Herzog Satisfied
With Zaire Visit
TEL AVIV (JTA) - President Chaim Herzog returned
to Israel last week from a
nine-day state visit to Zaire
and Liberia and said he was
very satisfied with his trip.
He told reporters upon his
arrival at Ben Gurion International  Airport  that  the
most important element of
his trip was possibly the very
fact of the state visit itself.
"The reception accorded
by wife, my colleagues and
myself was beyond all ex-
pectations,"-he said. Herzog
was the first Israeli Presi-
• dent to visit Black African
countries since Zaire and Liberia resumed diplomatic
ties with Israel after having
severed them in 1973.
Herzog said the talks he
held with Zaire President
Mobutu Sese Seko and Li-
berian  President  Samuel
Doe were a continuation of
talks previously held" by Yitr
zhak Shamir while he was
still Foreign Minister and
Ariel Sharon when he was
Defense Minister  during
their visits to Africa two
years ago-.
-.Herzog noted that his visit
and talks with Mobutu and
Doe had been not only ceremonial, but had also resulted
in concrete agreements on
Israeli aid to the two countries, and-mutual cooperation.
Study Shows Half Of W. Germans
Have Anti-Semitic Feelings
BONN (JTA) —Half of all West Germans still harbor anti-
Semitic feelings of varying intensity, according to a study by
Cologne University based on a sampling of 2,000 adults. The
study showed that only 24 percent of the population fully rejects anti-Semitism.

In British Cabinet Reflects 'Zionist Influence'
LONDON (JTA)—A broadcast by Radio Moscow charged
that the recent elevation of Leon Brittan and Nigel Law-
son—both of whom are Jews—to senior British Cabinet posts
reflected "the growing Zionist influence" in the country's
political life and had its basis in the "support of the Jewish
bourgeoisie and the numerous Zionist organizations in
Britain," the World Jewish Congress reported.

Following Riots in Morocco
PARIS (WNS)—"No Jews seem to have been killed or
wounded in the riots" that swept several Moroccan cities on
Jan. 20-21, according to information obtained here by Jewish
organizations which have been inquiring into the fate of the
Jews in that country. The organizations obtained their information from visitors returning from Morocco. They have not
been able to contact their branches there because direct communications with Morocco have been suspended

The Simon Wiesenthal Center of Yeshiva University
here has urged the Reagan
Administration  to  apply
"strong and direct" pressure on the Chilean government to expel Walter Rauff,
a notorious Nazi war criminal who has been living in
Chile for more than 20 years.
Rauff invented and supervised the mobile gas trucks
used to murder an estimated
250,000 Jews before the death
camps at Auschwitz, Treb-
linka and other sites were set
up.
The request to the Administration was contained
in telegrams to Secretary of
■' State George Shultz and Assistant Secretary of State for
Human  Rights  Elliott
Abrams. They were signed
by Rabbi Marvin Hier, dean,
and Rabbi Abraham Cooper K
associate dean of the Wiesenthal Center.
They called on the Administration to intervene
directly with President Au-
gustino Pinochet of Chile,
noting that Rauff has lived
there openly under the protection of various regimes
and "to date, Chilean authorities have .refused to
move  against  this  major
World War II criminal." The
State Department, they said,
should become involved to
help see that "Rauff does not
continue to successfully
evade the bar of justice.
"Since  the  Chilean  Supreme  Court  has  ruled
against his extradition, we
ask you to request President
Pinochet to take steps to expel Walter Rauff from Chilean society. We can think- of
no more worthy issue to be.
addressed by the State Department's Office for Human Rights," the telegram
said.
Wiesenthal  Center  offi
cials are also discussing the
possibility of Congressional
hearings on the Rauff case.
They reported that Rep. Barney Frank (D. Mass.), who
is a member of the House Judiciary Committee, has indicated  that  such  hearings
should be convened as early
as the middle of next month.:
"At this stage, only strong
and direct pressure from the
United States can lead Chilean leaders to conclude that
their country should no longer be used as a safe haven
for one of the most notorious

E. Schlezinger Appointed Chairman
Of Columbus Jewish Federation's
Yenkin Memorial Lecture Committee
Edward Schlezinger, a
past president of the'Columbus Jewish Federation, was
appointed by Jack L. Wallick, president of the Federation, as chairman of the Abe
I. Yenkin Memorial Lecture
committee. The committee
was established to select the
principal speaker for the annual meeting of the Federation.
Recent Yenkin lecturers
Included author Elie Weisel,
Commentary magazine publisher  Norman Podhoretz
and Israel's former ambassador to the United States,
Simcha Dinitz.
This year's annual meeting will take place on either
Sept. 16 or Sept. 23.
"The purpose of the committee is to formalize the
selection process for the Abe
I. Yenkin lecturer," Schlezinger noted. He said that
the committee "allows us to
do long-range planning to ensure we continue to get high
quality speakers."
Schlezinger said the Abe I.
Yenkin Memorial Fund
meets all the expenses associated with the speaker.
The fund is maintained by
Mrs. Abe I. Yenkin and Mr.
and Mrs. Bernard K. Yenkin.
Criteria for speaker selection include "having a mes-'
sage relevant for Jews and
the Jewish community
which will contribute to the
preservation and quality of
Jewish life," Schlezinger
explained.

and other attacks against
Jewish  institutions,   businesses and homes declined
substantially nationwide in
1983.   Ohio,. however,   reported an increase.
•   ADL's National Director
Nathan Perlmutter said that
the annual audit conducted
by   the  Anti-Defamation
League of B'nai B'rith revealed 670 incidents across
the nation, a decline of 19
percent from the 829 incidents recorded in 1982. In
Ohio, 11 incidents of anti-
Semitic vandalism were reported in 1983 as opposed to 8
in 1982. In addition, the Beth
Shalom  Jewish  Religious
Community  Center  in
Bloomington,-Ind., was the
' site of one of three; cases of
arson reported  nationally.
Authorities suspect that anti-
Semitism was the motivation.
Michael Lieberman, assistant director of the Ohio-
Kentucky-Indiana Regional
Office of ADL, cautioned
against reading too much
into the figures. "The numbers are relevant," he said,
"but they are only one
barometer of anti-Semitism."
Lieberman feels it is
wrong to conclude from the
audit that the level of anti-
Jewish hostility in Ohio has
increased. ' 'The numbers
are too raw to draw that con-.
elusion," he pointed out.
He explained .that the
study reflects only the reported incidents of anti-
Semitism and that the figure
for Ohio may be higher simply because of better report
ing.  "People,' are treating
anti-Semitic incidents very
seriously—both  Jews  and
non-Jews. Public awareness .
is up," he said.
The nationwide total for
1982 was almost 15 percent
lower than the 974 recorded
in 1981. The two-year decline
reversed a sharply upward
trend reported since 1979.
"Regardless of the decline
in anti-Semitic incidents in
the past two years," Perl-
mutter noted, "the stark fact
remains that, in 1983, there
were 670 incidents of anti-
Semitic vandalism. The vandalizing of even one religious
institution or one home because of the religion or race
of the occupant is one too
many."
He called for continuing
educational, legislative and
law enforcement efforts.

Recent'Pravda'Article
NEW YORK (WNS) -Two
American Jewish organizations, the American Jewish
Committee  and "Union  of
Councils For Soviet Jews  .
have expressed "shock and
outrage" over an article in
the Soviet Communist Party
daily,  Pravda,  which
claimed that Zionism and
Nazism grew from the same
roots. The article, published
Jan. 17, likened, the present
Israeli leadership and its
methods to Hitler and.the
Nazis and reiterated a familiar charge in Soviet anti-
Zionist  propaganda  that
Zionist leaders actually collaborated with the Nazis.
