PARIS (WNS)—Gcoi'Ko Kubleo, director of thc Intcvgoyernmental Refugee Aid Committee, and My¬ ron C. Taylor, Aniericin vice- chairman of the Committee, hsvo cancelled plana to go to Germany to open negotiations with the Reich Government regarding plans for enabling refugees to emigrate with somo portion of their capital, it was disclosed after a conference here between Mr. Rublee, Mr. Tay¬ lor and Senator Henri Berenger of France, French vice-chairman of tho Committee. The purpose of the conference was to discuss what action to take in view of the an¬ nouncement that the German Gov¬ ernment has refused .point blank to negotiate with Mr. Rublee "he- cause Roosevelt's recent addresa contained severe attacks on the Reich." Tho refusal was conveyed to the oihicals of the Committee by the British Foreign Offlce which received the information from its Berlin embassy to which the Reich made known its decision.
