Billy Graham Claims
Soviet Oppression Of
Jews Has Declined
NEW YORK (JTA)-The
Rev.' Billy Graham, just
back from a 12-day Jour of
the Soviet Union, said last
week that oppression of Soviet Jews has lessened in recent years as compared to
the period immediately following the Bolshevik revolution and the years of the
Stalin regime.
Since the regime of Leonid
Brezhnev in the 1970S, Graham said, "there seems to be
far less oppression" of religious-freedoms in the Soviet
Union. He added that this
"trend which started under
Mr. Brezhnev seems to be
continuing."
Askved' specifically
whether he felt that oppression of the Soviet Jewish
community has decreased
since the Brezhnev regime,
Graham said: "I don't know
if there is more oppression
or not in the Jewish community.
Egypt Wants To Improve Relations With Israel
NEW YORK (JTA) — Foreign Minister Abdel Meguid of
Egypt told Deputy Premier and Foreign Minister Yitzhak
Shamir of Israel last week that Egypt is interested in improving its relations with Israel. But he made it clear that Israel's
continued presence in Lebanon is an obstacle in that direction. " ____________________
Chilean Schools To Offer Jewish Education
SANTIAGO (JTA) —Jewish religious education will become
optional for Chilean primary and secondary school pupils,
according to a new law enacted here, the Latin American
branch of the World Jewish Congress reported. Parents will be
entitled to demand that the school administration make provisions for the establishment of Jewish religious classes under
Decree No. 78 just published in the Diario Oficial (Official
Gazette) of the Chilean Republic, the WJC said.

Peres Predicts The IDF Will
Leave Lebanon During 5745
JERUSALEM (JTA) - A
flurry of diplomatic activity
over south Lebanon has suddenly raised hopes here that
Israel soon may be in a position to pull its forces out.
Premier Shimon Peres has
publicly predicted that the
Israel Defense Force will
leave Lebanon during the
new Hebrew calender year,
5745.
The media is speaking of

In Nationwide Israel Bonds Appeal
Columbus congregations
will participate in a massive
nationwide effort by more
than 1,100 synagogues to
help mobilize funds to help
overcome Israel's current
economic problems when
Federation Campaign Leadership
Visits Israel September 134!
Gary Robins, chairman,
and Dennis Mellman, co-
chairman of the 1985 United
Jewish Fund Campaign, led
a delegation of 15 community leaders on the first
United Jewish Appeal National Campaign Opening in
Israel.
The historic conference inaugurated 600 community
campaign efforts and those
from Columbus were among
the 1000 individuals who par-
' ticipated.
"-This is the first time that
a campaign has begun with a
National Conference in Israel," said Robins, "arid itwas
' the most graphic demonstration of our partnership with
the people of Israel and our
commitment' to meeting
Jewish needs in Israel, in our '
own communities and worldwide."
"Programming for the
mission was extensive. In
addition to high level Jewish
Agency, government and
academic briefings, were
Visits to rural settlements in
the Galilee and Arava, During the 1985 campaign, six
new. rural settlements will
be started by the Jewish
Agency for Israel," added-
Robins, "and the mandate
for enhancing our giving became even greater in terms
of their need to develop." .
In addition, -Columbus
leadership visited Jesse
Cohen in Holon, Columbus'
Project Renewal neighborhood. "We are committed to
helping this neighborhood
strengthen itself economically and socially, to enable
each of dts residents to participate fully in the benefits
and privileges of Israeli society," stated Mellman.

Synagogue members will
be encouraged to purchase
Bonds in commemoration of
the 36th or "Double Chai"
anniversary of Israel's rebirth and. also of the 18th
(''Chai") anniversary of
United Jerusalem.
Congregants will be asked
to make Bond purchases
first to the largest extent
possible, to help build Israel's economic infrastructure
and to provide research and
development funds for its
high technology industries,
key to the country's economic future.
And then they will be requested-to make additional
commitments for the purchase of $250 State of Israel
Certificates which are being
' issued by Israel through the
/ Bond Organization to in-..
crease identification arid
strengthen the partnership
with Israel by expanding the
number of visitors to the
country.
Certificates, if at least one
year old, may be used as
payment toward the purchase of El Al Israel Airline
tickets for flights to and
from Israel under current
provisions.
When cashed in Israel, the
visitor will receive in Israeli
currency at the then current
exchange rate the following
- dollar amounts: after one
year, $260; after two years,
$275; after three years, $295;
four years, $320; five years
(at maturity), $360.-
- If a Certificate is held to its
five-year maturity and, not
cashed in Israel, the holder
can add $200 and receive a
$500 Curent Income Bond,
giving that person "a $50 bonus. "Or, the holder can redeem the Certificate for
$250, thus providing Israel
with a five-year interest-free
loan to strengthen its economy.
In announcing this year's
High Holy Day Appeal, the
Columbus Bonds Comjnittee
welcomed the participation
of the synagogues and said,

with Syria. Such speculation
is given substance by knowledge that the Labor-Likud
unity government has given
top priority — along with the
economic crisis — to with-
drawall of the IDF from Leb-
onon.
The new government also
seems to have modified the
position long held by its predecessor that any pullback
of Israeli troops must be accompanied by the simultaneous withdrawal of Syrian
forces from Lebonon.
Israel has suffered heavy
losses since it invaded Lebanon in June, 1982. Since the
war began, 597 Israelis have
been killed and nearly 4,000
sinjured.-
Indirect Contacts Between
Israel and Syria
Indirect contacts between
Israel and Syria apparently
are underway, through the
United States. Richard Mur-
, ,.phy, the assistant secretary
of state for Near Eastern'
and South Asian Affairs,
flew here from Damascus
last week and conferred in
Tel Aviv with Defense Minister Yitzhak Rabin and acting
Foreign Minister Moshe
Arens.
Murphy was sent to the
Middle East to investigate
jthe terrorist bombing of the
U.S. Embassy annex in east
Beirut. According to the
State Department, he is utilizing his visit to confer with
regional leaders. He met
with President Amin Gemayel of Lebanon and with
Syrian President Hafez
Assad before coming to Israel.
Rabin is reported to be organizing and leading Israel's
policymaking with respect to
south Lebanon which Sn-
volves both Syria and the future role of the United Nations Interim Force in Lebanon (UNIFIL). Rabin is
known to favor a broader
role for UNIFIL in terms of
its geographical deployment
and its operational responsibilities.

Peres Says He Will Respect Voters' Will

He conducted this interview and one
with Yitzhak Shamir lust after the new
unity government took olf ice.
TEL AVIV (JTA) —' Declaring that he is. aware of
the difficult tasks thai: confront his government,
Shimon Peres, the new
Prime Minister of Israel,
told me in an interview that
"I'll do my bgst to justify the,
confidence of the nation and
to ensure that my Cabinet
will respect the will of the
voters."
Our interview took place in
Peres' office .in Tel Ayiv. He'
was in a jovial mood despite
the long and arduous days of
the negotiations that led to
the establishment of a government of national unity.
He said that his broad fcoali-
tion "will drdw on the roots
of the Jewish people and will
work for all of Israel, bridging the cracks which have
appeared within us."
In this connection, Peres
pointed out that he believed
in democratic government
based on the decisions of the
majority and on respect for
the rights of the minority.
"Mine will be a government
of rapproachment and good
will—a government that will
respect the religious public
and its 'needs, refraining
from coercion where we can.
Instead, we must enlist un
derstanding and tolerance."
Peres added that his government will maintain the
status quo in religious "affairs and will ensure equal
rights for all citizens of Israel, regardless of religion, nationality or origin.
„ Turning to the very difficult economic situation,
Peres pledged to work for
economic stability by building a modern economy commensurate with the new economic era in the world. At

Shamir Feels Lebanese Premier
Takes Orders From Damascus

JERUSALEM (JTA) -
"The Lebanese government
is situated in Beirut but in
fact it takes orders from
Damascus. At the head of
the government is a person
on whose shoulders lies the
responsibility for the Cairo
agreement of 1959, which
opened the gates: of Lebanon
to murderous terror and.
caused so many calamities
and tragedies to the people
of Lebanon."
This was stated by Deputy
Premier and Minister for
Foreign Affairs Yitzhak
Shamir, during an interview
with this writer in his office
in Jerusalem.
Referring- to the "unbridled campaign" of
slander against Israel on the
subject of southern Lebanon,
which was brought by
Rashid Karameh's government before the UN Security
Council, Shamir said that the
forces of aggression and
blind rejection of Israel, represented by Syria and its
Lebanese proxies, nullified
the agreements between
Jerusalem and Beirut of last
year. "Thus, the peace process was set back toward
anarchy and'terror in
Lebanon," he said.
As to the withdrawal of the
Israel forces from Lebanese
territory, the Deputy Premier said that "Israel has no
intention of partitioning Lebanon or to hamper the connection between north and
south Lebanon. However, as
long as terrorist attacks continue, we will have to take
the necessary measures to
ensure the security of our
forces, to maintain law and
order."
Shamir, who was in a relaxed mood and good shape,
made it crystal clear that
