"NEW YORK — Hands reaching out for help depict
the theme of "Solidarity Sunday lor Soviet Jewry," to
be sponsored on May 2 by the Greater New York
Conference on Soviet Jewry and its 85 constituent-
agencies. The photograph — symbolizing the yearning -
of Soviet Jews for their human rights and for the
opportunity to' emigrate from'the' USSR — will'Be
displayed on posters and on flyers throughout the city.,
The event j expected to be the largest demonstrations of
its kind ever held, will begin with a "Freedom March"
down Fifth Avenue and culminate with a massive rally
at Dag Mammarskjold Plaza near the United Nations.

University in Washington,
said in remarks to reporters
outside the conference hall

information two weeks ago
in Washington by way ot a
hint that he was to pass on to

Prof. Linda Miller, of
Wellesley College, told a
session of the conference
that she "sensed" vigorous
new efforts by the U.S. to
engage the -^PLO in a
dialogue aimed at its
acceptance -of- - Security -
Council Resolutions 242 and
338 as a prelude to talks with
Israel. Perlmutter identihed
the source of his information
as former Ambassador G.
Dean Brown, director of the
Middle East Institute in
Ford Threatens To Veto Foreign Aid
Bill If Transitional Quarter Included

threatened , to veto- the
foreignaid bill if it includes
funds to cover the
r transitional quarter between .
the expiration of the current,
fiscal year on June 30 and
the start of the new one Oct.

meeting with Congressional-
leadersof both parties and in
a letter to House Speaker
Carl Albert (D. Okla.) "If I
am presented with a final
appropriation bill' that
includes additional funds for .
the transitional quarter I
will be forced to exercise my
veto," Ford said in the letter
to Albert. Ford specifically,
mentioned Israel by, noting
his requests for.the current
an,d Jiext . fiscal years
"provide sufficient level of
assistance to meet that
■ nation's'needs." Israelis to
' get $2.2 billion in military
and ' economic aid in the
current foreign aid program
and an .'additional i< $550 ,
million if the transitional
quarter lunding,is approved.
The Senate has appropriated
funds for the transitional
quarter which involves more
than 50 countries but the
House has not as yet. Sen.
Clifford Case (R. NJ), who-
attended the White House
meeting, said "Funding for
all countries in the transition
quarter is consistent with
every action that Congress
has , taken., ;The
Administration's position is
inexplicable in .view of its
own support for transitional-
quarter appropriations.""
Secretary of State Henry A.
Kissinger had earlier
approved the formula of
providing an additional 25
percent of this year's foreign
aid .appropriation for ' all
countries receiving foreign
aid to coverthe quarter. But
the White House later
reversed this approval.,The ,
House and Senate minority
leaders. Rep., John Rhodes
(R. Ariz) and Set!. Hugh
Scott (R. Pa.) both'agreed
that the President, would
"have no alternative" bufa
veto it the additional money
is vvoted. Sen. -Hubert/ H.
Humphrey. . 1 p. . Minn. >
warned that "A Presidential
veto would be interpreted by
Israel's ' neighbors as a
weakening of the "American
commitment to Israel's
Security" as well as having
an adverse affect of Israel's
economy.; However, Albert
hinted that there would be a
compromise, stressing that
while the U.S. has problems

minister and now member of
the Knesset, came to
Mershon Auditorium
Thursday and a crowd of
over 1400 gave tiim a

Calling himself a
"working politician in an
election year", Eban told the
audience there is no
international conflict similar
- to the Arab-Israeli
confrontation. The point of
departure, he said was the
1 "total denial of nationhood of
the other — denying its place
in history and in the world''.
"There will never be a
Middle East without the
sovereign state of Israel.. .
' we won't be covered over by
the desert sands . . . nor by
' the monolithic Arab vision of
a Moslem homogenized
Middle East ... our
elementary principal is
equality." He added that the

Agreeing that Israel has
an obsession regarding
security, Eban said "our
experience hasn't been
normal. What other people
