Colmcry, retiring national commander- in-chief, in his annual report to the 18th anntiar convention of the coun¬ try's biggest: World War veterans' organization. Vigorously assailing Nazism, ,Mr. Colnicry declared that "it is time to insist oil an investiga¬ tion to the end that we may know the truth about Nazicamps, whether there or elsewhere individuals in- this coun¬ try—particularly if citizens—arc being asked to swear filrst allegiance to Ger¬ many or any other country, or to com¬ mit themselves to serve in the army 6f a foreign country in event of war." Addressing the first convention of the Legion since its members paraded through New York in 1917 on their way to France.to fight Germany to "make the world safe for democracy," Commander Colmcry devoted a large part of his report to the dangers of Nazism and Fascism. He urged the Legion to employ, its great .influence to combat their growth in this country and bitterly assailed as '.'a gratuitous irlsUlt" to our institution^ the Nazi regime's attempt to, organize Nazi groups in the United States. . . ¦. . "We have rightly declared," he said, "that we shall stand guard at the ^portals of ..liberty against those sub¬ versive groups, which are vain enough to seek the overthrow of oiJr form of government and its.free institutions by force of violence. We stand com¬ mitted thus to oppose not merely one alien ism, but all such forces. We who have been privileged with the status of leadership in the national organization this year have not forgotten that man¬ date given Us at diir last coiiventton which specifically. stated .that we shbuld oppose Communism,. Fascism and Hitlerism alike^ and that fact; wc have emphasized. Let lis remember that our opposition to these iorms stop, at the boundaries of our own country; We deny them only the rights to undermine'our own form pf gov' ernment., "Now we fear from beyond the seas, that the German government claims the right and intends to organize Nazi gi-oups in our country, to preach and propagandize Nazism here—that Jt will not tolerate any interference with that policy, and that its purpose in or' ganizing Nazi groups'in America is to save us from Communism. What gratuitous insult to our , free institu¬ tions I. What a.brazen affront to every patriotic American citizen I The American people have a right to go communistic if they want to-—although the Legion will oppose that to.the fin¬ ish, as it has a right to do. This is the United States, a sovereign people. We have the right to.have whatever fbrm of government and follow wliatever political philosophy we .think best for us. That is our business, and it isn't any business of any other gdveriiment or any other people. And we have the right to advocate our own system", and criticize other plans in so far as ap¬ plicable to lis, and without apologiang for so doing. We have builded bur civilization on/freedom and liberty. We have a right, if we want to do so, to protect that system, to declare that there will.be no Nazism, or Nazi dem¬ onstrations, and either to bar from entry into this cp'untry pr Send out of it those who preach or,. practice it. And freedom in America does not comprehend that doctrines, destructive of our system, may be spread, if America does not want that done. "The man or group who advocates making an American citizen the pup¬ pet of the state, as in dictatorship, the slave of the state as in Nazism, or takes away his human rights, as in Communism, is not for America, but against America. Contrasted with the civil liberties enjoyed by the citizen in America; they are all absolute and arbitrary types of slavery which close the'door of opportunity in the face of the individual. The pro4uct of a melt¬ ing pot is a inoiten mass, having a tex¬ ture of its own. It does not consist of readily identifiable cross sections oi the elements which went to make it. So must America be a nielting pot of citizenship. This is no place for hyphenated loyalty. Citizens should be iConimm*4 on page ft} Jewish Agency Takes Issue With Egyptian For¬ eign Minister GENEVA (WNS-Palcor Agency) —The Geneva office of the Jewish Agency has issued a statement tak¬ ing issue with the foreign minister of Egypt for his interpretation of the MacMahon letter of 1915 during his speech on Palestine iti the plenary session of the League of Nations As¬ sembly. The .communique voices "surprise" that Boutros Ghali Pasha should have raked up the MacMahon controversy,, declaring that his view that Palestine was pledged tb the Ai^abs in the letter of the British High Commissioner in Egypt to Sherif Hussein of Mecca is iipt boriie out by the evidence. The agency refers to the British government's declarations on this sub¬ ject anil the letter which Sir Henry MaeMaliori sent recently to The Lon¬ don Times, in which he specifically as¬ serted that , Palestine was excluded from the territory promised for Arab independence.. The agency also con¬ tradicts the Egyptian spokesman's in¬ terpretation, of the evidence' given by wartime Premier Lloyd George before the Royal. Commission. The implica¬ tion of the British statesman's worids were that the formation of a Jewisli majority is not dependent on, the con sent of the. Palestine Arab popula¬ tion. Expressing appreciation of Ghali Pasha's sympathy , for, the iufferirig of the Jewish people and of his ap¬ peal for Arab-Je.wish.amity, the Jew¬ ish agency stresses that such an un¬ derstanding must be based on a con¬ tinuation of Jewish immigration in ac¬ cordance with the country's economic absorptive capacity, , Alluding to Ghali Pasha's appeal on -behalf of Arab rights on the basis pf "higher principles .of rights and justice,'' the Jewish Agency counters by recalling the Mandates Commission's definition of' the Jewish National Home as a "measure of higher, justice." The Arab cE^se was stated in.an out- siwken manner before the plenary ses¬ sion" of- the Leiigue Assembly when Wacyf; Boutros Ghali Pasha; -foreign miiiister of Egypt, condemned the pro¬ posal to partition Palestine, asserted that, Palestine, had been pledged ,.by the British to the Arabs and,suggested a British-Palestine treaty guarantee¬ ing , Jewish citizenship, rights ill Palestine. :In an address devoted en¬ tirely to, the Palestine issue, the Arab spokesman declared that Egypt is greatly preoccupied with the Palestine problem, by virtue of its proximity to and historical and religious connec¬ tion with the Holy .La!rid. It is also linked by bonds of,brotherhood based on a.common language and civiliza¬ tion and also owing to; Egypt's friend¬ ship W'*^ Great Britain. Ghali Pasha then alleged that Great Britain .in 1915 had promised iPalestiiie to the Arabs. He read the text of the Balfour Declaration and then said thai it showed that' the Jewish. National Home was to he subordinate to Arab independence. He interpreted the statement made by Lloyd George be¬ fore the Royal Commission several months,ago as .meaning that a Jewish State was contingent upbn the-consent of the Arab majority; Strongly op¬ posing - partition as "irreconcilable with Arab national rights and as a violation pf the British'pledge," the Egyptian, said that neither the problem of peace in Palestine nor the world Jewish question would be solved by the creation of two small untenable states. , . , , He expressed full s>;mpathy with the suffering of the Jewish people and recalled the equality enjoyed by Jeivs in Egypt. But, he'said, he objected to the dispossession of Palestine Arabs for the sake of Jews. Proposing Uis own solution of the problem, Ghali Pasha advocated a British-Palestine treaty guaranteeing full citizenship to the present Jewish inhabitants of Palestine and the'regulation of im¬ migration "methodically and , withhi reasonable proportions" without prej¬ udice to Arab rights. And of late we have heard a.clear challenge to the de.mocratic idea of, representa¬ tive government. Wc do not deny that th^ methods of the challengers, whether they be called 'communistic' 'dictatorial' or 'military* have ob¬ tained ,for many who live under them qiaterial things they did not. obtfiin under democracieis which they had failed to make function. Unemploy' ment has been lessened;—even thoiigh the. cause is a mad manufaeturing of armaments. Ordier prevails—even though maintained by fear, at the ex¬ pense of liberty and individual rights; So their leaders laugh at alt constitu¬ tions, predict the copying of their own methods, and prophesy flie'-'fcarly end of deniocracy throughbut the world. 'Both that attitude and that predic¬ tion are denied by those of us who still believe in democracy—that is, by the overwhelming majority of-the nations of the worlds And the denial is based on .two reasons eternally right. , The Brst reason is that modern men. and women will not tamely commit to one man or one group the permanent con¬ duct of their government! pventually they, will insist nbt only .on .the.right to choose who. shall govern them hut also lipbn the periodic reconsideration of that choice by, the free exercise of the ballot. And the second reason is that'the state of world affairs brought about by those new .forms of govern-' ment threatens , Civilization. Arma¬ ments and deficits pile up together. Trade barriers multiply and merchant ships are threatened;on the high seas. Fear spreads throughout the world- fear of aggression, .fear bf invasion^ fear oT revolution, fear of death. . "The people of America' are rightly determined to keep that growing men¬ ace from our shores. . . And as other forms.: pf government in other lands parade their pseudor-science of eco¬ nomic organization, even some of bur owii . people may' wonder whether democracy can match dictatorship in giving this generation the things they want from government. We have those who really fear. the majority rule of democracy, \vho want old forms of economic and sociar control their hearts:. Tt constitutional' democracy continues to threaten our; control, why should wc he against a plutocratic dictatorship which would perpetuate our control ?' And we havp those who are in too much of a hyrry, who.are impatient at the processes of constitutional democracies, wlio want Utopia over night and are not sure that some vague form of proletarian dictatorship is not the quickest road to it. Both types are equally dangerous. One represents cold-blooded resolve to hold power. We have engaged in a definite, and so far, successful contest against tliat. The other represents a reckless resolve' to seize power. Equally wc arc against that. . ". . . I am. not, a pessimist, i believe that democratic • government in this country can do all the things which , common sense people, seeing that pic¬ ture as a whole, liave the right to ex¬ pect, I believe these things can be done under the Constitution without, the surrender of a single one of the . cfvil,and religious liberties it was in- ¦ tended, to-safeguard. And I am, de^ termined that iinder the Constitution these things can be done... . Wc know it takes time, to adjust govcrtiment to the needs of .society^ But modem his- ¦ tory proves that reforms too long de¬ layed or denied /have jeopardised peace, undermined . deii4|cracy and swept away civil and'religious liber¬ ties; . . No one cherishes more deeply than I the. civil and religious liberties . achieved by so much blood and anguish, through the ;nany centuries of Anglor American history; But the Constitu¬ tion guarantees liberty, not license masquerading as liberty. , "Let me put, the real situation in the simplest terras. The present-, govern¬ ment of the .United States has never taken away, and never will take away any liberty froin any minority, unless it, be a minority which so abuses its liberty as to do positive and definite.;, harm to its neighbors constituting the majority. But the government of the United States refuses to forget that ' the' Bill of Rights was put into the Constitution not only to protect mi¬ norities against intolerance of major¬ ities but to protect majorities against the enthronement of minorities Noth¬ ing would so,surely destroy the sub¬ stance of what the Bill of Rights pro-;; tects than its perversion tO prevent so¬ cial progress. . . ."The surest protection of the in¬ dividual and of minorities is that fundamental tolerance and feeling for fair play which the Bill of Rights ias-' sumes. But tolerance and fair play would disappear here as it has in some otliei" lands if the great mass of peo¬ ple' were denied confidence in their: justice, security arid their self-respect. Desperate, people in other lands sur¬ rendered their liberties, when freedom came merely to mean humiliation and starvation.. The jcrisis of 1933 should make us understand that. . . t ask that majorities and minorities subordinate intolerance and power alike, to: the common good of all." Colmcry, retiring national commander- in-chief, in his annual report to the 18th anntiar convention of the coun¬ try's biggest: World War veterans' organization. Vigorously assailing Nazism, ,Mr. Colnicry declared that "it is time to insist oil an investiga¬ tion to the end that we may know the truth about Nazicamps, whether there or elsewhere individuals in- this coun¬ try—particularly if citizens—arc being asked to swear filrst allegiance to Ger¬ many or any other country, or to com¬ mit themselves to serve in the army 6f a foreign country in event of war." Addressing the first convention of the Legion since its members paraded through New York in 1917 on their way to France.to fight Germany to "make the world safe for democracy," Commander Colmcry devoted a large part of his report to the dangers of Nazism and Fascism. This is the United States, a sovereign people. We have the right to.have whatever fbrm of government and follow wliatever political philosophy we .think best for us. That is our business, and it isn't any business of any other gdveriiment or any other people. We have builded bur civilization on/freedom and liberty. And freedom in America does not comprehend that doctrines, destructive of our system, may be spread, if America does not want that done. "The man or group who advocates making an American citizen the pup¬ pet of the state, as in dictatorship, the slave of the state as in Nazism, or takes away his human rights, as in Communism, is not for America, but against America. Contrasted with the civil liberties enjoyed by the citizen in America; they are all absolute and arbitrary types of slavery which close the'door of opportunity in the face of the individual. The pro4uct of a melt¬ ing pot is a inoiten mass, having a tex¬ ture of its own. It does not consist of readily identifiable cross sections oi the elements which went to make it. So must America be a nielting pot of citizenship. This is no place for hyphenated loyalty. Citizens should be iConimm*4 on page ft} Jewish Agency Takes Issue With Egyptian For¬ eign Minister GENEVA (WNS-Palcor Agency) —The Geneva office of the Jewish Agency has issued a statement tak¬ ing issue with the foreign minister of Egypt for his interpretation of the MacMahon letter of 1915 during his speech on Palestine iti the plenary session of the League of Nations As¬ sembly. The .communique voices "surprise" that Boutros Ghali Pasha should have raked up the MacMahon controversy,, declaring that his view that Palestine was pledged tb the Ai^abs in the letter of the British High Commissioner in Egypt to Sherif Hussein of Mecca is iipt boriie out by the evidence. The agency refers to the British government's declarations on this sub¬ ject anil the letter which Sir Henry MaeMaliori sent recently to The Lon¬ don Times, in which he specifically as¬ serted that , Palestine was excluded from the territory promised for Arab independence.. The agency also con¬ tradicts the Egyptian spokesman's in¬ terpretation, of the evidence' given by wartime Premier Lloyd George before the Royal. Commission.
