It will be observed, by a communication from Mr. Jonathan Phillips, inserted in another co- lumn, lliat this gentleman disavows any participation in the promulgation of the infamous Circular, purporting to have been issued by the Van Buren Corresponding Committee fur Frank lin county, a copy of which was published in our paper of Tuesday last. Thin is no more than was expected from his known integrity and respect for truth. The only causo furBiirprise is, how a man of good understanding, and politically honest, can consent to act with a party, steeped to the lips in corruption, and whoso only mode of argument is a continual resort to calumny and -falsehood, TO CORRESPONDENTS. It was our intention to give the favor of our old correspondent, "Yomcn," which has been some time on hand, a placo in our present number! but it has been again crowded out. We hallendettvnr to fin. I room for it in our next. UNEQUALGI) DEPRAVITY ! Among many other falsehoods, scarcely less infamous, which appear in tho lying embassador's organ of Wednesday, there is ono which ought uot to be sulfered to pass unnoticed. We allude to the assertion, paraded in all "the pomp and cirCHtnttance" of capital letters, that the lale Convention of Republican Young Man was held chiefly at the expense of tie "OLD DEFUNCT 11VXK, AND THE INFANT VI- PER, REVIVED IN PENNSYLVANIA s " -liavlng cost those institutions "MORE THAN $50,(100! ! ! " TJie vilo slanderer who has dared to offer so gross an insult to the young Democracy of Ohio, should bo required to' prove .liii allegation, or compelled to oat his own words. A NEW MOVE! It is known to our readers, that an election for Electors of the Senate took place in .Maryland about three weeks since, anil resulted in the choice of twenty-ono Whigs, and nineteen Van Uurenitcs. Agreeably to the Constitution and laws of that State, these forty Electors were -required to meet on Monday the lilth inst., in order to choose a Senate for the ensuing five years twenty-four of the number being necessary to constitute a quorum. Tho twenty one 'Whigs attended accordingly! but the Tories, al-- though present in the city, refused to join them. The former, therefore, adjourned from time to time, and were still at their posts at the latest dates! but as the latter persisted in their refusal to co-operate with theiii, and left Annapolis on the 21st, ou their return to their respective homes, no election can be expected to take place. What will be tho result of this strange proceeding, we shall not undertake to say. It is practical nullification in its broadest and most xlangeruus sense; fur it virtually sets aside the Constitution and the laws, not of the Union .of a sister State, but of Maryland herself. If Iter people submit to it, we shall be disappointed. HON. THOMAS) KWING. Tho present situation, of this fjentleimn loudly challenges tho public Bympntliy. True, he has just been hailed as tho faithful servant of the peo pie of Ohio, by tho unanimous voice of their re presentatives assembled in this city, llut of what valuo is the enthusiastic applause of thousands of enlightened and independent freenion, when contrasted with tho solitary croaking of tho carrion rows of the llemitphvrcJ True, a member of the Van Huron Committee of Corrospohdcnco has ac-knowledge! tint the speccli delivered in the Pub Sic Squaro on Wednesday last, was an excellent one; and that lie is persuaded that our tlistin guished Senator had been extremely useful in fer reting out and correcting tho enormous abuses of -the Post Office Department. But what consola -tion can this afford him, amidst the invectives and maledictions of those whose unparalleled profliga cj ho has effectually brought to light! Is lie nut really ''unfortunate"! MORE VII.ENESS. We observe that tho Ohio Eagle has attempted to answer our late inquiry "when it was that the Ohio Stale Journal said that 'Farmers nro not a-jualificd to legislate, or do any thing else, than ral.'n corn or potatoes' by referring to a coinmu lie ition inserted in our paper of tho Otli ult., the A l itor of which had taken occasion to ohscrvo, that ":l was no disparagement to moil good farmers to say, they are not qualified for legislators." Now, is. it necessary to inform the reader that this is a mise rable Biibtcrfugc, and not a manly reply to our qucstionl In the first placo, it was not tho Jour nal, or its Editor, but an anonymous correspond cut, who mado use of the expression just quoted Secondly, the writordid not say that "Fanners are not qualified for Legislators," as allcdgcd by the Eagle, but the contrary, as a reference to his own languago will abundantly show. Ily suppressing tho important word "MOST," and so altoringlho phraseology of the wholo sentence, as to givo it a moaning totally tho reverse of that intended by our correspondent, the paper in question has com mitted as palpable and flagrant n falsehood, as il it had gnno tho whole figure, and roundly asserted with some of its fellow-laborers in tho field of mis representation, that the Editor of this Journal had observed that "FnrmorB aro not qualified for Legislators." The only difference between them is, that the one lios boldly and fearlessly, while the other attempts to conceal its falsehoods under contcmptiblo equivocation. Of the two, the lot- nier is certainly tho most honorable, as well as tho least dangorous. THE LATE CALUMNY. Wfl observe that tho Baltimore Republican, loudly calls upon the Van Ilurcn papers in Ohio, for an authentic history of the vote given in the Sonata by Gen. Harrison, on Mr. FithiaVsj motion to strike out the 19th section of tho bill from tho House "supplementary to the act for the punishment of certain offenses therein specified," which has been so basely misrepresented in that, and sundry other distant papers. The Editor might as well, however, ex'pect an "answer" from tho "spirits" which inhabit "the vasty deep," us from his "political brethren in this State. From the desperate character of many of them their utter disregard of truth the coolness and indifference with which they promulgate tho most atrocious falsehoods tho fact, that they mostly rely on the (lovernment, and not on tho people, for the means of subsistence it seoms hardly probable that any ono of tho whole number will bo found candid enough to give publicly a truo and faithful account of the whole transaction. 11 cannot be ex-peeled of Arm. But, in addition to theso moral considerations, there are others, of a political character, which are not less powerful. Tiiky cannot justly accuse Gun. Senator Morris, and several other leading MUMIimt8 OF THEIR OWN PARTY, WHO A It E EQUALLY culpable! neither can they neijuil Ihe Inller, without entirely exculpating Ihe former. Utidur these circumstances they have only one course to pursue; one which tullics well with their fiend-like malignity, and despicable meanness; and one which, we have reason to believe, thoy have already adopted; This is to prepare a onesided statnmcnt of tho affair, for private circulation. It is not intended to appear in Ohio, until after tho State election for every blow aimed at tho Whis candidate for the Presidency, must fall with equal force on the Tory candidate for Governor: but it will be sent to operate at a distance, where tho misrepresentation may bo promulgated without injury to any of the faithful. Wo, therefore, mast earnestly warn our friends in other States to be on thoir guard. The lenders of "the party" heru, it is most certain, will not hesitnto to subscribe their names to the basest falsehoods, in order, if possibh, to deceive and mislead the people. In proof of this assertion, wo refer to the lying Circular, issued by tho "Cor-r:pnnding Committee of Franklin County," copied into our paper of Tuesday. Knowing that Ohio is lost to them, they have become desperate; and, os n last resort, aro laboring, by the vilest misrepresentations, to bring victory back to their standard. We learn, from unqucBtionablo autho rity, that a long publication, in the shape of an Extra Ihm'uphere, filled to the brim with the most outrageous falsehoods, and duly certified by an of ficer appointed by virtue of an edict from tho Tin- Pan, was privately issued on Saturday. Let the Whins, therefore, bo on tho look-out. especially in Maryland, where an election is about to be held. and whoro there is reason to believe the missive in question has been forwarded. MICHIGAN. The election in this quasi Slate, which took place a few days since, for the purpose of choosing Delegates to a Convention, soon to be held in order to accept or refuse the conditions pre scribed in the late act of Congress, for the ad mission of Michigan Territory into the Union, is said to have resulted againtl the acceptance by a very large majority. The indication af forded by this decisnn is understood to be any thing hut favorable to Mr. Van Buiien, whose partisans generally supported the other side of the question. SHOCKING ACCIDENT. Wo learn with deep regret, that four persons were killed on lucsjay last, in the town ol Portsmouth, Scioto county, while in tho act of firing a salute in honor of Gen, Jackson, who had just arrived there in a steam-boat, on his return to W ashingtnn. These unfortunate men were engaged in rammingdown the third charge when the piece unexpectedly went olf, wound ing them so desperately, that three of them died on the spot, and the fourth in ihe course of a few hours. The attention of our readers, and especially ofour Editorial brethren, is rcpectfully solicited to a Circular from Waurkn Jenkins, Esq., of this city, n bich may be found on our last page We regard the work in which he is engaged, as one of great intorcst to the public generally and from our own experience can testify, that the task he has undertaken is arduous, andean not bo performed satisfactorily without the as sislance and co-operation of well-informed and intelligent men in everv part of the Stato. Tho undersigned wcro present when tho circum stance alluded to in that dialogue, occurred, and pro nounce tho statement putilislicd in the iicuusplicrc a falsehood, from beginning to end. Tho Editor of ihe Hemisphere, Air. Jncob Mcdnry, was called upon fur the namo of the author, supposing, that he, as nn honorahlo man, would, of course, expose tho writer of nn admitted falsehood. But this did not seem to suit the views of lite parly. (By tho way, suspicion, almost amounting to ccrtuintv, rests upon a pro minent office-holder, ns the author of this Inlschood; and to cxposo him, would be rather nn unpleasant commentary upon the doetrinn that "tho patronage of the government should not be brought in conflict with the irccdom of elections.") Sir : Having seen, in your paper of tho 20lh instant, n Circular, purporting to hnvo been prepared and signed by tho individuals whose names are thereunto attached, and having hnd no agency whatever in said publication, I conceive it to be a duty which I owo to myself as well ns to the public, tu nuiko that fact known. To let that publication pass unnoticed, would amount to a tacit acknowledgment on my pan, that I had branded those who di tier with me in political opinion, with tho harsh epithet of "enemies tu their country," Ihe very rcvorso of which I believe to bo the truth. To suy to those of my fellow-citizens whoso political sentiments are in opposition to my own, "you are. enemies to your country," is, in my opinion, an accusation w Inch is justifiable only alter the most positive evidence ol the fact. To say to thnt gray-headed man, who. bore onus in defence of his country, when liberty was yet in its cradle, und who again shouldered his musket, in de-fenco of his country, during our Into war with Great Britain, and who I know is at this time exerting himself in boh ill' of his own favorite candidates, fruin the purest of motive); 1 Bay to license him of enmity to the best interests of his country, would bo showing a disregard to truth, fraught with malignity of spirit; nnd to license my relatives and neighbors, and those with whom 1 am nssocialed in business, with this bitter reproach, would, to say the leant of it, entitle tnc to their most inveterutc hntred; and if these are the conditions under which a man is to be qualified to wotr the collar of party favoritism, ihut collar will niuko an uneasy lit ou the neck of Jonathan Phillips. As o party man, I am well aware that men as good, to say the feast, us myself, may, front various causes, differ very widely from luc in opinion, and that, in tuanv instances, they may be right in so doing. When, therefore, I combat opinions, I hope not to lie understood as intending disrespect to persons; nnd when I cense to nny the compliment to my opponents of supposing them honest, I cense to hold any argument with thcin; nnd the same with my uwtt party. Those principles were palatable. 1 huvo reference to those whoskulkcd nbont the white house at Washington, conning over the great ser vices they had rendered General Jackson, iimil they succeeded in obtaining n reward by wav ot public employment. I mean those who hud a single eye to their uwn individual gain. 1 he holding out inducements, by wav of reward, for services rendered bv political deinag.igiie.-i, either by the General or Stale Government, 1 conceive to be a great evil under uuy circumstances. Even in oar own State the public printing is held out as a reward, by the party in power, to the newspaper editors of that partv; which places tliem in the attitude ot the man uu the gibbet striving to gel the loaf of bread within his grasp. This work should be done by contract; it should bo nn object of fair nud honorable competition ; and I have nodoulil it would liens well executed as it ever has been done, nud wilii a saving to the State of nt least tiftv per cent. It will be observed, by a communication from Mr. Jonathan Phillips, inserted in another co- lumn, lliat this gentleman disavows any participation in the promulgation of the infamous Circular, purporting to have been issued by the Van Buren Corresponding Committee fur Frank lin county, a copy of which was published in our paper of Tuesday last. Thin is no more than was expected from his known integrity and respect for truth. The only causo furBiirprise is, how a man of good understanding, and politically honest, can consent to act with a party, steeped to the lips in corruption, and whoso only mode of argument is a continual resort to calumny and -falsehood, TO CORRESPONDENTS. It was our intention to give the favor of our old correspondent, "Yomcn," which has been some time on hand, a placo in our present number! but it has been again crowded out. We hallendettvnr to fin. I room for it in our next. UNEQUALGI) DEPRAVITY ! Among many other falsehoods, scarcely less infamous, which appear in tho lying embassador's organ of Wednesday, there is ono which ought uot to be sulfered to pass unnoticed. We allude to the assertion, paraded in all "the pomp and cirCHtnttance" of capital letters, that the lale Convention of Republican Young Man was held chiefly at the expense of tie "OLD DEFUNCT 11VXK, AND THE INFANT VI- PER, REVIVED IN PENNSYLVANIA s " -liavlng cost those institutions "MORE THAN $50,(100! ! ! " TJie vilo slanderer who has dared to offer so gross an insult to the young Democracy of Ohio, should bo required to' prove .liii allegation, or compelled to oat his own words. A NEW MOVE! It is known to our readers, that an election for Electors of the Senate took place in .Maryland about three weeks since, anil resulted in the choice of twenty-ono Whigs, and nineteen Van Uurenitcs. Agreeably to the Constitution and laws of that State, these forty Electors were -required to meet on Monday the lilth inst., in order to choose a Senate for the ensuing five years twenty-four of the number being necessary to constitute a quorum. Tho twenty one 'Whigs attended accordingly! but the Tories, al-- though present in the city, refused to join them. The former, therefore, adjourned from time to time, and were still at their posts at the latest dates! but as the latter persisted in their refusal to co-operate with theiii, and left Annapolis on the 21st, ou their return to their respective homes, no election can be expected to take place. What will be tho result of this strange proceeding, we shall not undertake to say. It is practical nullification in its broadest and most xlangeruus sense; fur it virtually sets aside the Constitution and the laws, not of the Union .of a sister State, but of Maryland herself. If Iter people submit to it, we shall be disappointed. HON. THOMAS) KWING. Tho present situation, of this fjentleimn loudly challenges tho public Bympntliy. True, he has just been hailed as tho faithful servant of the peo pie of Ohio, by tho unanimous voice of their re presentatives assembled in this city, llut of what valuo is the enthusiastic applause of thousands of enlightened and independent freenion, when contrasted with tho solitary croaking of tho carrion rows of the llemitphvrcJ True, a member of the Van Huron Committee of Corrospohdcnco has ac-knowledge! tint the speccli delivered in the Pub Sic Squaro on Wednesday last, was an excellent one; and that lie is persuaded that our tlistin guished Senator had been extremely useful in fer reting out and correcting tho enormous abuses of -the Post Office Department. But what consola -tion can this afford him, amidst the invectives and maledictions of those whose unparalleled profliga cj ho has effectually brought to light! Is lie nut really ''unfortunate"! MORE VII.ENESS. We observe that tho Ohio Eagle has attempted to answer our late inquiry "when it was that the Ohio Stale Journal said that 'Farmers nro not a-jualificd to legislate, or do any thing else, than ral.'n corn or potatoes' by referring to a coinmu lie ition inserted in our paper of tho Otli ult., the A l itor of which had taken occasion to ohscrvo, that ":l was no disparagement to moil good farmers to say, they are not qualified for legislators." Now, is. it necessary to inform the reader that this is a mise rable Biibtcrfugc, and not a manly reply to our qucstionl In the first placo, it was not tho Jour nal, or its Editor, but an anonymous correspond cut, who mado use of the expression just quoted Secondly, the writordid not say that "Fanners are not qualified for Legislators," as allcdgcd by the Eagle, but the contrary, as a reference to his own languago will abundantly show. Ily suppressing tho important word "MOST," and so altoringlho phraseology of the wholo sentence, as to givo it a moaning totally tho reverse of that intended by our correspondent, the paper in question has com mitted as palpable and flagrant n falsehood, as il it had gnno tho whole figure, and roundly asserted with some of its fellow-laborers in tho field of mis representation, that the Editor of this Journal had observed that "FnrmorB aro not qualified for Legislators." The only difference between them is, that the one lios boldly and fearlessly, while the other attempts to conceal its falsehoods under contcmptiblo equivocation. Of the two, the lot- nier is certainly tho most honorable, as well as tho least dangorous. THE LATE CALUMNY. Wfl observe that tho Baltimore Republican, loudly calls upon the Van Ilurcn papers in Ohio, for an authentic history of the vote given in the Sonata by Gen. Harrison, on Mr. FithiaVsj motion to strike out the 19th section of tho bill from tho House "supplementary to the act for the punishment of certain offenses therein specified," which has been so basely misrepresented in that, and sundry other distant papers. The Editor might as well, however, ex'pect an "answer" from tho "spirits" which inhabit "the vasty deep," us from his "political brethren in this State. From the desperate character of many of them their utter disregard of truth the coolness and indifference with which they promulgate tho most atrocious falsehoods tho fact, that they mostly rely on the (lovernment, and not on tho people, for the means of subsistence it seoms hardly probable that any ono of tho whole number will bo found candid enough to give publicly a truo and faithful account of the whole transaction. 11 cannot be ex-peeled of Arm. But, in addition to theso moral considerations, there are others, of a political character, which are not less powerful. Tiiky cannot justly accuse Gun. Senator Morris, and several other leading MUMIimt8 OF THEIR OWN PARTY, WHO A It E EQUALLY culpable! neither can they neijuil Ihe Inller, without entirely exculpating Ihe former. Utidur these circumstances they have only one course to pursue; one which tullics well with their fiend-like malignity, and despicable meanness; and one which, we have reason to believe, thoy have already adopted; This is to prepare a onesided statnmcnt of tho affair, for private circulation. It is not intended to appear in Ohio, until after tho State election for every blow aimed at tho Whis candidate for the Presidency, must fall with equal force on the Tory candidate for Governor: but it will be sent to operate at a distance, where tho misrepresentation may bo promulgated without injury to any of the faithful. Wo, therefore, mast earnestly warn our friends in other States to be on thoir guard. The lenders of "the party" heru, it is most certain, will not hesitnto to subscribe their names to the basest falsehoods, in order, if possibh, to deceive and mislead the people. In proof of this assertion, wo refer to the lying Circular, issued by tho "Cor-r:pnnding Committee of Franklin County," copied into our paper of Tuesday. Knowing that Ohio is lost to them, they have become desperate; and, os n last resort, aro laboring, by the vilest misrepresentations, to bring victory back to their standard. We learn, from unqucBtionablo autho rity, that a long publication, in the shape of an Extra Ihm'uphere, filled to the brim with the most outrageous falsehoods, and duly certified by an of ficer appointed by virtue of an edict from tho Tin- Pan, was privately issued on Saturday. Let the Whins, therefore, bo on tho look-out. especially in Maryland, where an election is about to be held. and whoro there is reason to believe the missive in question has been forwarded. MICHIGAN. The election in this quasi Slate, which took place a few days since, for the purpose of choosing Delegates to a Convention, soon to be held in order to accept or refuse the conditions pre scribed in the late act of Congress, for the ad mission of Michigan Territory into the Union, is said to have resulted againtl the acceptance by a very large majority. The indication af forded by this decisnn is understood to be any thing hut favorable to Mr. Van Buiien, whose partisans generally supported the other side of the question. SHOCKING ACCIDENT. Wo learn with deep regret, that four persons were killed on lucsjay last, in the town ol Portsmouth, Scioto county, while in tho act of firing a salute in honor of Gen, Jackson, who had just arrived there in a steam-boat, on his return to W ashingtnn. These unfortunate men were engaged in rammingdown the third charge when the piece unexpectedly went olf, wound ing them so desperately, that three of them died on the spot, and the fourth in ihe course of a few hours. The attention of our readers, and especially ofour Editorial brethren, is rcpectfully solicited to a Circular from Waurkn Jenkins, Esq., of this city, n bich may be found on our last page We regard the work in which he is engaged, as one of great intorcst to the public generally and from our own experience can testify, that the task he has undertaken is arduous, andean not bo performed satisfactorily without the as sislance and co-operation of well-informed and intelligent men in everv part of the Stato. Tho undersigned wcro present when tho circum stance alluded to in that dialogue, occurred, and pro nounce tho statement putilislicd in the iicuusplicrc a falsehood, from beginning to end. Tho Editor of ihe Hemisphere, Air. Jncob Mcdnry, was called upon fur the namo of the author, supposing, that he, as nn honorahlo man, would, of course, expose tho writer of nn admitted falsehood. But this did not seem to suit the views of lite parly. (By tho way, suspicion, almost amounting to ccrtuintv, rests upon a pro minent office-holder, ns the author of this Inlschood; and to cxposo him, would be rather nn unpleasant commentary upon the doetrinn that "tho patronage of the government should not be brought in conflict with the irccdom of elections.") Sir : Having seen, in your paper of tho 20lh instant, n Circular, purporting to hnvo been prepared and signed by tho individuals whose names are thereunto attached, and having hnd no agency whatever in said publication, I conceive it to be a duty which I owo to myself as well ns to the public, tu nuiko that fact known. To let that publication pass unnoticed, would amount to a tacit acknowledgment on my pan, that I had branded those who di tier with me in political opinion, with tho harsh epithet of "enemies tu their country," Ihe very rcvorso of which I believe to bo the truth. To suy to those of my fellow-citizens whoso political sentiments are in opposition to my own, "you are. enemies to your country," is, in my opinion, an accusation w Inch is justifiable only alter the most positive evidence ol the fact. To say to thnt gray-headed man, who. bore onus in defence of his country, when liberty was yet in its cradle, und who again shouldered his musket, in de-fenco of his country, during our Into war with Great Britain, and who I know is at this time exerting himself in boh ill' of his own favorite candidates, fruin the purest of motive); 1 Bay to license him of enmity to the best interests of his country, would bo showing a disregard to truth, fraught with malignity of spirit; nnd to license my relatives and neighbors, and those with whom 1 am nssocialed in business, with this bitter reproach, would, to say the leant of it, entitle tnc to their most inveterutc hntred; and if these are the conditions under which a man is to be qualified to wotr the collar of party favoritism, ihut collar will niuko an uneasy lit ou the neck of Jonathan Phillips. As o party man, I am well aware that men as good, to say the feast, us myself, may, front various causes, differ very widely from luc in opinion, and that, in tuanv instances, they may be right in so doing. When, therefore, I combat opinions, I hope not to lie understood as intending disrespect to persons; nnd when I cense to nny the compliment to my opponents of supposing them honest, I cense to hold any argument with thcin; nnd the same with my uwtt party. Those principles were palatable. 1 huvo reference to those whoskulkcd nbont the white house at Washington, conning over the great ser vices they had rendered General Jackson, iimil they succeeded in obtaining n reward by wav ot public employment. I mean those who hud a single eye to their uwn individual gain. 1 he holding out inducements, by wav of reward, for services rendered bv political deinag.igiie.-i, either by the General or Stale Government, 1 conceive to be a great evil under uuy circumstances. Even in oar own State the public printing is held out as a reward, by the party in power, to the newspaper editors of that partv; which places tliem in the attitude ot the man uu the gibbet striving to gel the loaf of bread within his grasp. This work should be done by contract; it should bo nn object of fair nud honorable competition ; and I have nodoulil it would liens well executed as it ever has been done, nud wilii a saving to the State of nt least tiftv per cent.
