LONDON, (WNS — P A L C O R AGENCY)—Sir Herbert Samuel, Lib¬ eral Party leader, is to assume charge of German-Jewish migration and settlement in other countries Milder the auspices of the League of Nations, tlie Palcor Agency learned from reliable sources.- It is .understood that Sir Herbert will'be given wider authority by the Leagiy; than that.which was exercised by James G. . MacDonald, ' who recently resigned from the post of .Fligh Commissioner for German Refugees.
The .report of Sir Herbert's appoint¬ ment as High Commissioner follows close oh the heels of the sessioiis of the League of Nations Experts' Commis¬ sion on. the German-Jewish refugee prob¬ lem. After consultation with represen¬ tatives of the foremost Jewish relief and scttlcmelit agencies, the League, experts recomhicnded the establishment of a sep¬ arate League Bureau witii its own high commissioner to provide for planned emigration from Germany and re-stt- tlement in ,other lands. . Some ohserv- fcrs ..maintain' that Sir Herbert Sam¬ uel's intimate knowledge, of. conditions in Palestine, where he served: as High Commissioner trOm 1920 to 11)25, will be helpful to him in his new duties, since it is expected that a majority,-of thfc Jews leaving.Germany win be settled in Palestine. „ ,

, Rumors'and reports came a number of days ago to the elTcct that Jewish Com- inunisLs in Faicstitic had issued a pro¬ clamation calling upon the Arab popula¬ tion to' boycott and .slaughter the Jews.; This incitement to pogromis was said toj be an ofhcial .proclamation of the Com-! nuinist party in Palestine and to have beeii widely circulated in Arabic among the Arabs. 1 did not speak of the mat¬ ter in this column, for 1 said to myself: it cannot be true. It is an Arabic de¬ vice of provocation. It cannot be true. It wiHjf not be true.
It is true, for others harbored my doubts and my incredulity. Among the^c others were the editors o^ the Jewish Daiy (Dei; Tag). Hence these gentle-; men cabled to three iiiipartial Palestinian personalities: Dr^; Max Solcweitchik, a former member of tlic Lithuanian govr crnment; Dr.-Arnold Bart, formerly an bHicial of the Germah ministry, of Jus¬ tice, and Michael Amf, an eminent spe¬ cialist in Arabic language and civiliza¬ tion. And these-three personalities united in sending a cablegram, dated Tel-Aviv, December otli, which. you will find in heavy letters on the front! page Of the issue of the Day of Saturday; December .7, in which they confirm the, report, de¬ claring that they .have Arabic, copies of the proclamation in their possession and ending with the .categorical, statement: ,'Tn Eretz Yisrael there is,,no one at all, including the Communists, whq has the; slightest shadow of a doubt concerning the fact that the proclamation is an of¬ ficial Comm"unist document."
Now whether yoii! are aZionist oi- a non-Zionist you -know how, sorely beset the Jcwisli, people is iii this u^e and that^ Jpalestine, is-its. only refuge and its only hbpeancl its only creative and sustaining act and you knqw.of.the great, and good things that our men and womch have done thcrc---things that make every. Jew ii.i the -ivorld happier and prouder anil better able, to bear his fate in the place :vyhcre.he, is. All that is common knowl¬ edge among Jews as well as among friendly and decent Christians tlie world over.- And you may also remember- the Arab uprising (so-called) of 1929. and how .the greatest achievement of the5e poor misled peasants was tlwi butchery of our defenseless.'thildreh, those pupils of the Vcshivah iiiyllchron, who laid themselves down to die for tlic Sanctifi- cation of the. Name even as our saints and martyrs did in othcr'ages. ,^For note, please, .that these .again so-called gallant and knightly and chivalrous peoples, like the romantic Arabs or the war-like Ger¬ mans, always hit below the beh and al¬ ways attack the defenseless '¦ and always travel in huge majorities against minori¬ ties rind always turn out to be cowards and hooligans, always. No one has ever- known it to fail. Consider all, that, and then try to imagine the state of. mind of Jewish Communist.<i, trying to instigate the Arabs of Palestine against their Jew¬ ish brethren. Consider that. Let the thought sink into the mind and into the heart and into the very marrow.,
I am known as a reactionary. It is a slander. I have lost lecture engage¬ ments and return engagements with pseudo-liberai, pro-Communist groups from Boston to San Francisco which would have been mighty useful to me. M\<i the reason, outspoken or implied, was that I ;was too anti-Conimunist. I ani. I shall continue to be. This, mad¬ ness and this .disease must he fought and it were better to go under fighting it than to yield one inch.

When You Are Buying GiftB, Don't Buy Any¬ thing Made in Germany
"Don*t,Iet the boycott lag," is the plea made this week by the Non-Sectarian Anti-Nazi Boy¬ cott League, of which Mrs. Mark Harris, of New York is national chairman of the women's division. Investiga¬ tions made by the league, Mrs. Harris declared, showed that many, stores that cooperated.
^ wholeheartedly with the boycott movement a year ago, have carelessly allowed goods tnade in Germany to be bought. It is the duty of the Jewish bayer to refuse such' merchandise.
Desperate efforts are ¦ being made by Germany to sell their goods in America, Mrs. Harris reported. The initial impetus of the boycott movement has s]owcd[ down,-and some stores; even in Columbua, seem to have for}?otten the pledges they made to Jewish shoppers, several
, months ago not to stock Ger-. man goods.
"Examine every article care¬ fully," Mrs. Harris warned, "and be sure to refuse mer¬ chandise manufactured by the Nazis. Only by this relentless economic pressure can Hitlerism be destroyed."
Nations Plan to Sue Nazi Regime in World Court^ in Behalf
of Foreign Jews in Germany Who Are Being
Deprived of Their Property
BERLIN (WNS) ^ Damage claims totalling manJ^ millions of marks have been filed with the German foreign of¬ fice by Czechoslovakia, Roumania, and Holland in behalf of their citizens of Jewish race, or. faith who' are being de- lirivcd of their properly, and, economic rights in Gerinany as a result of the new Nazi drive to force fortign Jews oiit of the country, diplomatic quai-ters here report that Virtually every foreign country will shortly, make similar claims and will unite for joint international ac¬ tion through the World Court and the League of Nations, unless Germany re¬ imburses foreign- JTews, for their prop¬ erty. Some observers here believe that if Germany remains adamant, foreign countries will retaliate by impounding the property of German citizens in their coyntrics.
The entire problem, which may yet, re¬ sult in an international protest to ,Ger¬ many, grows out of the fact that foreign Jews arc subject to tliesame re- .strictiohs and discriminations as German Jews. Unofficial estimates show that there are S'O.OOO foreign Jews in Ger¬ many; 5G,000.,fi-om Poland; 20,000 from Czechoslovakia; 0,000, from Roumania; i,000 from Holland; 500 from England; and:, smaller numbers fi"oni. Anti -Nazi German Protest
Meeting Gets Greetings
From Roosevelt
." NEW YORK (WNS) —A message expressing "siiicere greetings" and regret at his inability to attend was received from President Uoosevclt by the Ger¬ man-American League for. CultUrej an organization representing 100,000 anti- Nazi German Americans, which spoh sored a huge- anti-Nazi , demonstration here to show the country that not all NEW YORK—A gift oj .^5,000 to J German-Americans are Nazis.. More the National Council of Jewish Womcnlthan 5.000 people listened, to vigorous
United States, Hungary " and Austria. Notwithstanding private assurances that, foreigners are exempt from Nazi racial laws; thousands ot foreign Jews have.,, already lost their livelihood in Germany, either by being deprived of their posi¬ tions, or being. forced out of business through loss of licenses or the anti-Jew- : ish boycott. Foreign Jews who want to emigrate from Germany are also unable to take their property or money, with them. These practices constitute a vio¬ lation of Germany's treaties with virtu-^. ally every country in the .world because all. foreign governments have insisted . that their citizens, regardless of race or creed, must have the same rights in Ger¬ many as German citizens.
Most seriously affected by this drive, against foreign Jews are the Polish ¦ Jews. In the first place they are the most numerous among the foreign Jews, Because few of them have been doing more than earning a bare living, they are - on the verge of starvation since their ; working permits arid biisincsa licenses were, revoked. Friendly relations'. be¬ tween Germany and.Poland has kept thef Polish government from protecting the Polish Jews in the Reich. Hundreds of these Polish Jews have been ordered to leave the country.. -In Berlin they have been ousted from 'the public markets. In the provinciaV tenters they are even refiiscd food./ Since most of the. Polish Jews in.Germany have lived in the Reich since the World War their situation is desperate. If they remain in Germany they are certain to starve and if they return. to .Poland their prospects are. hardly better . because the transfer - re¬ strictions niake it impossible for them to. take, their property with them. Mrs. Kohiit, who was one of the founders of the Coiiiicii 42 years ago, and is an Iionorary viCc president, in making her gift to the organization urged that it inaugurate an expansion anci niemhcr.'^hip drive: She declared:
"In recent years I have come to look upon the Cduncir more and more as the organization which can best represent Jewish womcii in our communal life.. With this in mind I have already given to the National'Council half of the sum of $10,000 turned over to me at the ban¬ quet in my honor as the first installment in a $50,000 Fund. .
"I look to the Council to .use this money and other sums which I, intend to turn over to it as the $50,000 quota it, filled,- for purposes of expansion, t Shoiild like to see Council greatly in¬ crease Its membership and its usefulness. It. is my dearest .wish that the Council become the preeminent Jewish, women's organization in the country, both in size of ¦ mcmbershili. and in ¦ service to the world." ' ' ;

Tlie Feast of Lights
This yeaft the celebration of Chanukah, which begins December 21st, wiH be ?narhed by special zest. For the 25th day of Kislev, 5696, stands out as the twenty-jirst' centenary of the rededication of the Temple by the Heroic' Maccabeans, the five Hasmonean brothers who led the Jewish rebellion against the spiritual and phys¬ ical oppression of the Syrian tyrant Antiochus Epiphanes.
As we, secure in. this land of religious and political freedom light our Chanifkah candles in accordance with the ancient rite—*- one candle on t|ie first eve, two on the next, and so on for eight days—as we sing, the traditional Chanukah hymn, we shall remem¬ ber the daring Exploits of.Judas Maccabeus, whose courage re¬ stored to the Jewish people their Temple, the center of their ancient religious life.
In these days when Jews are again being overwhelmed by, brute force, the inspiring epic of the Maccabeans should serve as a re¬ minder that Jews have survived all their oppressors. As. the story of a mighty triumph of right over might, bf the strength of Hie spirit ov^r brute forces the retelling of the Chanukah story this year will give world Jewry renewed faith and hope.
