The inpeling of llie Young Whigs (if I'muUIin on Saturday I is I of which an account i given in another column was uno of the largest nnd most respectable ever hel-l in this count); it being estimated by good judge to liavo hcen nt least twice as numerous as that hold ly tho Van Uurcniles, Delegates, spectators, a ri J all. Several spirited and eloquent addresses were delivered; and an impulse given to the good cause, whiuli will, we trust, lie sensibly fell on (ho Ulh of October, and the 4lh of November next. SVe observe with much satisfaction, that our young friends in other parts of the Stale, are likewise moving; and we anticipate a large asscinhlago here on the 2(Hb of this month. It is far from our intention to deceive our friends at a distance, by holding out expectations never to bo realized. Hut we entreat tho oppencnts of .Mr. Van ItuuitN in tho different States to discharge their duly manfully, and in full cuiiluleucc that, when the day shall arrive, Ohio will he found trim to herself, nod to " the people's candidate." A FA i LUBE. The Van Huron Young Moil's Convention, which mot in thiscityun Friday last, turned out to be a completo failure. Although the dilfer-cnt cuii li t i a had been earnestly iutreatcd or coiniiliindcd by the managers here tu appoint delegates although a general call had been made on alio young men of l'ruiik lin county favorable to the cause of the ollice-holders although all good republicans, witlii ill distinction of party, bad been invited to parlake of the dinner provided oil Saturday, professedly in lienor of I'umiv's glorious victory and all hough some of the leading Van liuicullcs in this place bad boasted that between one and twu thousand persons would alien J yet (lie whole number .dually present, including ' lion'' of all ages, did not, we verily believe, exceed tl(), all told. They were counted on several occasions, by dif ferent individuals of whom the writer, of ihis article was one as they proceeded tu and from their place, of meeting; when their numbers were found to vary from Kill tu 15. Adding for stragglers ipiile a lilier.il alln-v-ance, we imagine will make up the above estimate which is deemed at least high enough. In other respects, tho Convention pasted oil pretty well. The youths bad a lull and slim sapling, which wo look to be a m.ii'i'i:iiy i;i.si, erected on the public square, I'liiiu ii'.'ar the lop bf which was suspended a (lag, bearing the names of Vam Huiik.n and Joiixmi. They likewise fired minute guns, as is the custom when the last honors are paid to the remains of some departed chieftain thus performing, pel haps unwillingly, the obsequies of their political leader in Ohio. As to ihe resl uf their proceedings, the curious reader will doubtless liud Ihcm duly recorded in the next number of the "organ."P. 8. Since the above was wrillon.we have observed that Iho "eiubassadois'' mmlmly claim from liU'l to (ill, as Ihe number uf Delegates In attendance. What a wrapper! A few thousand votes improperly cast might lose an Elector, and possibly prevent the success of "(lis people's candidates." will proceed to g'vo a brief account of the ori gin and progress of tho bill containing a scclion, whirb was, however, ultimately stricken out. providing for the sale, under certain circumstances, not of "poor Mechanics" imprisoned lor debt, but of convicted criminals. It is substantially Ihis: On tho7lh of December, 19:21), Mr. Mounts who now partly represonlB the Slate of Ohio in tho National Senale, bill was then a member uf the Assembly from the county of Clermont introduced into the House a resolution for the appointment of a select committee, to inquire into the e-.pediency of remodeling, our .luc'iciary Sjs'leni, and among other things, of pruviding for the punishment of the minor offenses without trial by indictment or presentment; which was laid on the lablo for consideration. As Ihe mailers contemplated by the resolution embraced a very wide range, it was discussed on the 8th in committee of the whole; when, after sumo debate, in the course of which ilsohjjct was explained "at s'oino length by the mover, it w as reported back to the House and agreed to without amendment and llie pro posed cuinniilleo ordcrod to consist of Messrs. We shall do tho llalliinore Kditor, reckless At he is, tho justico to belicvo that ho is not tho author of the abovo shameless fabrication. It was doubtless manufactured hero, for the sob: purpose of affecting Iho elections nt a dislance too many of tho groat meii of "Ihe parly" in this Slale bciiijj much too deeply implicated in Ihe charge which il prefers, to make it prudent, even if it were well founded, to circulalo it ojicnli any where in Ohio, Il is, however, totally groundless; as tho following statements, tho entire correctness of which is beyond dispute, will most abundantly show. We had the honor of being a member uf the Legislature during the session when tho vote which the extract so basely misrepresents was given; aud, with Iho assistance of tho Journuls, whether the 10th seclion, sec note, containing the clause which llie Jiallimore Republican, and other prints of Iho samo stamp, have sonlro-ciousiy misrepresented, was originally incorporated with (lie bill; or whether il was introduced by way uf amendment, in the course of Iho discussions which luok place previous lu its passage no question having been taken thereon in any stage of the proceedings in that body. Our hel ler impression, however, is in favur of the latter supposition. Ileing a rnom-malo of Mr. Mouiiin lo whose iudefatigahlo industry, and intcllcc tual vigor, wc cheerfully bear testimony we assisted him, although not a inciahcr of llie com mittee of which he was the chairman, in draw ing up and preparing fur (he action uf Ihe House Ihe various criminal bills which it became bis duly lo inlrodr.ee, including, if w o are not great ly mistaken, that "supplementary lo Ihe act for the punishment uf certain oll'euscs (herein spc cified"; aud lo Iho best of unr recollection, the Iftth s.iclion did not constitute a part of it the first instance. Wo believe, bui cannot vouch certainly for the fact, that il w as introduced af ler Iho failure uf an attempt lu provide for the punishment of petty larceny, t:c, by whipping which was originally favored by a majority of the House, bul was subsequently defeated, prin cipally through our instrumentality. The main argiiiuoul used iu favor of the adop lion of Ihis relic of a barbarous age, was, I hut the perpetrators of Ihis description of offense';, were generally idle and dissolute persons, from whom iiulhiiig could bo obtained iu thu shape ul lines or costs; and thai it would consequently be far belter lo give thrui a few dozen slriprs, and lei them run off, than (o cunfiiio them iu our county jails, at an enormous expense to the pco-pl.'. Il was, in pari, with a view lo the removal of Ihis evil, and by that means render a resort to corporal punishment unnecessary, that the idea uf apply ing tho labor of the convicted offender lu the discharge uf his fiuo nnd costs, was first suggested, nnd carried out in Iho l-'tb and 10th sections. Itut this measiiro was also supported on the ground uf mercy towards Ihe unhappy criminal; as il was deemed far more consistent with buinnuity lo afford such persons an opportunity to wurk out thn amount due by lliem respectively, w Men count alw ays lie dune U'ilhin a short time, than In deta ll them iu jail for an indefinite period nflcr the term of their imprisonment had expired. It was likewise contended that, iu-isinlich ns Ihe '.utU section of thu act, to which tho bill under consideration was siippleniciitrry . was to remain iu full force, o fl)'t'iidn' looultl bv mild, by tiii'tuti uf the cltmt.c vtjurrcd to, except such ns should be in good health, nnd lo whom a temporary subjection t a kind and humane master, would prove a real kindness; and that to be compelled thus lu la bur, for a limited period, would lie far Ics3 dis graceful than to he lied up tu Iho whipping post and much less injurious In health than eoiifi ue incut wilhiu the walls uf a prison.
