The convention also endorsed Senator Robert M. LaFollette's res¬ olution calling for an investigation of violations of civil liberties and voted to establish, constructive clubs, and classes for neglected children in an cl- fort to eradicate crime through elinii'^ nation of child delinquency.
The, Conference's peace resolution ¦also coinniended the Roosevelt admin¬ istration's good lieiglibor policy and the recii)rocal' trade ' agreements, op- po.scd military training in the schools and authorized the organization to sponsor a more intensive program of peace education during the coming year. For' this purpo.sc an allotment of five, times' the previous amount was voted. The Conference de-, nouticed Fascism and, Conimunisin as incompatible with, the democratic philo-sophy. of. Judaism arid went ori record as favoring establi.shment of "a thoroughly, socialized democracy tlirough "the orderly methods bf, democratic procedure." Education for marriage and preparation for.family life arc to be placed .upon a,scientific, ba.sis with the adoption of a resolution to create a committee or commission on niarriage, the faniily and the home. The ¦ validity of ,.a . Judaism.tliat originates in Jewish lodges, welfare and .philanthropic organizations with no regard for the synagogue vvas at¬ tacked by Rabbi Felix A. Levy of Chicago in his presidential message. Addressing sharp criticism to Jewish activities that "flout religion and flaunt' secularism", Rabbi Levy de¬ clared that the Jndaism they offer as . a substitute for the Judaism of the synagogue is., nondescript. "Lodgi Judaism, despite the religious ritual of initiation and synagogiie. affiliation of a portion, large or small, of the mem¬ bership, is no substitute for Jewish religious life," he asserted. No fra¬ ternal order can speak for Israel and thus take .a privilege that, belongs to the synagogue alone. Philanthropic Judaism will soon be emptied of all Jewish content if the syhiigbgues do not take control and show leadership. "As rabbis, we.have tolerated this situation far .too long arid wc must insist, even. though it may cost us contributions arid loss of skilled social workers, that no one who is not syna- gogue-mindc<l and interested .in reli-: gion has the right to any position .of responsibility in the , Jewish coni;

ROOSEVELT PLEDGES WAR ON FASCISM
PHILADELPHIA ' (WNS) -r- Voicing his and the American peopje's unswerving faith "in the soundness of democracy in the midst of dictator¬ ships," President Franklin. D. Roose¬ velt, in a speech ^accepting renomina- tion as the Presidential candidate of the Democratic Partyi told a huge audience of 100,000 at Franklin Field that thc New peal is not only waging "a. waf against want, and destitution arid economic demoralization" ,, at home but a war ."for the survival of democracy" for -"ourselves and for the ivbrld.'
Flinging down a challenge to the foes .of the New Deal, whom he branded as "economic royalists", ,the President made it plain that he i^c- garded his fight, "against economic tyranny" as a battle , against those who woiild; displace American democ¬ racy by Fascism "or some other form of .authoritarian government. Tlie Jurtjor Division expects tc> raise a substantial sum of money and
ing special-services fur the convictwl Jews and' the more pioUs Jews are fasting. Recognizing the tremendous indigiiatioU ,of the Jewish polilation, which regards the vet-diet as evidence that the anti-Semitic National Demo¬ crats arc the real ruler.s of Poland, the Jewish press is endeavoring to allay Je\vish anger by tiointing. out that the case is not yet closed, since aii appeal is possible. The Jewish members of the Scjni have issued a ¦plea for a Je\yish general strike, Ihroughpnt the country as a prbtest against! the verdict. The anti-Seiriitcs con.iider the outcome of the trial a great vict.ory. tn Przytyk a iiiob of anti-Semites demonstrated before the house of Jcchiel Loskovv, the Jewish ¦ defendant whp received the longest prison term.

In deriouncing.thc "economic royal¬ ists'* who "seek to hide behind the flag and the ..Constitution," President Roosevelt made an implied but rinmis- takable attack on the Black Legion arid similar bodies when he said: "In their .blindness they forget .what- the flag and the Constitution stand, for. He drew thunderous applause when he said: 'Tn this world of ours,, in other lands, there are some people who, in times past, have lived and fought for freedom arid scerti to have grown too weary to carry on the fight, Thcy have sold . their heritage of freedom for the illusion of a living. Thc pthci' 11 points- of this "nies- . sage '.wldrcBsed to the Jewish people" are:
1. The Arab. strike, inspired by racial hatred, aims at the .suppression of Jews by murderous attacks on in¬ nocent'people; and is imposed by vio-- lence and terrorism .against' Arab workers and traders who desire .peace . and the continiiance of the work from-' which they derive, their livelihood. - Thc strike is.devoid of economic sig¬ nificance, since it. affects neither the Arab peasantry ribr Haifa harbor nor international and Jewish enterprises. The true character, of the stride is re¬ vealed by thc inisdceds which accom¬ pany it, such as, tl^e dislocation of communication.':, destruction of water supply, burning of. fields and build¬ ings, uprooting of trees, .'throwing bomb's in crowded streets and ambush- ¦¦ ing tbe forces of law and Jewish set-, llements. The strike has loosed upon, the country terrorist gangs which arc spreading death iind arson in thejand. .
2. In the face of this iwar .directed at the Yishuv and Jewish; natibnal aspirations, .'and , of racial, and reli¬ gious' 'incitement. among the Arab masses, the" Government failed to; adopt adequate nieagUT^'s'te^iairip.'Oiil:';!^ the enl at .the start. . Government weakness, vacillation arid, lack/ of, resolute policy reduced the country to . a state of anarchy. Of ;tlie Jaffa mui-- ' dcrer.s whose brutal'deeds were done in. open daylight only one has so far been convicted. Alost of the assassins, and incendiaries, have not been appre- hendcdj rior have their traces been followed up. The dertiands b£ tlw at¬ tacked Jews for defense were met belatedly arid insufficiently. Resolute declarations, by the Governinent wer^ , of no avail since nb corresponding deeds followed. Such official weak¬ ness encouraged the ringleaders and. enabled them to induce their followers to arm theinselves for' a prolonged, struggle, and gave the forces of de¬ struction belief in .their ultimate tri¬ umph. The .Government failed also to avail itself of publicity' by radio
ham Habcrberger and Eliezer Feld-j jiroclamations and the press to en- burg. Three Jews' wi^re acquitted.

lighten the Arabs and prevent the sprea!d„ of, incitement to lawlessness, . 3. Because of the small proportion of Jews employed on Government works, public services, ports, law , courts, civil service, police and Trans¬ jordan Frontier Force, the machinery of Government was unable to function effectively. The Jews being inade¬ quately represented in the defense ad¬ ministration and vital services, these could not, hold their own during the troubles. Where the Jewis were rep¬ resented, in the police: and public services aiid Haifa port, they actually prevented a paralysis of these services.
4. Credit .is due the Government for assistance rendered, in opening the Levant Fair at the fixed time, 'estab¬ lishing. Government offices at Tel, A vie, granting permission for unload¬ ing oh the Tel Aviv shore, enlisting additional Jewish police and, espe¬ cially, granting the labor immigration schedule, by which it manifested. its . deterinination not to yield to violence. These measures, just and necessary in ¦ themselves,'also had thc moral cflrect of encouraging the Yishuv to bear its trials with fortitude and restraint,
5. These beneficial acts by the Government must continue and be ex¬ tended, giving to Jews adequate rep¬ resentation in the security and defense forces; the Tel Aviv Jetty must be develope<l into a real port, and admin¬ istrative o^ices should be established in rural Jewish areas. Among the vital needs as yet unprovided for par¬ ticular emphasis must be laid upon the construction of roads, indispensa¬ ble for security; and compensation must lie granted to thef,sufferers from the disturbances.
