U.S. Not Tilting
Away From Israel
NEW YORK (JTA)-For-
mer Secretary- of State"
Henry Kissinger said today
he did'not believe that the
Carter Administration was
tilting away from Israel and
toward the Arabs because of
the United States' need for
Middle East oil. "I would say
that the Administration obviously is looking at the oil
question,'' he said Jb response to a question of NBC-
TV's "Meet the Press." I
could not say from what I see
that there is a tilt against Israel.".
Kissinger also opposed including the Palestine Liberation Organization in the
current Middle East negotiations. "I do not believe
that the strategy of getting
the PLO into direct negotiations with Israel, or with us,
- is the best way of solving the
West Bank issue,", he said.
"I beliewve that any attempt
to bring about a direct -
■ negotiation between the PLO
and Israel is going to statement the negotiations. "He

best way bf resolving the
West Bank problem.
The Carter Administration
is following the promise of
the Ford Administration, in
which Kissinger was Secretary of State, not to negotiate
with the PLO until it recognizes Security council Resolution 242 and Israel's right
to exist.
But when PLO chief Yasir
Arafat was asked in an interview with the Washington
Star whether,^ he could acknowledge the existence of
Israel, he declared, "Don't
ask me this question. I'm not
going to put my cards on the
table. I'm not going to uncover my cards." Arafat told
the Washington Star that the
Palestinians could use oil to
force talks with the U.S. "I
want it now,"besaid.
Protests Mount

Pres. Carter Says No To PLO
Volunteers Honored By
Crippled Children's Center

who were honored by the Crippled Children's Center of
Central Ohio at a volunteer luncheon of Mon., July 23.

David Roth Chairs New
JC Building Committee
In announcing the appointment of David Roth as Chairman of the "Capital Campaign For Building the New
Jewish | Center," Center
President, William Goldman
said, "In taking on this giant
task, David Roth has demonstrated his dedication tb the
Jewish > community . of
Columbus. The building of a
New Center is essential if we
are to continue the perpetuation of a Jewish way of.Iife
as we know it in our community, and with David Roth
leading, the, way, I'm sure
we'll be successful."
Roth, who was president of
The Jewish Center in. 1969
and 1970 and is an active
member and leader-of the
Columbus, Jewish .Community, is deeply committed
to the building of a New Center facility, which is being
specially designed,-to meet
the varied needs of the Center's current and future
membership while keeping
vividly alive the culture and
spirit of Judaism.
"I think that everybody
has the responsibility to support the building project,
whether they come here day
in and day out, or whether
they just offer their support

President Carter has ended
his recent silence regarding
his Administration's attitude
toward the Palestine Liberation Organization and an independent Palestinian state
and has affirmed that, he is
opposed to a Palestinian
state and pledged that the
United States will adhere to.

with PLO until that organization recognizes the right of
Israel to exist and accepts
United Nations Security'
Council Resolution 242. The
President made this clear in
an interview with editors on
Friday. The text of the interview was released yesterday.
. In recent weeks Israel has
exressed concern that the
Carter Administration was
shifting its attitude toward
the PLO and an independent
Palestinian state. Although
top Administration officials,
including Secretary of State
Cyrus Vance, have denied
any change in American
policy, Carter himself remained silent: The feeling ,

that United Nations Resolution 242 is' a document
binding on them. They have
got to accept 242 and accept
the right of Israel to exist.
This is a commitment we
have made. We have never
deviated from it. We are not
going to deviate from it."
On the issue of a Palestinian state,' the President affirmed: "I am against any
creation of a separate Pales-,
tinian state. I don't think it
would be good for the Palestinians. I don't think it would
be good for Israel, I-don't
think il would be good for the
Arab neighbors of such a
state." He, added that "we
must address and resolve
the Palestinian question in
all its aspects" and that
Palestinians "should have a
right to a voice in the determination of their own
future."

| Israel that the U.S. was seeking to change Resolution 242
as a way to woo the PLO to
the peace negotiating table.
However, last week Sen:
Richard Stone (D. Fla.),
chairman of the Senate
Foreign Relations subcommittee on the Middle East,
said that Vance had assured
him that the U.S. would veto
a Kuwaiti-sponsored resolution on Palestinian rights
pending before the Security
Cbunqil because it would alter .242 by calling for granting Palestinian sell-determination and for the right to
an independent state.
Meanwhile, the State
Department has said that it
had no information regarding a reported visit to the
US. next month by PLO
chief Yasir Arafat! A newspaper in Kuwait. Al Qabas.
reported yesterday that according to "authoritative
Palestinian sources" Arafat
would come to the UN General Assembly when it.convenes and also meet with
Vance. A State Department
spokesman said that no U.S.
official would meet with Arafat unless the PLO accepts
Resolution 242 and Israel's
right to exist.

Ordained at Hebrew Union
College, Cincinnati, in 1931,
Rabbi Folkman holds an
earned Ph.D. from Ohio
State University, as well as
an honorary Doctor of Divi-,
nity from Hebrew Union College.
Jack L. Wallick has been
named as the General Chairman of the 1980 United Jewish Fund Campaign.
In announcing the appointment, Federation President
Myer W. Mellman said,
"Jack Wallick is more than
equal to this challenging
position,, but he will need,
and is asking for, the. cooperation of the members and
leadership of our Jewish
Community in accepting
their full responsibilities."
_Mr. Wallick began his association with the Campaign
in the Trades and Professions Division, serving as a
worker, and then Associate
Chairman. In 1975 he began
working with the Advance
Gifts Division, becoming Associate Chairman in 1978 and
Advance Gifts Chairman for
the 1979 Campaign.
Within the Federation itself, Mr. Wallick has been a
member of the Board of
Trustees since 1976, and was
a member of the Community
Relations Committee from
1974 to 1976. j
From 1962 "fo 1966, he was
on the Placement Committee of the Jewish Family Service, and since 1976 he has
been'on the Board of Trustees of both Heritage House
and Heritage Tower, serving
-as Vice President of the latter.

served as a member of the
Board of Trustees of Congregation Tifereth Israel since

WASHINGTON tWNS)-
The State Department • announced that the U.S. has
agreed to sell Jordan up to
300 M-60 A-3 tanks. Department spokesman 'Hodding
Carter said they would be
sold, on a one-to-one basis, to
replace an older tank which
Jordan is phasing out.'
