Warning Of Religious Absolutism' WASHINGTON (JTA)-The' Religious Action Center of Reform Judaism was redsdicated here last week at ceremonies marked by ^ warning that "the climate of mutual tolerance and pluralism in America is being polluted by an ominous-and potent campaign of religious absolutism." He told the meeting of the ADL National Commission that the two terrorist networks have established links through financial support, weapons and joint terrorist training operations. According to the study, prepared by Jerome H. Bakst, ADL research department director, the terrorist networks are backed by powerful propaganda machines that attack western societies and disseminate anti-Zionist and anti-Semitic materials. The study reported that West German's principal neo-Nazi, Manfred Reeder, has American connections, . which include George Dietz (CONTINU-D ON PAGE 7) NEW YORK (JTA)- Right-wing and left-wing terrorists are conducting a global campaign against the same targets—western democracies, Israel and Jews—and, in some cases, have joined forces in that campaign, according to a study reported by Maxwell Greenberg, chairman of the Anti-Defamation League of B'nai B'rith. He said Israel was a primary target for both. Greenberg told the ADL National Commission at its meeting here that terrorist violence in Europe in 1980 and the recent assassination.) attempt against Pope John Paul II gave new urgency to exposing and taking action against the international terrorist networks. •The ADL study described neo-Nazi and fascist terrorists and propagandists as a "black" network and' used the term "red" network for such groups as the West Ger- . man Baader-Meinhoff Gang, the Italian Red Brigades," the Japanese, and other Soviet- § IAEA Documents Showing Have Produced Up To 3 A-Bombs WASHINGTON (JTA)- Sen. Alan Cranston (D:-Calif.) revealed last week that he has received internal documents from American sources at the International Atomic Energy Agency (IAEA) that estimate that the Iraqi nuclear reactor destroyed by Israel June 7 could have produced enough plutonium each year to build up to three nuclear bombs. "Furthermore, these IAEA documents indicate that there is a significant possibility, indeed probability, that this plutonium production could not have been detected by IAEA inspectors," Cranston told the opening day of hearings by the Senate Foreign Relations Committee on the Israeli raid. The Senator, a member of the committee, revealed that Roger Richter, a 33-year-old American who has been working as an IAEA inspector in the Middle East and South Asia sections, would testify before the com-" mitte on the unreliability of the IAEA inspection system. Richter, who recently accepted a five-year extension of his contract, resigned from the IAEA on Tuesday of last week so he could testify before the committee, Cranston's office said. Richter, who reportedly was closeted in a hotel room working on his testimony, was said by Cranston's office to be a strong supporter of the peaceful use of nuclear energy for making electricity. Sen. Cranston, however, read portions of an analysis Richter provided the U.S. Mission to the IAEA in 1980. "The available information points to an aggressive, coordinated program by Iraq to develop a nuclear weapons capability during the next five years," Cranston said. "As a nuclear-safeguard- inspector at the IAEA, my concern, and complaint is that Iraq will be able to conduct this program under the auspices of the Non-proliferation Treaty and while violating the provision of NPT," Richter wrote. ' 'The IAEA safeguards are , totally incapable of detecting the production, of plutonium in large-size material test reactors under the presently constituted safeguards arrangements. Perhaps the most disturbing implication of the Iraqi nuclear program is that the NPT agreement has had the effect of assisting Iraq in acquiring the nuclear technology and nuclear material for its program by absolving the cooperating nations.of their moral responsibility by shifting it to the IAEA. "These cooperating nations have thwarted concerted international criticism . of their actions by pointing to Iraq's signing of NPT while turning away from the numerous, obvious and compelling evidence which leads to the conclusion that Iraq is embarked on a nuclear weapons program," Richter charged. Cranston, the Senate Assistant Minority Leader, made available to the reporters the IAEA documents (CONTINUED ON PAGE 4) Engineering. Fifty Arrested Bomb Threat RIO DE JANEIRO (JTA)- A bopib threat to a radio station forced the suspension of "A Voz Israelita", the only daily Jewish radio progam in Rio de Janeiro which has been carried by Radio Copa- cabana for the past 17 years. , The warning, by an anonymous telephone call to the station manager, threatened that a bomb would be exploded at the station if the Jewish program "or any other program promoting Jews" was continued. The caller warned that "No Jewish programs should be transmitted over Brazil's radio station." "A Voz Israelita" was established 26 years ago. Its founder and director is David Markus, editor of Rio's only Yiddish newspaper, "Yiddishe Presse" and Jewish Telegraphic Agency correspondent in Brazil. Some circles here believe the threat was associated with terrorist activities by an extreme rightwing group aimed at creating an atmosphere of unrest in the country to obstruct the process of democratization initiated by President Joao Baptista Figeiredo. But others do not exclude the -possibility that the bomb threat came from the Palestine Liberation Organization which has been the' target of attacks on "A Voz Israelita."
