Without committing, himself or ref erring to the proposed partition . scheme for Palestine, the ' High Commlsaioiier neveflhelesa indicat¬ ed hia interest in the piroject aa a basis for reoonciliallpii between Jews and Arabs, even among the extreme partisans. He Wniitted that the form of -tho amendent which would provide a basia lor reconciliation'has aroiised differ¬ ences. "But I. would urgo that in the discussion of ways and meana one point ahould not bo overlooked: namely, but for the British people neither party to tho dispute wonld have a. chanco of gaining even a moiety of what they want. We do ' not need to speculate on thc results for cither Jewa or Arabs if thero had not been a strong power un¬ moved by, a vision of aggrandize¬ ment, and continuing to give its support to what they want."
Tho British Empire, he stressed, is strong and can defend itself and thoso to^whom it offers protection. It is not hungry for conquest and not filled with envy for aggran¬ dizement. All that it desires is peace and security. "Its own in¬ terests coincide with youra," ho told Palestinians. "They may bo summed up aa safeguarding in¬ terests vital'to Britain and to thi safety of the protagonista living in the country." He concluded by
Thursday. Within a half hour after the High Commissioner had closed his broadciist, a number of shots were fired in tho vicinity of Tal¬ pioth, Jeruaalem suburb which is adjacent to Government House, tho residence of the High' Comniis- aipner. ' >
Tho .High Commissioner pledged himself to the maintenance of law and o.rdfir during his radio address.. Outlining the proposed basis of his adminiatration, Sir Harold in¬ voked the assistance of Palestine'a inhabitants in his difficult task. His "first duty," he declared, "is
to maintain ;the, King's authority
through the firm establishment of
law and order, which is hot only
implicit ih tho terms of the Man¬ date but is^ most imperative in the
interests of the inhabitants of
Palestine, the .British Empire and
the welfare of the world looking
to the Holy City.'' After paying
tribute to the military officers in I saying that he would bo actuated
Palestine whom he said he would by good faith and an honest en-
support fully, Sir Harold stated there niust be many of every creed and nationality wSo deplored the affairs now disgracing the coun¬ try. "Whetheir they aro few or many," ho addedv "those who. are on the side pf. peace deserve all ¦help..iVe miist particularly cleanse publie opinion by permitting the general restoration of a perspective o;f sanity and by the creation of an atmosphere of reconciliation, enabling all to settle do\«h to an orderly life.''
There will be no slackening in the efforts for the development of the country Sir Harold assured his .liateners,. but added that it is Ob¬ vious that "the pace of progress is hampered and will .continue .to- be hampered owing to the lack of security and good will." But Pales¬ tine, he dcclaredj eanriot be saved, merely by economic processes. The return to normality wiH be helped by finding opportunities for and. the substitution of tlie plowshare instead bf the sword and by'.pro¬ viding work and a higher standard
