as
Congress
created
a
tax
on
photographs
as
revenue
for the
expenses
of the
Civil
War
.
Photographers
were
required
to
buy
the
stamps
,
charge
for them, and
cancel
them in
some
way
,
usually
with
initials
. This
stamp
is
not
canceled
.
