M. the cominitte of thfl wlmlo look up tbfl roport ul the cointnitleo on tho Public Debt, and progressed to the 7lh section. This provides that one million olid hundred nnd liny thousand dollars ho on iiuidly raised and set part as a linking fund, to puy the iutereat and principal of tho public debt. It itrtick our mind that tlie amount ueccneary to puy the innoaj interest should not bo called a sinking fund. Wo supposed that sum applied to tho sum sol upurt to pay olY, tir link tho principal. The intention of tho committee is to set apart at least if 150,000 annually, to pay the priiicipol. This will extinguish the debt m about '10 years. Mr. Arcbbold moved to amend this section by striking out, and attaching a principlo similar to the pres ent law 00 this subject, which provides that for tho first year $100,000 shall bo applied to tho payment of llie principal, mid Hint on each year thereafter, the MUDS sum. Willi six per cent, interest, (compound, wo think,) from llie first, be applied us a sinking fund for litis object. L'pon this utneudment, Mr. A. made a speech, Cut. Hawkins replied, uud defended thr report, and the plan of tho committee. This A. M. came ofFanother scone between Mr. Ma-nuii and Mr. Mitchell. It seems that Mitchell hus boon known mi mug the unterrilied of old Knox, and that yesterday he preeentod a petition from hisco(ii'ota;s. wherein, by implication, they abused Mauoti, and called hiin Judas, and Arnold, &0 This morning Million moved to have the commitleo to whom it was referred, discharged from its further consideration, and have it referred back to tin? House. This was done, lie then gavo Mitchell a lew hard shots, und became so personal that the President called him to order. We don't think anything serious will grow out of it, though it has sadly disturbed the loving kindness and sweet tenderness uud unity of the Harmonious nomocracy. The committee tvsemed the consideration of tho pub lic debt. Jnrlgo Reuben Hitchcock made n full and able statement of the condition of our finances and the probabilities of the future. His speech will be read with milt h into. est. Mr. Stanton and Judge Stilwell thought that more should bo left to the discretion of the Legislature, that some yours we could pad BUM than others, &c. Mr. Hlilwell moved to reduce tho amount to $50,000, leaving Iho Legislature to increase it as much as they saw fit. Col. Hawkins spoke in defence of the committee's plan. Mr. Kirkwood preferred Mr. Archbold's plum He was afraid if no provision was made for paying oil' tin' debt, the people would repudiate. Mr. Arcbbold and Judge It. Hitchcock replied tore marks of others, and explained their views, and at 12. M, tli Convention took a recosB. Wo fully concur in the propriety of making arrangements for tho cerlnin payment of our debts; nud, to our mind, it is of but little prnctienl importance which plan is taken The ilitlV-reiico to the tax payers will never be felt. Wo pay now over three millions, if direct taxes, and the question whether wo shall raise fifty thousand or one hundred and fifty thousand dollars in addition is really of but little Importance, We shall havo taxes after this debt is paid. Not one fifth of the taxes we now puyisappheii to the interest of our debt This debt will ho paid. We euro very litllo whether it be done in 30 or SOOttra, and we presume our creditors cure as little as we do. We hope the subject will be disposed of to-day. Strawberry Supper to-night. Don't forget the supper at the Odeou this evening. M. the cominitte of thfl wlmlo look up tbfl roport ul the cointnitleo on tho Public Debt, and progressed to the 7lh section.
