Vice President Says
Direct Flights Needed
NEW YORK, (JTA) -- The
Bush administration is continuing to urge the Soviet
Union to permit direct
flights to Israel, Vice President Dan Quayle told a group
of Orthodox rabbis and lay
leaders here last week.
"Proclaiming the right to
immigrate is not enough.
(President) Bush is urging
normalized diplomatic relations hetween the Soviet
Union and Israel and direct
flights to Israel," the vice
president declared at the annual dinner of the Union of
Orthodox Jewish Congregation of America.
Quayle was in New York to
receive the organization's
humanitarian award inrec-
ognition of "his distinguished public career and
his forthright championship
of the safety and security of
the State of Israel."
But the vice president received more of a fanfare welcome than he expected when
a smoke bomb exploded in
the lobby of the Sheraton
Centre Hotel shortly' before
the dinner began.
' The "incendiary device,"
as police" called it, was discovered in the cloakroom'16-'
cated one floor below the
ballroom. According to the
official police report? no
bomb threats were received
and the incident "did not appear to be connected with
Quayle's visit."

under the Voluntary Agency
Matching Grant program,
matches funds to non-profit
agencies that provide support services to refugees.
Sullivan said the grant,
which includes funds for resettlement in both 1989 and
1990, was "the largest

to work was an important
value to live by.
Mandelkorn's professional
experience in the field of social work began in Janaury
1941 in Fayetteville, N.C.,
where he was employed with
the Works Progress Administration as a district social
worker. During his six-
month employment with the

Mandelkorn finished writing
his master's thesis, prior to

Mandelkorn spent two
years (1945-47) in Dallas as
director of the Dallas Jewish
Social Service Bureau, dealing with counseling, vocational services and new
American resettlement. In
1947, accepted a position in
the Detroit Jewish Federation's Department of Planning and Budgeting.

The Board of Trustees of
the Columbus Jewish Federation has unanimously endorsed a resolution 'urging
all members of the community to communicate with
their elected officials their
concerns regarding the free
and unrestricted emigration
of Soviet Jews.
"The Board has taken this
important step because it is
clear that the Arab countries
are using the debate* over
settlements as a smoke*
screen behind which to stop
all emigration of Soviet
Jews," stated Benjamin L.
Zox, president of the Federation.
The resolution notes "the
specter of anti-Semitism
stalking the Jews of the Soviet Union," the valiant efforts
of Israel to integrate hundreds of thousands of immigrants into the country and
the massive propaganda
campaign launched by the
Arab countries to stop all immigration to Israel; The resolution commends the Congress of the United States,
the President and the Secretary of State for speaking out
forcefullyon behalf of Soviet
Jewish emigration andurges
them to not allows waiver of
the Jackson-Vanik Amend
ment allowing more favorable trade arrangements
with the Soviet Union without passage of immigration
legislation by the Supreme
Soviet. It also stresses that
the Administration must
continue to bring pressure on
the Soviet Union to initiate
direct flights between the Soviet Union and Israel.
Members of the community are encouraged to write
their representative and senators to urge support of the
resolution. For further information on the current situation of Soviet Jewish emigration, contact Samuel I. Horowitz, director of Community
Relations, at 237-7686.
matching grant award that
the Office of Refugee Resettlement has ever made to a
private settlement agency."
The Cabinet official had
special praise for the federation system's willingness
this year to carry the financial burden of resettling
8,000 Soviet Jewish refugees
with no federal funding, covering the full, costs of transportation, medical costs and
resettlement for two years
after they enter the United
Staates.
Another 32,000 are entering the country in 1990 with
their costs shared between
the federal government and
the federations.
"Working with the private
sector has inherent advantages," said Sullivan. "We
always need your expertise,
insight and compassionate
commitment. The matching
grant concept also allows for
greater flexibility than possible in the public sector, to
tailor programs to particular ethnic needs."
CJF is presently lobbying
the administration to admit
40,000 fully funded Soviet
Jewish refugees in 1991.
Sullivan told the Jewish
Telegraphic Agency that the
request "was under review."

view, Edelshtein emphasized the importance of getting those Jews who wish to
emigrate out of the U.S.S.R.
as quickly as possible. "It is
a terrible mistake," he
warned, "to think things are
going well, even though
slowly."
Edelshtein knows whereof
he speaks. The Moscow-
trained language teacher applied in 1978 for a VISA.
When his request was denied, he -became a Hebrew
teacher and Jewish activist,
which meant continual har-
rassment by the KGB. He
was arrested in 1984 on a
trumped-up charge of illegal
possession of drugs and
spent the next three years in
prison. Upon his release in
1987, he and his wife, Tanya,
were finally allowed to go to
Israel where he is presently
involved in the Jerusalem
Fellow program, which de-'
velops teachers for Diaspora
communities, including
those in the Soviet Union.
Today, fte said, since time
is of the essence, American
Jews must put pressure on
the White House for direct
flights between the USSR
and Israel and then must
