NEW ypRK (JTA) e A major Black civil rights leader believes that Israel's survival is important to Blacks because Israel is; a, democracy and - "all; minorities, including our own, need democracy in order to attain Economic, political and social justice." . Those sentiments were expressed by Bayard Rustin, executive director of the A. Philip Randolph Institute, in an article in the New" York Amsterdam News, an in¬ fluential Black newspaper. Rustin scored a resolution calling for the dismantling of Israel, passed by voice vote in the closing minutes of the ■ National Black Political Convention in Gary, hid., March 12. "It should be emphasized that its contents ' did not reflect the thinking of the majority of delegates, to say nothing of the majority of Black people in this country," he wrote. "It was passed because of the con¬ certed efforts of a small group of nationalists who took advantage of a confused and disorganized convention floor to muffle the voice of saner minds." Rustin devoted his article to clearing up "mis¬ representations and distortions-' about Israel_ i-"which enabled the con¬ ference of Black people to even consider" a proposal to dismantle Israel. "The oft- repeated myth is that Israel is the enemy of . Black ' Africa," Rustin wrote. "Historically, Black' nations were exploited hot by" Hebraic peoples but by the Moslem kingdoms that, plundered the continent's wealth and enslaved and murdered its inhabitants well in advance "of 'the European- colonial ■' ex- ■ petitions.:- Nor have racial and religious hostilities between Moslems and Black Afnca disappeared with the passing years '.
