Dr. Weizmann had planned to speak 10 the conference by radio directly from Jerusalem, but when technical difficulties pre¬ vented that broadcast, his cabled message was read by Dr. Israel Goldstein, President .o't the American J. "Without land," Dr. Weiz¬ mann told the thousand Zionist delegates gathered from all parts of the United States, "there :!can be no settlement; without settle¬ ment there can be no civiliza¬ tion.
