UNITED NATIONS
(JTA)—In the last few
months the UN virtually forgot about the existence of
other trouble spots in the
world apart from the Middle
East. The Security Council
was called into session at
least eight times by the
Arabs and their supporters
to condemn, rebuke and
warn Israel and a special
emergency meeting of the
General Assembly was convened during that time to-
censure Israel and affirm
Palestinian rights.
In a special interview with
the Jewish -Telegraphic
Agency,* Yehuda Blum, Israel's Ambassador to the
United Nations since September 1978, asserted that
| the Arab offensive against
j the Jewish State in recent
'j months was only a prelude,
;'{ "a preparation," to the anti-
•j Israeli offensive in the upcoming 35th session of the
General Assembly, which is
scheduled to open here Sept:

In a one-hour interview in
his office, the 49-year-old
former international law
professor at the Hebrew University in Jerusalem discussed a number of topics,
including Israel's status at
.the UN, the roles of the
United States and the Soviet
Union in the world body, and
Israel's relations with
Egypt. JExcerpts from the
interview follow:
'. Q. What is Israel to expect
in the upcoming General Assembly?
A. It is hard to recall a '
year that was as crowded as
this year as far as attacks on
Israel" at the UN are concerned. Out of 60 meetings
which the Security Council
held from the beginning of
this year, 34 meetings—or
more than 50 percent—were
devoted to Israel. At the
same time, since January,
not even a single meeting
was devoted to the issue, of
Afghanistan, Iran or Cam-
.bodia. It is clear that the UN
is used more and more as an
anti-Israel arena, which is
being exploited by the Arabs
and their supporters.
Without doubt, therefore,
all that happened at the UN
regarding Israel in recent
months was a sort of preparation for the General Assembly. The Arabs are preparing to concentrate their
anti-Israel offensive for the
second part of the Assembly,
.after the (U.S. presidential)
election in November.
They have also chosen November 15 as a date to climax their drive against Is-
■ • rael, as can be seen by- the
recent General Assembly
resolution which called on Israel to withdraw -from
"occupied Arab territories"
beginning, by November 15
and by last week's Security
Council resolution demanding' that Israel rescind its
Jerusalem law by the same-
date. The Arabs chose November 15 because of its
proximity to November 29,
which is "Palestine Day" at
the UN;
Q. It seems that the Arabs
are seeking more and more
resolutions that will have a
tangible effect on Israel.
What sort of resolutions, specifically, are they likely to "
push for in the upcoming,
session?
A. The resolution passed
by the Security Council (calling on nations with embasr
sies in Jerusalem to remove
them from that city and
which declared the Jerusalem law "null and void")
is one such example. While
that resolution does not
specifically call for* sanctions against Israel, the resolution's call for the removal
of foreign embassies from
i Jerusalem is in itself a form
of sanction.
In the upcoming General
Assembly we are going to
see the Arabs trying to im
pose sanctions on Israel, although they will try to avoid
the term "sanctions." At the
same time it is expected that
they will accompany their
anti-Israel drive at the. UN
with strong pressure in various world capitals against
the Jewish State as they
have been doing in recent
weeks on the issue of Jerusalem.
Q. This General Assembly
will be your third as Israelis
representative here. How '
would you assess Israel's
position in the organization?
Do you agree with the view
that .Israel's position is
steadily deteriorating?
A. There "is no doubt that
there is a constant and continuing erosion in Israel's

Dr.. Tilson, a local dentist,
has been an active Young
Men's Division worker and
leader for the past-several
years, having served as Co-
chairman in 1980. He is also
a member of Federation's
Overseas Budget
Committee.
Handler's Young Men's
Division involvement has
included being Co-chairman
of ''Night For Life" in 1978
Jewish Leaders Seek Reassurance From Carter

WASHINGTON, (JTA)-
The heads of American Jewish national organizations,
following an hour-long meeting with President Carter at
the White House, took a care-1
fully worded non-committal
position with respect to their
views of his candidacy, for
reelection while crediting
him with being "relatively
straightforward" • on issues
of concern tp them.
Howard Squadron, chairman of the Conference of
Presidents pf Major American Jewish Organizations,
who served as its spokesman
at a news conference after
the White House meeting,
was asked if Carter was "reassuring to ' the American
Jewish community" and
how Jews would vote. "I
think to some extent they
were on many issues,"
Squadron responded about
reassurances. "I think that
on some issues probably,
people left the room still concerned."
As to how Jews would vote,
Squadron said, "I have no
idea how Jewish voters will
vote. Jews never vote mono-
Iithically. for one candidate
or another." Pointing out
that "there are a lot of undecided'-' voters, he said, "I
would expect that the campaign between now and election day will have a great
deal to do with how Jewish
voters and other voters vote.
I would not at this point say
to you that the Jewish community is voting either one
.way or another."
In that connection, Squadron also said, "I think the
; President's appeal to Jewish
voters has been relatively
straightforward," noting
the Presidents remarks on
U.S. aid to Israel and his
reasons for the U.S. abstention in the crucial United
Nations Security .Council
vote on Jerusalem last'
month.* ' .'
Squadron said that the
President vowed to, veto any -
action at the UN that would
seek to impose, sanctions
against Israel. The Security
Council meets Nov. 15 to consider the results of its resolution condemning Israel's
Jerusalem law on which the
U.S. abstained.
"The President reiterated
that the U.S. will veto such
sanctions," Squadron said.
"The President stated very
clearly for the first time that
in the event of an effort to
challenge the credentials of
Israel, the U.S. will
absolutely resist it and prevent it," Squadron said.
Squadron said that the
Presidents Conference had
asked for the meeting with
Carter. "Traditionally, the
Conference invites the candi-
dates," he said. He
explained that this meeting
was held at the White House
"as a matter of convenience" for the President
"at his request."
He said the Conference

Building. Plans for their
1980-81 drive will - be
discussed.
