During thc coursc of his speech, Dr, Weizmann said: "There is a natural im¬ pulse to give expression to the painful feeling which every Jew experiences in reading of thc daily occurrences against our brethren in Germany. But we know that the only worthy answer of thc Jew¬ ish people to the abysmal accusations made against us in the Third Reich is decent, honest, free work in Palestine. No power in tlie world can hinder this work. The position of the British gov¬ ernment was designed to facilitate us, but it has chosen thc neutrality of dual¬ ism within the framework of thc League of Nations Mandate. The Balfour Dec¬ laration was a positive declaration, but Great Britain did little in this direction. Thc Parliament that is now prcfposed for Palestine is a direct effect of the theories of dualism (referring to Great Britain's contention that it lias mutual obligations to both Jews and Arabs in Palestine). The establishment of a Legislative Coun¬ cil at this time would be most unpropi- tioiis when Palestine enjoys peace and progress, developments that are the fruit of our efforts.
"The inauguration of a Legislative Council can only conduce to a political btruggle. By upsetting the balance, die inaiidatory power will be assuming a heavier responsibility. The creation of a stable civilization in Palestine is our greatest contribution to the peace of the world, now that the Mediterranean is again as it was'at the beginning of civi- li.£ation, the battlefield of humanity. We proudly accept the task which fate has placc<l upon us. For any Gentile who could be made to under¬ stand the man's propitiatory terror and self-contempt would find him, by strictly Gent ile-American standards, a terribly pitiful creature. He has no self-respect; hc lias no gallantry of spirit. He is thoroughly and pervasively frightened and no one can be as hard and cruel as a scared man.
Of this psychology which I have de¬ scribed there are many variations. There is thc quite distinguished elderly lady who talks proudly of her Spanish (she means Sephardic) ancestry and spends all her strength and will leave her for¬ tune for humanitarian (carefully non- Jewish) causes; there is the wealthy and gifted scholar who has spent himself ex- elusively for thc Negro brethren in order to prove to his subconscious that he is a white man; there is the millionaire or almost millionaire playwright who sup' ports Communism and Is anti-Jewish, i.e. who is so shell-shocked by fear of perse¬ cution as what hc is, tliat hc will rather invite persecution in an alien guise if only this alien guise will apparently lump hini with non-Jews.
.'Ml these types and many variations and sub-variations do us' infinite harm, of course, in the eyes of all decent and self- respecting gentiles, But that is quite a minor matter, except from the angle tliat these fleeing Jews accomplish precisely what they seek to avoid. •
