Mayor Fiorcllo H. La Guardia,- in his capacity' as chief magistrate of New York City, swore out a summons for thc arrest of Robert E. Edmondson, one of the country's most violent anfi-Seiniles, on a charge of criminal libel. The Mayor's action was based on the fact that the anti-Semitic literature.issued by Edmondson /rom his headquarters at 80 Washington Street was of a nature to incite public disorder and disturb the public peace. Explaining his unusual step, Mayor La Guardia said hehad no intention of restrain¬ ing the freedom of the press but^that he was .determined tp prevent an abuse of' this freedom. The Mayor's action was revealed in a letter to William C. Dodge^ District Attorney of' New York County. The text.of the May¬ or's letter follows: "I have just issued a. summons, re¬ turnable in the magistrates' court. First District, Manhattan, on a com¬ plaint made to, me charging, the of¬ fense" of criminal libel against one Robert Edward E<lmondsoii. The facts are^so startling, and with so many rainifications that I request ypur personal.attention and your rcpresen- .tatioii at.the hearing. It is most im portant that there be a thorough in¬ vestigation of the alleged crime. 'Tt is repulsive to all thinking citi¬ zens that religious prejudice and big¬ otry and racial hatreds should still exist in this country. It requires watchfulness on the part of the public officials, for the simple reason that unless checked,, this type of agitation may incite to a breach of the peace and public disorder. "This has been recognized for many years. You will find star- tlingly similar motives established in the case of Rex vs. Osborne in Lon¬ don as long ago as 1732. The law laid down in that case is the law to¬ day in this country. "The right, of free speech is based mi the recognition that thobc who in¬ dulge in it or claim it as a right must be prepared to be held responsible for their utterances or their writings if they tran.sgre3s. The remedy is not by suppression or curtailment of speech or writhig, but by invoking the law of criminal libel if the state¬ ment is not truthful or the motive unlnw'ful. 'While generally the wild utter¬ ances of ¦ a bigot might well be ig¬ nored, vvhen the diffusion and circu¬ lation is organized ami the literature itself, by subtle references to occur¬ rences in other countries suggests violence, it is time that those in, re¬ sponsible authority take notice. JEWISH THEOLOGICAL SEMINARY GRADUATES FIVE RABBIS NEW YORkTwNS)-Gradua¬ tion of five rabbis from thc Jewish Theological Seminary of America at its annual coinnienccment exercises brought the, total of new rabbis or¬ dained this year by three of the four rabbinical seminaries in' the country to 22. The five new rabbis granted degrees by the Jewish' "Theological Seminary' were Mordecai Louis Brill of Indi¬ anapolis; Meyer .Finkelstein of Brook¬ lyn : Arnold Avrohom Lasker of New York City; Adolph Judah Nadich of Baltimore; and Frank Zimmerman of New York City. Estelle M. Sternbergcr and their accumulated wealth dwin¬ dling, they^ suggested tbat only a vvar against a: foreign', nation would save the day., Those, mien were hailed as patriots by their contemporaries, They were honored as citizeiib ready to sac- riiioe millions, of lives for the vindi¬ cation of this demtK;racy and its honor. ' ' When A see the Wack Legion re¬ vealed, through the Detroit investiga¬ tions, as a band of patViot"; who use violence to. defend their notion of de¬ mocracy, I am inclined to believe that our standards of patriotism need a new coat Of •'paint. The expenditures for human welfare these past few years have staggered many of us. And yet those expenditures are but a drop in the bucket compared with the u4 billions' Of dollars we appropriated; in the two years of U»17 and 1918, for our share of the World War, for our allies, and for its aftermath. With the acquiescence of a vast public, Con¬ gress is expending over a billion dol¬ lars this year; for the. army and ihe navy. We give our blanket endorse¬ ment . to. an extravagant program agahist a foreign eiiemy who-may never attack usvvhile we completely shut our eyes against, the enemy within our gates. The United Stales has more en¬ emies within its own borders-than it has across the seas, cast or west-They thrive unmolested in every community of this blessed land. The new stand¬ ards of patriotism demand an army of attack so vast that .its numbers, by comjiarison, will make our mpbilized fiarce of eighteen years ago look like the remnants of the G. A. R. The soul of .A,merica is sick. The struggle to lift millions of Americans out of the morass of idleness, want and wretchedness has warped the niiiidss»of many. A minority of our Women's Pioneer Picnic Sun¬ day at Olentangy Park The Women's Pioneer Organizati6n will s]H)nsor a picnic Sunday (to¬ morrow) at Olentangy Park. Mrs. P, Block and Mrs. K. Ten cents admits one to the grounds, ahd tickets may be purchased from any member of the group. Bring your baskets and remain for the entire day. citizenry has become demoralized, fearful that the, opportunities for work, sustenance and comfort'are too few for the I'JO million people on this* enornious stretch of land. The Ku Klux Klan, the Black Le¬ gion and the Knights of the Golden Circle of Abraham Lincoln's days, do. not thrive in times of prosiierity. Thcy are the inventions of men whp play upoii the confidence of our hon¬ est citizens whose only crime js that they still believe that there arc short¬ cuts to wealth, to opportunity and to personal security. In their despera¬ tion during the difficult da'ys through whicli.-vvc have been passing. these seven lean years; thcy have mentally purchased one doctrine or nostrum after another, hoping that it would prove to be an Aladdin's lainp. The great curators of this dempe- racy, George Washington, Thomas Jefferson and Ahraham, Lincoln, did I not mold the spirit of this cbuntrj through the-devices of,secret legions. They fought it out with their fcl- lovv-chizcns in the open. Rpbert. Ful¬ ton,. Thomas Alva Edison, the Wright brothers, and Henry Ford did not conceal themselves in a: den of the hills and mountains" and from there seek to direct the conduct and move¬ ments of their fellow-beings. They threw the fruits of their genius, into the open market and let all who could and would, enjoy the benefits. Theo¬ bald Smith, the (J^ptain of American microbe hunters, iand Major Walter Reed of yellow fever fame, did not corral an inner circle of special bene¬ ficiaries. Thcy gave their formulas and discoveries to,hiimaiiity, without any embargo: Of religion'or race. ¦ The igreatest of. our Americans have made their contribution to the prog¬ ress of this democracy without black hoods. When they made up their minds to advance the cause of human liberty and welfare in this land, they at ,np;time. resorted' to the cover of darkness or swore a dread, oath of secrecy. -The defense of 'democracy never sanctified murder or brutal flog¬ ging as ways for promoting its basic principles among the people .of this land. America, the stalwart exponent of democracy, must not be made the laughing stock of the World. Our natural wealth: has not decreased by as much as a grain, of salt in all these seven troublesome years. .Our fertile plains are as fertile as they ever were. Our rivers stilLflow and their waters have since been carried into areas that were once the desert spots of this country. The inventiveness of American iiidustrial genius is stiU'the envy of the world. Why, then, have we given way to reprisals on each other? As a coun¬ try, we are not one penny poorer to¬ day than we were in October, 1920. America needs new, standards of pa¬ triotism to lift it from the dangerous pitfalls into which misguided zealots would-lead it. The new standards of patriotism summon us to fight the problems of the, hour in the spirit of our coun¬ try's pioneers—out in the open arena. But tfie issue of new standards, of patriotism involves something besides unconcealed courage. It demands that (Continued on page 2) U. S. Acting under the 1930 tariff act, which authorizes the Treasury to tack on additional-duties to,products com¬ ing from countries which give gov¬ ernment subsidies to their exporters, this step win be a .great, boon to American industry and will at' thc same time give a fillip to the anti- Nazi boycott. , Among the products affected by the.tariff boost arc cam¬ eras, ; chinawai-e, cotton, rayon and leather gloves, glass tree. ornaments, thumb tacks, toys and dolls. The statement de¬ clared that the Black Legion had "dis¬ closed the extreme cruelty and social danger to which a red-ljaiting, anti- Semitic, anti-Negro, anti-Catholic pr- ganizaltion easily goes," and'appealed to Christians throughout the country "to,exercise the utmost vigor in op-, posing such tendencies as these, which are sowing fears^ hatreds and dissen¬ sions at a time of great.social emer¬ gency and danger, when our people should be able to think soberly and to act. unitedlyr" The Federal Council also called attention to.the fact that "there are signs (in this country) of a, whispering aiiti-Semiti.c agitation such, as, unrestrained, has left an in¬ delible stain upon the German gov¬ ernment:" DETROIT (WNS)—Inquiries re¬ garding the sources of the substantial secret fund said to have been raised to provide high price counselfor ar¬ rested members of the .Black Legion revealed that the Ku Klux Klan; the Silver Shirts and similar Jevv-baiting and anti-Catholic groups have quietly started' to raise a nation-wide defense fu:id, for the hooded terrorists.
