William J. Shro- der of Cincinnati, president of the Council, reported that membership in the organization has grown from 14 federations in 1932 ~ when it was established to 112 federations in 94 cities of the United States and Canada in 1938. In his repoi't Mr, Shroder described increasing lay intereat in Jewish group af'^ fairs and said there waa "an uft- mistakable shift from sectarian Jewiah philanthropy to maturing of an intereat in general probiema aitectlng the Jewish group ns a whole." .
