JERUSALEM (JTA)-The Chief Rabbinate claimed that
its "energetic intervention" and "divine assistance" killed a
project to raise shrimps and crabs in Israel for export. The_
rabbis feared that the shell fish, forbidden by the dietary
laws, would have wound up in Jewish homes and restaurants.

BONN (WNS)—Alois Mertes, spokesman of the opposition
Christian Democratic Union (CDU) Bundestag faction, has
called for the release of Rudolf Hess, and four other Nazi war
criminals serving life sentences abroad because the continued imprisonment of these aged and ill men no longer
makes moral or legal sense.

Carrington To Meet Arafat
LONDON (JTA)—Lord Carrington, Britain's Foreign
Secretary, is to visit the Middle East early next month and
the possibility is growing that he will meet Palestine Liberation Organization chairman Yasir Arafat. Carrington will be
going to Saudi Arabia to discuss the eight-point peace plan of
Crown Prince Fahd. The plan had been rejected by Israel but
Britain and other European Economic Community (EEC)
countries think it contains positive elements.

GENEVA (WNS)—The International Committee of the~
Red Cross is reported to be acting as an intermediary for the
exchange of prisoners between South Africa and the Soviet.

anniversary of the dedication of the synagogue of congregation Mikve Israel-
Emanuel will be celebrated
from March 19 "to March 21,
1982, according to J. S.
Taytelbaum, president.
He said that while the
building celebrates its 250th
year, some of its contents
are much older. He said the

SAN FRANCISCO,
(JTA)—West European
Jews are the targets of international terrorism even
though they are relatively
secure. in their .respective
countries, according to a
survey by the Anti-Defamation League of B'nai B'rith.
The survey was released on
the eve of the ADL's National Executive Committee
meeting here at the Fairmont Hotel which concluded
last Sunday.
Abraham Foxmari, ADL's
associate national director,
and head of its' International
Affairs Division, said the
survey revealed that Jews
and Jewish institutions
"face very real threats
—including threats to their
physical safety—because of
bombings, assassinations,
attempted assassinations,
assaults and vandalism."
The countries examined by
ADL were 'Austria, Belgium,
England, France, Italy and
West Germany.
Terrorist acts are not only
aimed against Jews, .Fox-
man declared, but, increasingly, against American
military personnel and installations in Western
Europe and against other .
European groups and individuals in an attempt to
destabilize society and bring
down democratic governments. ' r '
The perpetrators-of these,
acts, he said, are well-
organized networks of terrorists and extremists-
including the Palestine
Liberation^ organization,
other Arab terrorists, neo-Nazis and far left extreme
ists—that cross national
boundaries. »
The ADL study further -
noted that many terrorist
factions on the right and left
cooperate with each other in
attacks on Jews, Israelis and
Zionist/groups. PLO terrorists, the report went on,
train West European right
wing paramilitary groups,
and Libya funds ultra-
leftists, who provide support
for PLO and other Arab terrorists in Europe.
Many or all of the groups
operating in Western
Europe, the report said, ,
have been responsible for
terrorist incidents in the past .
two years, the most prominent of which were the fatal
bombings of synagogues in
Paris in October, 1980 and
Vienna last August, the murders of a West German businessman and a non-Jew who
headed the Austria-Israeli
Friendship Society earlier
this year, and the slaying of
a 15-year-old Jewish boy-in
Antwerp in July, 1980 when a
hand grenade was tossed at
a bus carrying youths to a
Jewish summer camp.

German Neo-Naii Gang
Linked To B
BONN, (JTA)—A neo-Nazi
gang involved in a gun-battle
with police near Munich two
weeks ago was linked to the
bomb blast'outside an-Antwerp synagogue which,
claimed two lives and to the
Palestine Liberation Organization. The connection, reported by the West German
State Television, was not directly confirmed by police or
the domestic security service. ,
But both-sources said the
neo:Nazi organization,
called "Peoples Socialist
Movement"" has well established links with similar
groups abroad, including the
PLO. One of the three neo-
Nazis who survived, the
shoot-out with police in
which two of the gang were
killed, was identified as
Peter Hamberger,-18, who
was trained at an El Fatah
camp in Lebanon. According
to West German television,
one of the Nazis shot dead in
the encounter probably
played a role in the Antwerp
bombing.
According to the Bavarian,
security services, the neo-

Nazi group was founded in
Krefeld in 1971 and moved its
headquarters to Munich in
1975. It is headed by Fried-
helm Busse, 52, who was arrested -in Munich following-
the shoot-out. Police said
they found a large quantity
of arms and ammunition in
his home. Busse also runs a
youth organization called the
"Young Front" which hands
out leaflets and marches in
neo-Nazi demonstrations.
. His "Peoples Socialist
Movement" has participated
in local elections but failed to
win any seats. Its stated aim
1 is to replace the democratic
form of government in West
Germany. At its annual conference in Munich last year
it called for the expulsion to
Israel of the . "Jewish in-

a fundraising dinner scheduled for Sunday, Nov. 8, at
the Agudas Achim Social
Hall honoring Annette and
Cy Tanenbaum on their 50th
wedding anniversary. The
dinner will begin at
5:30 p.m.
Those attending will have -
the opportunity to hoar the
mayor of Tel Aviv, Shlomo
Lahat who will bring greetings from Israel. The
Amranim' Duo will also
perform.
Annette Tanenbaum, a
member of Mizrachi for 45
years is past president and
currently secretary-
treasurer of the • organization. She is liaison vice pres
ident for Jewish National
Fund and was recently hon-'
ored by that organization ior
40 years of service. Annette
is a past president of Ahavas
Sholom Sisterhood and she
and her husband are members of the board of Ahavas
Sholom Congregation.
The Mizrachi Women
received a great honor
. recently from the Israeli
government who granted
them special recognition by
declaring them the official
"Reshet" (Network)' for
vocational and technological
education within the National Religious Education
System. With this honor also,
comes the added responsibilities of running four more
schools comprising over
2,000'more children.

WASHINGTON, (JTA)-A
group of Soviet. Jewish
refuseniks have appealed to
Congress for help against .
what they see as a plan by
the Soviet government to erW
emigration.
The appeal was presented
to Congress by Sen. Charles
Mathias (R. Md.)f who along
with Sen. Alan Cranston (D.
Cal.), received the appeal
during their recent visit to
Moscow.
Mathias noted that
"human tragedies" are
obscured by the clash between nations and ideologies.
"But occasionally, if we peer
into the quiet places where
people seek refuge, we can
witness the painful experiences of men and women
caught in the trap of tyranny," he said.
"It is absolutely evident
now that for the last two ,
years there has been a
radical switch in the emigration policy of the Soviet
Union/' the appeal from the .
Soviet Jews declared. It of-
• fered "convincing proof of
an obvious trend not only to
sharply diminish Jewish
emigration to-Israel" but
also of "an attempt or even
.decision ... to stop emigration altogether."
The refuseniks said their,
-proof included "a sharp upturn in the number of
refusals"; a drastic drop ini~.
emigration over thejast two
years; "the waiting period of
consideration of applications
is unreasonably prolonged
and in most cases has been
stretched to as much as two
