U.S. Oil Guarantee
To Israel Attacked
WASHINGTON (WNS)-
Sen. Barry Goldwater (R.
Ariz.) attacked July 19 the
United States promise guaranteeing Israel oil for the
next 15 years. "Americans
sweating it out in gas lines
and being asked to turn up
their thermostats will be interested to know that President Carter's ill-timed promise to guarantee Israel's
oil supply for 15 years is going ahead on schedule," he
said in a Senate speech.
Goldwater said that "legislation to accomplish this part
of the deal for an Israel-
Egyptian peace agreement
has been quietly slipped into
legislation which is now
pending before both
Houses." He was referring
to a bill which would authorize the Export Administration to exempt the Israeli oil
guarantee from a general
bm on the export of Alaskan

Columbus Jewish Federation
Allocates $2,294,269.00
The Columbus Jewish Federation has allocated a total
of $2,294,269 to 50 local, national and overseas agencies
for 1979-80. These funds include $904,131 for . Local
agencies, $57,600 for National agencies- and
$1,332,538 for Overseas agencies.
The funds were allocated
after months of study and review of the needs of each
agency by the Allocations
Steering committee and its
four budget sub-committees.
The Allocations Steering
committee was chaired by
Ben Goodman; Donald Katz
was Chairman of the Capital
Need Budget Committee:
. Ray Wells served as Chairman of the National and
Overseas Budget Committee; Rhea Kaplan was Chairwomen of the Education and
Culture Budget Committee;
and Miriam Yenkin served
.as Chairwoman of the Social
Services Budget Committee.
The allocations process

UNITED NATIONS, July 22
(JTA)—The Security Council adopted a resolution last
Friday night calling Israel
"to cease on an urgent basis
the establishment, construction and planning of settlements" in the occupied terri-

with one' abstention, the
United States.
Following the vote, Israel
issued at the United Nations,
a statement denouncing the
resolution, calling it "onesided," and "distorted." The
statement said the resolution
"is yet a further'encouragement to those attempting to
. subvert ^nd bypass the current peace efforts in the Mideast. One-sided reports and
resolutions that ignore, the
rights and interests of any
party will not help to achieve
a just and durable peace.''
Israel also charged in its
statements that the settlements debate, which considered the recommendation
of a three-member commission's report, on Israeli
settlements in the administered territories, was instigated by Jordan last March
to subvert the Egyptian-Israeli" peace negotiations.
"The commission's report,"
Israel declared,, "takes no
account of Israel's security
requirements and totally ignores the inalienable rights
of the Jewish people in its
homeland, including, the
right to settle in any part of
the land of Israel." '

a budget that would reflect
the community's commitment to Israel, and at the
same time meet the needs of
the local agencies.
These four committees
presented their recommendations to the Allocations. Steering committee,
which in turn presented
them to the Executive Committee and Board oi
Trustees Jbr approval. The
Allocations Steering committee is made up of Federation officers, the immediate
past President, the General
Chairman, the Chairman of
each of the four budget committees and selected community leaders-.

Myer Mellman, president
of the Columbus Jewish
Federation, announced that
Donald E. Garlikov and Mrs.
Linda Selcer have been selected as the co-winners of
Mrs. Landa Selcer
the 1979 Therese Stern Kahn
Leadership Award. The
awards will be presented by
Federation Past President
Fred Yenkin, chairman of
the Selection Committee, at
the 53rd Annual Meeting of
Donald E. Garlikov
the Federation, which will be
held on Sunday. September
16, at 6:30 p.m. at the Neil
House.
Both Mr. Garlihov and
Mrs. Selcer have been
actively involved in the Federation and the community
for many years. Mr. Garlikov served as chairman of
the 4 United' Jewish Fund
Campaign Young Men's Division in 1978 and.in 1979.

Israel Foreign Ministry
Reverses UNTS0 Decision

JERUSALEM (JTA)-
The Foreign Ministry, in a
surprise announcement
Sunday night reversed a
decision taken by a special
ministerial committee
earlier whereby Israel would
have agreedto an enlarged
United Nations Truce Super-
visory Organization
, (UNTSO) force to police its
withdrawal from Sinai.
According to officials, the
turn-about followed consultations with Premier
Menachem Begin at
Hadassah Hospital.
The UNTSO proposal wr.s
devised between the United
States and the Soviet Union
in behind-the-scenes consultations at the UN in order
to break the impending
deadlock over the renewal of
UNEF's mandate, due to expire this week.
The USSR was not prepared to vote for UNEF's renewal which would mean implicit endorsement of the
