Jews Must Be Out or Austria In Four Years Goering Declares
VIENNA (WNS)—At the very moment that thousands of Jew? and Christian anti-Nazis were thronging synagogues and churches to offer prayers .of thanksgiving to President Roosevelt for the American proposal to create ah intornatioiial governmental com- mitteeto provide a haven'for refu¬ gees from Austria, Field Marshal Herhiaii Goering, Germany's num¬ ber two man, entered Vienna in triumph and proclaimed that the Jews must go. AU Jews -who were not in synagogues locked thfem- solves, in their homes while Goer¬ ing entered: the'city for his route took him through tho Prater- Btrasse, the main street -of the Jewish, quarter.
Here to, lead the propaganda campaign, for tho AprillOth plebis¬ cite; Goeriiig made a slashing at¬ tack oh the Jews and on opponents of Nazism, "Vienna was. not a German city because 300,000 Jews lived here," he declared, but "Vien¬ na must become' Gemian again" arid_ "the Jew must, know we do not care to Iivo -with bim." ¦ Ho also announced the official exten¬ sion of Germany's four year plan to Austrii^ and made it plain that government policy would be to eliminate Jews from, trade and in¬ dustry bj^ the time the plan is completed. "Austi'ian business was a. playball of Jewish specula tors, therefore Austria is a ,pooT country," Goering, said.* "But it is senseless to ns© stupid measures to get him (the Jew) out. It will bo done after due consideration. At tho end of our four year plan Vienna will bo German' again. Jews must take notice of this." Go'ering's reference to-the use of "stupid measures" against the Jews was, interpreted as a warn¬ ing against illegal and individual acts of'anti-Jewish persecution. , The reopening" of the Vienna j;ewish Community's offices was authorized by the . authoiities to¬ gether with a hint that; control of Jewish , communal affairs 'would shortly be invested in-repi'esenta- tives of German Jewry who are aw5(iting tho opening of the Aus- tro-^Germail frontier beforo cohiing here. It is believed that the Vien¬ na Community would become a part of the Reicli Representation of German Jews, centi'alized rep¬ resentative body of German Jews. Drs. Heinrich , Stahl and Alfred Klee, president and vice-president, respectively of the Berlin Com- rottnity, are expected here shortly.
The problem of feeding thous¬ ands of Jewish needy is becoining,| more critical. Sevoral truckloads of foods; sent to Austria by the Jewish community of Praguo were confiscated ^ by ^frontier patrols. After a protest by tho Vienna community ita leaders were told that ih the future food from abroad would be allowed to enter bnt a hea'vy tax would be imposed. Aus¬ ti'ian Jewry, is also without a single Jewish paper. Five Jewish soup kitchens lore operating in Vienna ond , these must feed an estimated -160,000 Jews thrown on charity.

¦While messages pledging co¬ operation poured in from inumer- able Jewish,; organizations and many Christian organizations, and tho State Department studied de¬ taila for cari^'ing out the emigra¬ tion pi'ogralii, the American Federation of Labor. through its
president, Williani Greeh, endorsed tho pibn provided it did not en¬ tail any legislation to lower exist¬ ing immign^tion bars. In a letter to Maurice Bisgyer, executive sec¬ retary of the B'nai B'rith, Green said the A, P. of L. "is heartily in favor of Secretary Hull's plan. In our opinion, it is only fitting that the United States should take the lead in ah ifitemational movement to offer refugo'to the prosecuted minorities in the Eeich." Ho made it plain, however, that he opposed receiving "a greater' number of immigrants, than is permitted by existing legislation." "It would be unfair," Green said, "to milliona of our own citizens who cannot find work,.and earn a, living now.''
Meanwhile, Representative Mar¬ tin pics of Teias, an opponent of liberalized im^migration laws, call¬ ed on Secretary Hull to consider a proposal made by Dies several years ago to set up an , inter¬ national committee to aid perse¬ cuted miiiorities in Europe by set¬ tling them on undeveloped lands in Paraguay., lie recalled that ho had introduced a bill some years ago to this effect after being in touch 'With Paraguayan interesti5 who informed , hini their govern¬ ment would welcome' such colonists on the land.

While refusing to discuss de. tails. State Department officials said that the 'success of the plan might be ehdaiigeredby the oppo¬ sition of Germany. If the Reich refuses t? albw Jews to emigrate or. permits them.to leave without thtir property or; funds, most of the emigres would arrive in the lands of refuge penniless and thus increase the burden of relief or¬ ganizations.
