Peter Macy having removed here from Halifax has brought a Vessel, American built, Captured by the English in 1782. has been owned by himself & other citizens of America since the year 1788. her Capture procur'd for her a British Register, with which she has come here being now settled at this place & desirous of a Register wch may protect him from the War. Coln Popes opinion is desired whether the Vessel can according to the Laws of the US have an American Register.
Macy has never been naturalised, not done anything to injure his Citisenship as an American whether the formality of her having an English Register wch was an indulgence to him as a resident, he never being strictly agreeably to the English Laws entitled to one can interfere with his having an American.
