About 15 members of Betar, a militant Zionist youth organization, locked themselves in the Meditation Room in an effort to force the organization to take action on behalf of Soviet Jews -and, particularly, Mikhail Shtern, a physician con¬ victed of bribery in the Soviet Union. After several hours, the group left peacefully after a promise that they would be allowed to meet with a representative of the U.N. Human Rights Division. George Whyel, head of the A.B.A., and Robert Holland, one of seven. Governors of the Federal Reserve System, both supported the controversial sale when they visited Columbus last week. On January 31, news leaked out that Ghaith Ph'arabn, ah American - educated Saudi Arabian, was buying 40 per cent of the preferred stock and 32 per cent of the common.stock in the Bank of the Com¬ monwealth, the sixth largest • bank in Michigan. The transaction which must still be approved by the Federal Deposit Insurance Corporation, was criticised by some Jewish leaders and supporters,of Israel. Whyel, in Columbus Feb. 19 to address a meeting of the Ohio Bankers Association, said that the A.B.A. has not taken a formal position on the sale, but he gave his personal •'view.. '. "Where there is' capital; needed in a bank, the in- : fusion of money in; the form of capital is a good thing. Central Body Planned To Counter Arab Propaganda Humphrey: Continued Arab Pressure Could Lead To Growth In Anti-Semitism By Bob Tenenbaum Chronicle Special Reporter Senator Hubert H. Humphrey, admitting that he worries about the possibility that continued pressure on *the United States by the Arab oil- producing nations could lead to a growth of anti-Semitism in this country, warned last Sunday that "our govern¬ ment cannot allow anyone to rekindle the forces of bigotry in this nation." The Minnesota Democrat, who served as Vice President from 1964-68 and was Ms party's Presidential nominee in the 1968 election, spoke to the fifth annual Night for Life dinner sponsored by the Young Men's Division of the Columbus Jewish Federation. Humphrey told his audience he had been in¬ volved in United Jewish Fluid activities "longer than most of you," and he warned of what he termed "a very subtle campaign by the Arab states to change American public opinion." He said recent i vestments in U.S. banks am other industries by the Aral states were the beginning that campaign. "I'm not opposed to OPEC dollars being used to develop this country," Humphrey said. "But we need some rules. We can't afford, for instance, for any country to take over our media." Responding to questions following his address, Humphrey said he had not seen actual evidence of an Increase in anti-Semitism in the United States since last winter's Arab oil boycott. "But I worry about it," he said. "The. time to nip it is now and the way to nip it is. through government policy —and by that I mean strong policy statements by the President and by the Congress." "Your, government is going to stand steadfast with Israel," Humphrey said. "I believe in the necessity of American support for and cooperation with Israel because as a Senator I know the strategic importance of an independent, self-reliant, defensible state of Israel," Humphrey said. "Hie real objective of American foreign policy should be to help people build a better life—to give people a chance to celebrate life," the Senator said. "So I take a great deal of pride as a long-time sup¬ porter of Israel in pointing to Israel and saying, 'Look what they have done there) Despite being the victims of naked, aggression and blatant attack, despite being surrounded by hostile neigh¬ bors, the Israelis continue to set an example for : the world," Humphrey said. "Our foreign policy obr jective should be to help those who help themselves," he said, "especially those who nurture and use the Democratic processes." "Israeli, along with Western Europe and Japan, is a classic example of what we can do if we help others," he said. "Without our help, a whole section of the world would be under Soviet in¬ fluence,today ,",_ Humphrey said it was "imperative" that the U.S. and the Soviet Union work to minimize their differences. "But the spirit of detente should include more than just the niceties," he said. "If Russia is sincere about detente, it should prove it by stopping the shipment of arms into the Middle East if the United States agrees to do the same." "Until then," he said,' 'it is in our national interest to let the world know that we are willing to stand, up for those Who will fight for their Ovro survival.!' Humphrey, strongly criticized the United Nations (CONTINUED ON PAGS 13) By Yitzhak Rabi NEW YORK, (JTA) - The Conference of Presidents of Major American Jewish Organizations will establish a central body to coordinate efforts to counter Arab propaganda in the United States. This was announced on Feb. 19 by Rabbi Israel Miller, Conference chair¬ man. Expressing concern over intensified.... Arab propaganda here, ''whieh according to Rabbi Miller, is "much more subtle and clever" than it used to be, he said that the new central body would include Jewish organizations and in¬ dividuals alike in order to have a unified approach in dealing with the Arab propaganda. Rabbi Miller also said that the Presidents Conference is requesting the State Department and the CSty of New York to deny official diplomatic recognition to any representative or office of the Palestine Liberation Organization, which is ex¬ pected to come here for the next UN General Assembly. Rabbi Miller disclosed that he met last week with John Scaliy the United States Ambassador to the UN, and discussed with him the question of the PLO treat¬ ment on the part of the U.S. (CONTINUED ONPAGE 14) Middle East Expert To Speak Ell Bizek; a State Department official, will be the featured speaker at. an open "State Department Briefing" on the Middle East Today, at the Jewish Center, on Monday, March 3, at 8 p.m. Mr. Bizek, an expert on the Middle East, has been stationed in both Israel and several Arab nations, and is a spokesman for the U.S. State Department on Middle East issues. The'meeting is part of a series on Israel and the Middle East, sponsored by the Columbus Jewish Federation, the Community Relations Committee of the Columbus Jewish Federation and the Israel Information Center. Hie public is invited to hear Mr, Bizek analyze and explore the Middle East situation. "Knowledge of the issues can help us com¬ prehend better the needs of Israel at this precarious time," said J. ^laynard Kaplan, CRC Chairman, in extending an invitation to the community td attend. Now, how far that goes, I can't answer that, but that's one good way to recycle some of this oil money," he said. Whyel said he welcomes Arab investment in U.S. industry and banks "if it's done on a proper basis." Asked .what he defined as "a proper basis," Whyel gave the example of ihe Michigan bank stock sale, "where they put actual new money into a bank that needs capitol and is unable to raise it otherwise." Whyel said he believes , "there are laws on the books at the present time that any foreigner cannot have control over any business that is in our national in¬ terest."
