I felt a great desire to got into tlie House of "Commons, Tor two reasons: the one to see those promioeat men whose names reach us, and hear their speeches, and the other to contrast them with our prominent men in Congress. As it is not an easy thing to gel into llio House of Commons, it being a part of tho English system to throw as many obstacles as possible at the door of every thing to be visited, I selected what I thought would be tho best night, and the easiest way which was to buy in, giving the door-keepor the foe of two shillings and six pence about sixty cents. The Irish Chtiruh Hill, or rather the bill to divide the surplus funds of the established church in Ireland among tho people for tho purposes of education, was to be upon the tablo, and Sir Robert Peel was to bring on the debate as the leader of the opposition. I went to the Commons Hall at 3 o'clock, P. M., so as to have a pocp at the preliminaries. About this time, and a little lalor, score, of members came riding to the door; many on horseback with servants to take care of their horses, and many in carriages, wilh servants in rich liveries. About 4 o'clock, 1 stand aside, ' stand acide, ' was cried on all sides, and there then came along not a very tall man, with his head, and half of his shoulders covered over wilh a wig, and a whole poue of officers in his train. 1 1 wigged, gentleman thus escorted, was Speaker of the House, J. lieu there was a rush lor the tairs of the gallery, and soon these were filled, but the door was not yet oponod. When it was oponed, and the dour keener had received his fee, or a pass from some member, only one of which he is allowed to give, 1 believe, we were ushered before the House of Commons. I saw a not very large ball, not much larger than the Hall of the Congressional Library; not so large as the Halls of very many of our state Lcgisln-tures with seats running lengthwiso on hotl sides, an oblong era in tho middle, fronting which, on the right of the Speaker, were the ministerial benciies, where the whigssit, and on his left the opposition, where the lories ait. Just before the Speaker, near not a very large desk. which we should call the Clerk's desk, but not at this desk, were the ministry .Mr. Spring ltice the Chancellor of the Excliequor, Lord John Russell and others; and directly opposite, nut ten feet off. in front on the other ido of the desk were Sir Robert Peel, and tho focus of the up Dosition. The Sneaker perched in a low chair back of the Clerk's desk, looked very like an owl as his face peered out of tho thick wig. No a table to write upon ivas before any of the mom bers. the Ministry, or sir Hubert reel, no was a table to be seen hut at the further end o the hall, and this was small, narrow, and quite inaccessible. Tho seals for the members were in ranges, and they were crowded thickly together. I saw snmo few members writing notes on their knees, and Mr. Muring ltice, an other orators thus took all their notes. There was no Page a littlo fellow such as we havo to hand up petitions to tho speaker, nor rims to bring more porter, but every moiii ber handed up his own petitions, and did hi own errands. I saw nir notion reel carry up a whole arm full of parchment, petitioning against the Church Dill ol the .Ministry. After some preliminaries, such as the sct'.le ment of a divorce caso, which must be a very orry case by the way, if not in tho love list, i the cost of the suit fur evory private bill i Parliament costs about twenty-live hundred dol lars, and after an odd looking figure had com in from the Lords bowing and tripping in us graciously, with the lamous black rod ' in b band then backing out, and making three more gracious bows, with his face to tho Commons, (as the Lords are never to turn their backs upon the Commons,) requesting tho speaker to go to the House of Lords to receive tho royal assent by proxy to some certain hills; after this display of form and folly, at which I laughed much, and much to the horror too of some good loyal subjects near me, Lord Moipeth got up from the Ministerial Uonch, and moved the order of the day. Soon Sir Robert Peel was on his foot, and on his arms his armi I say, for his exordium was more than half pronounced whilo ho was lazily leaning on the Clerk's desk, with his legs crossedand this too, all visible, standing as he did in the open area! when every syllahlo of t lie hitherto turbulent House was hushed, ami all was still as the gravo, save the lazily drawn out words that tho orator was uttoring. Anon there was a tremendous outcry of ' hear, ' ' hear, ' beginning in whispers, and then mounting to creams, first slow and distinct, and then booming forth in one uninterrupted bellow; and all this was over some not very remarkable thing fact speech, I cannot say too much in its praise, knowing what it was intended for. As an effort of an orator, so far as the manner is concerned, it seemed to mo to be in almost the worst possible taste. After sir Kobert Peel had concluded, and the hear,' 'hear,' 'hear,' were over, continued for I least ten minutes by full 200 members scream- ng as loud as they could, the Chancellor of the Exchequer, Mr. Spring Rice, obtained a hear- ng in reply, Mr. Rice was all unprepared, and oth in his manner and his matter, he made a sorry figure. Tho speech as a speech was be- eath contempt, and yet his party, as a matter of course, furiously cheered it when they could, nd when his party, towards tho close, found that ho said nothing, and would say nothing, even with a cheer, they kept a cheering all the tune, t seemed to me on purpose to conceal what he aid, so wild, so rambling was it, so wishy- washy. And yet, Mr. Rice may be a man of alents a clever man, as the English say, but am sure he is no orator, and never can bo one Sir Robert Peel had given him a tougher bone than he was prepared to gnaw, and all he did, or presumed to do, was to growl over it iu furious tones. But when Mr. Rice sat down, out came for him another yell of the 'hear,' 'hear,' hear, tho wings evidently striving to scream as oud as the toriesdid when Peel sat down, and were I called upon to give an opinion, I should ay, they had the lustier voices, if not the lustier eader. Mr. Spring Rice would be a fifth rate orator in the American Senate, to whom nobody would listen except ' in a very dry time.' After the leaders ot the two sides had con cluded their addresses, a Mr. Le Froy, the member from Dublin University , a Tory ofl course, began a harangue, but such a hooting and yelling was there, that if I had been dis posed, I could not have heard'ono word in twen y. Hut tho louder tho yells and the cry of from the very nature of our institutions, the schools in which our young men are trained, and the models they have before them. Eloquence is the most powerful weapon an American can wield, and he who can use the tongue to talk, and the pen to write, in a government so popular as ours, must be a man of power, be he in whatsoever situation he may. We have a thousand fields too for the display of eloquence, and the English have but one. Their courts of law too are much more rigid than oursin the transaction of business, checking every thing like display, and fastening, as in our highest Court at Washington, every man down to mere matter of fact. We have the caucus, the convention, the stump, the numerous assemblies jof the people, then the many courts of law, then our Stale Legislatures with their excellent preparation, bofure our Speakers tread the Congressional Boards. Lvery man with us seems to have the impudence to believe that he is born an orator, and it costs years often to convince him to the contrary There is no way of putting him down, till he out! himself down at last. Ilut few are afraid to speak somewhere or other, in the town meeting, it not away from home upon Alewives and Salmon if not upon the Constitution and the currency. I felt a great desire to got into tlie House of "Commons, Tor two reasons: the one to see those promioeat men whose names reach us, and hear their speeches, and the other to contrast them with our prominent men in Congress. As it is not an easy thing to gel into llio House of Commons, it being a part of tho English system to throw as many obstacles as possible at the door of every thing to be visited, I selected what I thought would be tho best night, and the easiest way which was to buy in, giving the door-keepor the foe of two shillings and six pence about sixty cents. The Irish Chtiruh Hill, or rather the bill to divide the surplus funds of the established church in Ireland among tho people for tho purposes of education, was to be upon the tablo, and Sir Robert Peel was to bring on the debate as the leader of the opposition. I went to the Commons Hall at 3 o'clock, P. M., so as to have a pocp at the preliminaries. About this time, and a little lalor, score, of members came riding to the door; many on horseback with servants to take care of their horses, and many in carriages, wilh servants in rich liveries. About 4 o'clock, 1 stand aside, ' stand acide, ' was cried on all sides, and there then came along not a very tall man, with his head, and half of his shoulders covered over wilh a wig, and a whole poue of officers in his train. 1 1 wigged, gentleman thus escorted, was Speaker of the House, J. lieu there was a rush lor the tairs of the gallery, and soon these were filled, but the door was not yet oponod. When it was oponed, and the dour keener had received his fee, or a pass from some member, only one of which he is allowed to give, 1 believe, we were ushered before the House of Commons. Just before the Speaker, near not a very large desk. which we should call the Clerk's desk, but not at this desk, were the ministry .Mr. Spring ltice the Chancellor of the Excliequor, Lord John Russell and others; and directly opposite, nut ten feet off. in front on the other ido of the desk were Sir Robert Peel, and tho focus of the up Dosition. The Sneaker perched in a low chair back of the Clerk's desk, looked very like an owl as his face peered out of tho thick wig. No a table to write upon ivas before any of the mom bers. the Ministry, or sir Hubert reel, no was a table to be seen hut at the further end o the hall, and this was small, narrow, and quite inaccessible. Tho seals for the members were in ranges, and they were crowded thickly together. I saw snmo few members writing notes on their knees, and Mr. Muring ltice, an other orators thus took all their notes. There was no Page a littlo fellow such as we havo to hand up petitions to tho speaker, nor rims to bring more porter, but every moiii ber handed up his own petitions, and did hi own errands. I saw nir notion reel carry up a whole arm full of parchment, petitioning against the Church Dill ol the .Ministry. After some preliminaries, such as the sct'.le ment of a divorce caso, which must be a very orry case by the way, if not in tho love list, i the cost of the suit fur evory private bill i Parliament costs about twenty-live hundred dol lars, and after an odd looking figure had com in from the Lords bowing and tripping in us graciously, with the lamous black rod ' in b band then backing out, and making three more gracious bows, with his face to tho Commons, (as the Lords are never to turn their backs upon the Commons,) requesting tho speaker to go to the House of Lords to receive tho royal assent by proxy to some certain hills; after this display of form and folly, at which I laughed much, and much to the horror too of some good loyal subjects near me, Lord Moipeth got up from the Ministerial Uonch, and moved the order of the day. Soon Sir Robert Peel was on his foot, and on his arms his armi I say, for his exordium was more than half pronounced whilo ho was lazily leaning on the Clerk's desk, with his legs crossedand this too, all visible, standing as he did in the open area! when every syllahlo of t lie hitherto turbulent House was hushed, ami all was still as the gravo, save the lazily drawn out words that tho orator was uttoring. Anon there was a tremendous outcry of ' hear, ' ' hear, ' beginning in whispers, and then mounting to creams, first slow and distinct, and then booming forth in one uninterrupted bellow; and all this was over some not very remarkable thing fact speech, I cannot say too much in its praise, knowing what it was intended for. As an effort of an orator, so far as the manner is concerned, it seemed to mo to be in almost the worst possible taste. After sir Kobert Peel had concluded, and the hear,' 'hear,' 'hear,' were over, continued for I least ten minutes by full 200 members scream- ng as loud as they could, the Chancellor of the Exchequer, Mr. Spring Rice, obtained a hear- ng in reply, Mr. Rice was all unprepared, and oth in his manner and his matter, he made a sorry figure. Tho speech as a speech was be- eath contempt, and yet his party, as a matter of course, furiously cheered it when they could, nd when his party, towards tho close, found that ho said nothing, and would say nothing, even with a cheer, they kept a cheering all the tune, t seemed to me on purpose to conceal what he aid, so wild, so rambling was it, so wishy- washy. And yet, Mr. Rice may be a man of alents a clever man, as the English say, but am sure he is no orator, and never can bo one Sir Robert Peel had given him a tougher bone than he was prepared to gnaw, and all he did, or presumed to do, was to growl over it iu furious tones. But when Mr. Rice sat down, out came for him another yell of the 'hear,' 'hear,' hear, tho wings evidently striving to scream as oud as the toriesdid when Peel sat down, and were I called upon to give an opinion, I should ay, they had the lustier voices, if not the lustier eader. Mr. Spring Rice would be a fifth rate orator in the American Senate, to whom nobody would listen except ' in a very dry time.' After the leaders ot the two sides had con cluded their addresses, a Mr. Le Froy, the member from Dublin University , a Tory ofl course, began a harangue, but such a hooting and yelling was there, that if I had been dis posed, I could not have heard'ono word in twen y. Hut tho louder tho yells and the cry of from the very nature of our institutions, the schools in which our young men are trained, and the models they have before them. Eloquence is the most powerful weapon an American can wield, and he who can use the tongue to talk, and the pen to write, in a government so popular as ours, must be a man of power, be he in whatsoever situation he may. We have a thousand fields too for the display of eloquence, and the English have but one. Their courts of law too are much more rigid than oursin the transaction of business, checking every thing like display, and fastening, as in our highest Court at Washington, every man down to mere matter of fact. We have the caucus, the convention, the stump, the numerous assemblies jof the people, then the many courts of law, then our Stale Legislatures with their excellent preparation, bofure our Speakers tread the Congressional Boards. Lvery man with us seems to have the impudence to believe that he is born an orator, and it costs years often to convince him to the contrary There is no way of putting him down, till he out! himself down at last. Ilut few are afraid to speak somewhere or other, in the town meeting, it not away from home upon Alewives and Salmon if not upon the Constitution and the currency.
