Israeli Government, Opposition
Unite In Opposition To U.N. Resolution
In a political statement to
the Knesset, the/first since
the latest crisis in U.S.-Is-
raeli relations erupted,
Begin repeated his claim
that/Israel has an undisputed

Jerusalem. Premier" Menachem Begin indicated that
he accepted President Carter's explanation that United
States support'for the resolution was an error due to "a
failure of communications"
but he urged the United
States to repudiate the resolution in its entirety.
Meanwhile, it was announced in Washington that
a Congressional hearing will
be held today to investigate
the United States "foul-up"
in the U.N.
Ezer Weizman
Clashes With
Premier Begin
.By Gil Sedan
JERUSALEM (JTA)-De-
.fense Minister JSzer Weiz--
man clashed angrily-with
Premier Menachem Begin
and Cabinet hawks when he
declared flatly at a Cabinet
meeting last week that the
Jewish .settlements on the
West Bank have no security
value and warned that Israel
is making the world "sick
and tired" by its positions on
such issues as Elon Moreh.
and Hebron.
—The confrontation oc- .
purred in the course of the*
Cabinet's discussion of,
Saturday's Security Council
resolution condemning .Israel's settlement policies in.
the occupied territories and
Jerusalem. The Cabinet denounced the resolution as>
' 'repugnant" and expressed
"deep resentment" toward
the United States for sup-
, porting it. '
Weizman said the, settlements simply are not needed
for security purposes al-,
though they were of national '
- value as an expression of
Zionism. Later, under heavy
fire from the hawkish ministers, he modified his statement by saying he was referring to settlements like Elon
Moreh which had no security
value rather than all settlements. Elon Moreh was or- .
dered dismantled by the Supreme Court last October on ■
grounds that the government's claims ,that it was
needed for security were
contrary to the facts.
But Weizman, long at odds
. with the Cabinet majority on

JERUSALEM (JTA)-The
government and the opposition were united in the Knesset last week in condemnation of the United Nations Security Council resolution
calling for the dismantling^FVight to settle anywhere in
Jewish settlements in the ''-'Eretz Israel" and thatthe
occupied termcrie^ and settlements are an integral
part of the State's security.
He denounced the Security
Council's call for dismantling Jewish neighborhoods
in East Jerusalem as "barbaric."
Begin disclosed that he
had received" a cable from
Carter explaining that the
American vote had been cast
in error on the assumption
that a paragraph referring
to Jerusalem had been deleted from the resolution. "It
goes without saying that we
regard the words of the
American President with all
due respect," Begin said.
But,' he .added: "A question'must be1 asked whether
this single error that Carter
pointed out was theonl'y expression of animosity toward
Israel and her vital interests. What about, all other
paragraphs which repeatedly mention Jerusalem and
contradict the Camp David
accords?"
Labor Party chairman
Shimon Peres supported the
government's sland against
the American vote which, he
said, went against "United
States Mideast policy." He
also expressed .opposition to
the supply of sophisticated
weaponry to the Arab states
by the West, including the
United States. He said this
limited Israel's technological advantage over its
neighbors.
However, the opposition
leader had strong criticism
for Begin's government.
"We think that it caused, in a
way, a deterioration of the
Israeli position in the
world," he said. Referring to
the controversial Hebron issue, Peres declared, "We
are surely against'settling
Hebron with Jews as well as
other settlements in the middle of densely populated
Arab areas." He said the
only solution is to hold new
elections.to replace the present government with one
.that will adopt a clear policy.
vFormer Foreign Minister
Moshe Dayan, an independent MK, surprised the-
Knesset with the vehemence
of his attack on the government's settlement policy,
especially in Hebron. -The
settlement of Jews in Hebron
is completely unnecessary,
Dayan declared. If, indeed,
the government believes the
return of Jews to Hebron is
sp vital, why did it wait for a
Jew to be murdered there
Israel Lodges Complaint with France
JERUSALEM (JTA)—Israel lodged a formal protest* with
France last week over President Valery Giscard d'Estaing's
endorsement-of self-determination for the Palestinians.'The
protest was submitted to the French Ambassador, Marc
Bonnefous, by Yosef Ciechanoyer, director general of the
Foreign Ministry, at a meeting here. The French envoy
promised to convey it to Paris.
Ciechanover told Bonnefous that the French President had,
in effect, expressed support for what Israel considers an
obstacle to the Mideast peace process. He said thatthe term
"self-determination" was tantamount to support for a Palestinian state, a concept contrary to the Camp David accords.
In a speech to the Knesset, Premier Menachem Begin
indirectly criticized Giscard. Without mentioning him by
name, Begin took issue with "attempts to interfere in the
Middle East" and likened them to the appeasement of Nazi
Germany in the 1930s which led to the destruction of Czechoslovakia. • ' .,
• Israel's protest was triggered by Giscard's endorsement of
Palestinian self-determination on three occasions during his
tour of Persian Gulf states last week: (By.Gil Sedan.)
. Standardized Hebrew Tests To Be Developed
NEW YORK (JTA)—-The American Association for Jewish
Education (AAJE) ipinouncedit has undertaken the development of the first standardized Hebrew language tests for
Jewish day schools. Dr. Shimon Frost, AAJE acting director,
said the agency has received-a $10,000-private grant to'
initiate the project, "which will provide a long-needed instrumentality for helping day school educators measure both the
efficacy of their Hebrew language programs and evaluate
the progress of their students."
Frost said the tests, to be designed for grades 3 and 6, will
be<developed under the.supervision of the AAJE's National.
Curriculum Research Institute (NCRI). The NCRI had for
many years administered a National Testing Bureau which
produced tests in a wide variety of subject areas; however, •
the Bureau was'forced to cease operations in the mid-1970s
because of a shortage of funding.
Frost, who also serves as director of the NCRI, said a "blue
ribbon committee" of prominent day school principals and
teachers will be. convened to establish guidelines for' the '
project and appoint a testdeveloper. In consultation-with the.
.committee, the developer will prepare preliminary tests and
try them out in controlled day school settings.
Frost said that following a careful evaluation of these tests,
and appropriate revisions, as may be necessary, the AAJE
plans to have, the final versions ready foe national dissemination before the end of this year.
before initiating such a step,
he asked. He charged that
the government was taking'
reprisal actions rather than
adopting a clear policy in the
occupied territories.
Dayan also criticized the
evacuation of the last Arab
family from the Jewish
quarter in East Jerusalem.
Ayub Hamis Toutanji, his
wife and six children, left,
their home overlooking the
Temple Mount last Tuesday
after an unsuccessful eight-
year legal battle to retain
ownership of the property
that has belonged td his family since 1935. The neighborhood was taken over by the
government after 1967 for
