Thy esteemed favour of 30th December
1815 came Duly to hand for the contents of which please to
accept my thanks. having heard of thy absence from
home has prevented me from writing before and the ge
=neral stagnation of business in Our line from the abun
=dant Importation of Woollens has rather excited a wish to check
our Operations for a moment and reflect upon the event
which having closely engaged my attention the result is
nearly as follows. That the Government should grant
Charters for Banks in each County where population &
respectability of character is sufficient to gain the con
=fidence of the Government, restricting each to Twice the
amt of the Capital & the amt of the deposits or to three times
the amt of the capital Stock in the issuing of paper-regard
=less of its currency abroad, the obstruction of which, by its
depreciation abroad, will operate as a check to the redun
=dency of foreign goods now imported into this state while
the convenience of a circulating medium that has a currency
by common consent will answer all the purpose of domestic
trade, while at the same time the Vaults will afford an assylum for all
the Species brought over the mountains and up the rivers except that which
may find its way into the Land offices as there are no states that
may rely with more certainty upon the permanancy of Bank es
=tablishments than those where the un Occupied lands are part[illegible]
