LONDON (WNS)—Stung by Cliticism levelled at the Executive m connection with paititmn nego~ tlatlons with tho British Govern¬ ment, Dr. Chaim Weizmann, presi¬ dent of the Jewish Agency, re¬ minded the Zionist Actions CoJh~ mittee that his a'isocinte^ and ho were working in accoidance with the resolution adopted at the last Zionist Congress, and said that if that policy were changed he would be unable to continue m tho leadership Warning the Actions Committee that the Jewish posi¬ tion was glowing graver cveiy moment in Europe, as attested by the calamity that had just befalUn tliG Jews of Austria, Dr. Weizmann asserted that the Jew=; w6ie exact¬ ly in tlie same position today as they woio before the Balfour De¬ claiation except that they were much weaker, although the Zionist movement and the Yishuv in Pales¬ tine weie stiongei Solemnly ap- peahng for unity in the Jewish ranks and national concentration because of the uncertain inter¬ national situation, Dr Weizmann assured his hsteners that in his dealings with the British Govern¬ ment he had "represented the Jew¬ iah people in the last feW weeka with the woithiness of the dignity of the Jewish people."
Declaring that the political situa¬ tion in Palestino was seiious, Dr. Weizmann believed that thc center of gravity had now shifted to America and therefore proposed an increase in American Jewry's responsibility through the estab- liahment of a Zionist political office m America to be administeied by Dr Stephen S. Wise, Piesident of the Zionist Organization of Ameri¬ ca, and Louis Lipsky, American member of tho Zionist Executive. Supplementing the political re¬ port he had made last week. Dr. Weizmann began with a reference to the djsaster that had befallen one of the largest Jewish coin¬ munities in Euiope as a result of the Nazification of Austria. The seriousness of the Jewish position in Austria, he obseived, was not without its effects on the Zionist problem His previous address, the Jewish Agency Piesident said, was purely informative and hence he had not communicated certain fact^ which were merely part of tho exploratory stage of finding out the exact position. The execu¬ tive did not want to conceal any¬ thing from the Actions Committee or confront the Zionist movement with a fait accomph, he said But, ho added, he could give his assur¬ ance in tho most emphatic man¬ ner that in his oral and written communications with thc Govern¬ ment, he had been firm in insist¬ ing upon the Peel scheme for partition as a minimum basis of discussion, with improvements to be obtained along the lines of his letter of last July. In the past few days, ho said, he had infoimed Government officials that the Jews, and especially the Yishuv, would flght to the utmost on that baais. It waa his impression, Dr. Weiz¬ mann said, although ho had no formal assurance, that the Govem¬ ment does not intend to retreat from its previously announced po¬ sition.

Rieser.

David Ben Guiion,)chairman of the Jewish Agency Executive, dealt with criticism offered by Dr Wlio who charged the Executive with a lack of frankness on its political negotiations He asiured the Actions Committee that no¬ thing had been withheld except certain details which it is undesir¬ able m the public interest to pub¬ lish. All Zionists, Ben Gurion said, believed that the Jewish redemp¬ tion was possible only thiough Palestine. The only difference among them was with reference to method-" He believed that a Jewi'ih State in a smaller Pales¬ tine would bnng that redemption closer. He was unable to guaran¬ tee the safety of a Jewish State in a small area but, on the other hand, those insisting upon the re¬ tention of the Mandate were un¬ able to guarantee that the Jewa could obtain a majority througb the Mandate.
The Executive had undertaken a dual struggle, on the one hai\d of maintaining the Mandate and, on the other, of securing a Jewish State, Ben Guiion said, but assert¬ ed it was unjust for certain people to use tho Mandate as a weapon to defeat the Jewish State. The Executive, Ben GurioiLOmphaaized, is adhering to the resolution adopt¬ ed by the Congreas. If the Actiona Committee disliked that policy, it was at liberty to adopt a con¬ trary resolution, otherwise, the Executive would continue to pur¬ sue that policy of exploring the possibdities for the establishment of a Jewish State, he stated..
Disturbed by reports on the economic situation presented by Ehezer Kaplan, treasurer of tho Jewish Agency, tho Action's Com¬ mittee appointed a commission of fifteen to woik out a program to deal with the present financial and economic conditions in Palestine. The national funds require ?10,- 000,000 not only for economic strengthening of the Yishuv but for bolstering the Jewish political aituation in Palestine, Kaplan told tho Committer, following the con¬ clusion of the one-day Adminis¬ trative Committee meeting.
Reviewing the economic position in Palestine, Kaplan described what the Jewish community had itself dono in the way of self- imposed taxes to meet tho prob¬ lems arising out of recent events. He outlined the constructive plans now under consideiation which would pull the country up from its stagnancy if tho fund? could be obtained. Added capital at this time, he Said, would give the pos¬ sibility not only of preserving bnt of developing tho country's econ* omic position. It is imperative, he declared., to strengthen tho re¬ cently built settlements.

Disturbed by reports on the economic situation presented by Ehezer Kaplan, treasurer of tho Jewish Agency, tho Action's Com¬ mittee appointed a commission of fifteen to woik out a program to deal with the present financial and economic conditions in Palestine.
