41. '" 4.4', v.M ' lift i tfr'spftfx. ' ., - -.TT ' 'WlM Ill Hi. - - ' " i1, . ". - ' - . ' VOL. V. . ao Jul rae To the Honorable Judjrt of the Court Common . Plea of Kuo County, umo. : The undersigned Commissioners or Knox County, Ohio, in accordance with the Act of April 8, 1836, netoirun present meir mird Annuel Keporl of the Finanoial Affairs of said County for the year ending June, 1859. Tbe statement attached shows the receipts and disbursements of the various aeoounts as made out by tbe Auditor and Treasurer and which we be Here to be correct.- Notwithstanding tbe conn ty expenses for tbe last year are somewhat heavy we bare the Satisfaction of knowing that a very email portion of it has been caused by any act ot ours. Ine only moneys ws caused to tie ex-' ponded were $398, for protecting the Dry Creek Bridge, and in repairing the road leading from ' Mount Vernon to Columbus where It bad been . washed away by tbe waters of said stream and ' leu thani200 tor improvements and repair oa and about the Court Hons, Jail Yard,'' Ac Tbe remaining expenses were for matters over which we have no control and nothing to do with, other than to provide tbe means for meet ing the same. Wercler to wig necauro many Deople are under the impression that tbe Com missioners are accountable for the high taxes they are compelled to pay, while in fact lees than one bundietb part of the taxes collected the last year has been expended under their direction.Without intending to cast refloctions on any . one conuected with the administration of our criminal code, we cannot help believing that if our Justices, Constables, arteriti s rrosecutiug Attorneys, Grand J urea, your Honorable Court itself as well as all good citizens would do mure to discourage doubtful prosecutions and to sustain meritorious ones and to avoid all unnecessary oost,' a much leas expenditure of money would' be sufficient to effect tha object of our criminal laws. As will be seen from the account attached tbe expenses connected with the enforcement of our criminal laws for the last year will amount to something near 14000, full one fourth of the Couuty expenses. A considerable sum could alio be saved each year, by having suitable apartments htted np at the County Infirmary fnr the aocotninndulion of insane n-rsons. Such porsons cart be maintained there for lew than one half what the law allows our Jailor for maintaining the same. The Infirmary directors could also save some hundreds of dollars ca li year by having an addition attached to the Infirmary building. They have fre-rfiuentlv beau compelled to provide for out door pauper for wunt of room, at a much greater 'ex-pome ihan. would have been necessary if they bud had room for them in the Infirmary. At the Marrh session of Commissioners, uuder the Aot of April 12, 1858, We M nparl ono-haif of the mud tax of i lie present year to bo collected in Dinner, to be laid out in putting np Bridges. Jt is designed by in to expand this sum in sorb a way as to benefit those portions of th County nut horelufore benefited by bridges and at the until' time with some regard to tbe Townships und sections from wliii h the nioueys will mostly be raised. II a ainnUr amount is set apart for that purpose for the next lour jenra, a goorl suli-tau'iul bridge can be put up at every point in ibe county where one is necessary. If our county was so bridged, the. increased value it would give to our lands would far more than cover tbe the expenditure of erecting them, to say nothing of the great convenience it would be to a large cnajofity of our tax payers. - Some dissatisfac ;ioa will necessurily be created in locating the litet for thd bridges to be put..up tbe present eea inn. We will nxpect those who are in want of such improvement to hear in mind the impost-bilitv of providing for all ut the same time, and that'if we should err thin year, we will correct U next; We are fully aware of the blighting effect of the late frost, upon the prospects of our tar-,nrs and of the opposition thut some men may ra'se to an expenditure for bridges the present -etson. For the -information of such und our own ju!ifi atieii, we will -hi re say that we set tt,iar. ut our M.irch s-ion th'i proportion of the road HX to It collect'' I " ni-mMV lor that pin- pos- ion? "Do I sptak," ho slid, bowing respectfully, and glancing at tho portmanteau: I carried, on which my snrnamo was quit legible, "do I address sir, Mr. Le Uijt" "That is my name at your service what can I do 'or you?" The young lady, Miss Florence Dunnrd who was to join yon at Albany, at 6 o'clock this evening I have charge nf her."' He turned lo the young lady behind him." "This is Mr. Le Roy, Miss." The young lady, whose dark blue ej s had been scanning me, as I could perceive through her blue silk veil, now lifted it with an ex- qulsitively gloved hand, anJ extended the other to me. with a charming miniature of frankness and timidity. . "I am.veiy gld to meet you, Mr. Lo Roy," said she. ' I thought I should know you In a moniort, Jjnny described you so accnrr.to-ly. How kind it was for you to offer to take charge of me. I hopo I sbant trouble you." In the midst of my bewilderment, At thus being addressed by the sweetest voice in the world, I managed to stammer out what I thought an appropriate speech, when the ser vant who had left us for a moment, returned, and I abandoned it unfinished. ' Did yon see. my Uggsge.Edward?" asked his mistress. Yes, Miss; it is all on." 'Then yoit had better hurry to reach tbe scvon o'clock boat. Good-bye, and tell them you saw me safely off." I rfioort ttko one tn a dream; while the man handed mo two checks for the trunks and endued me with Iho light baggago he had carried; but I was .aroused by the young lady' asiciiig me 11 wo Dan not bettor secure onr seats in the cars, and answered by off-ring her my arm. In ton n.inutes wo were seated side by side, and trundling out of Albany at a rate that grew faster aoa faster. I had now time to reflect, with that lovely face opposite me, but what was the nan - Some strange mistake had undoubtedly hniV pened, and 1 had evidently bcon taken for another person of the sain name; but how to remedy this now, without alarming the inno-cent young lady in my charge how to find the right man with th right name, among several hundred people and how to transfer het, without an unpleasant sceuc and explanation, to th Care of some one whoso person was no less strange to her th "n mine. While these thoughts whirled through my head, 1 happened to encounter 'those smiling eyes fixed upon me, and their open, unsuspicious gsze, decided me. "I will not trouble or distress her, by any knowledge of her position." I concluded, but will just do my best to fill the place of the individual she took me for, and conduct her wherever she wishes o go, if I can only find where it is!" I turned to her with an affectation of ease, which I was very far from feeling, and said, "it is a long journey." - "Do you think so? But it' is Tory pleas ant, isn't it? Cousin Jenny enjoyed it so muob." "Ah indeed!" "Why. why, what a queer man," she ssid. with a little langh. Doesn't she never tell you, as sho always dots rue in all ber letters. how happy she is, and that St. Louis is the sweetest place in the world to live tn? Dear mo! that I should have to tell Lrr husband first. How w shall laugh about It when w get there. So it was 8t. Louis we were going to, and I was ber cousin's husband. I never was so thankful for two pieces of information Id my life. "And bow does Jenny look? and what it she doing? and how is my dear Aunt Da man? do tell ma th news!" "Jenny," said I, mustering courag and words, "is the dearest little wife in the world, you must know only far too fond of ber scamp of a husband. As to bar looks, yon can't xpect m to say anything, for sht always looks lovely to ma." 'Bravo'!" said the pretty girl, wilh a mali cious mito; "bat about my dear aunt'i rheu matism?" - "Miss, I iMaa-of-MurM, Vtra. Bemaa, ' ittf well." "Xo, oue of a nam is enough in a family," I answei-ad. - The demon of imjuisitiveoess, thai, to my thinking, had instigated my companion heretofore, now ceased to possess her, for we Ulk. ed of various indifferent things, and I had the relief of not being compelled to draw on my imagination at the expense of my conscience, when I gave the particulars of my recent journey from Boston. Yet, 1 was f r from feeling at ease, for every sound of her voice startled me with a dread of fresh questions, necessary, but impossible to be an-swered, and I felt a guilty flush reaming np my temples, every time I met the look ol those beautiful eyes. It was late when we stopped for supper nd soon after I saw the daik fringes of my fair companion's eyes dro p long and often, and began to realize that sho ought to be asleep. 1 knew perfectly well thut it was oiy duty to offer her a resting place on my shoulder, but 1 hardly had courage enough to ask that in nocent face to lav on inv arm, which wis not as she thought it, that of a cousin and a roar ried man. Iiecollocting, howevnr, that it was my duly to tuako hor comfortable, and thai I conld scarcely deceive her nnnt than I had already Bono, I proffered the uiul civility. She blushed slightly but thanked me, and as-cepted it by leaning her head lightly ajainst my shoulder, and looking up into my aye with a smile said, "as yen are my cousin." Socn after her eyes closed ard she slept sweetly and calmly, as if resting in seounty and pon:e. 1 looked down on the beautiful face, slightly paled with fatigue, that rested again! mc and tolt like a villain. I darod not touch her with my arm, although the bounding of the cars jostled her very much. I sat remorse less until the rlcepor settled tbe matter by-slipping forward and awakening. She opened ber eyes instantly and smiled. "I is no use for ma lo try to sleep with my bonnet on," she said, "for it is very much in the way lor me.aud I am sure it troubles yon." 80 she removed it, giving me the pretty little toy, wilh its graceful ribbons a'ld flowers, to put on tbe rack above us. 1 preferred to bold it, tolling ber it wouldb safer with ros, and after a few objections, sh'c resigned it. be ing in truth too sleepy to contest the point; then tying the blue sil.i veil over her glossy hair sh leaned against my shoulder and slept again. This time when the motion began to shake and annoy her, I stilled th reproaches ol my conscience, nnd pausing my arm lightly round ber slender waist, drew hor bead upon my breast, where it lay all night. She slept the sleep of innoconc,Herene and peaceful, but it is needless to say that I could no clos my ye or ease my conTience. Tbe Boston train, by which I c me, waited rtlently steam and fire might, for their leisure, with only occasional and faint snorts of rorronstrsnrc at tbe delay; yet still the jostling crowd hurried past into the cars, and flitted through them in search of seats; their increasing num ber at last warned me that I might Ond it difficult to regain my own, and I followed theiii. "I beg your pardon, iir." I turned, in obedience to a touch on my arm, and saw t respectable looking negro man lefore me, who bore the traveling hag am shawl, and was, evidently, the sttendsnl of a slender and stylish girl behind him. As to bar looks, yon can't xpect m to say anything, for sht always looks lovely to ma." "Xo, oue of a nam is enough in a family," I answei-ad.
