The natralivo proceeds as follows: "A thorough examination of his case having been .made, and finding there was no positive obstacle against tho possibility of the success of an operation, tlie ilif-Acuities of such nn operation as would bo required, wore distinctly staled to him; lliu improbability of its succeeding so as to restore the organ in such a manner that the deformity should not bo known; that the now noso might bee imo much llattoncd, and perhaps on tho oppcarunco of cold weather gangrene mi lu Inks place; and finally, that oven his life miglit bel-ii-dongored by it. I felt it my duty to state tho case, plainly, having seen all those accidents occur from the operation, and death in two cases being the consequence, from severe erysipelatous inlljiiiTiiiitioii of the scalp. "Notwithstanding all these objections, he said thai ho was ready to incur any risk which would givo him tho least chance of having the deformity under which )io labored obvintod, as life in his present suite was hardly desirable. "His case was certainly a hard ono. A young nrin. in the prime of life, in other respects of a good faco and nppearanco, wns, by this frightful calamity, not only entirely cut off from society,' but prevented' from "ain-lng the means of subsistence ." " The operation was performed on tho 7lh Sept. last. We shall not describe tho process any further than to state, that it consisted in romoviug, bvnu incision into tho forehead and scalp, a sufficient portion of sliiu, llesli fcnd muscle, to form tho now member, nnd placing ii in its proper position, without entirely severing the stun botwoen the oyu-brows, nnd afier turning down the part sovercd, attaching it in such n in inner, that by a healing process it might become firmly fixed, and bv n similar process tlio wound in tho forehead might disappear. The operation, which has proved "entirely successful, appears to have been performed with great s'ull, and submitted to with remarkable loriiiule. Upon this last po:nt tho operator remarks: "During tho whole of this long and painful operation, tho patient kept up his courage, and not aery was ut-tered, nor tho least struggle undo that c mid at all iin-'pedo the motions of tlio operator. On Ihe night botween llio 31st March and the 1st of April, iujj, tho building occupied ny the 1 reasury Department was discovered to be oh lire, and in a short time, was totally destroyed. The President immediately nnpointcd a commission, consisting of the members of the cabinet, with whom Chief Justice Crnnch, of tho Circuit Conn of this His trict, was requested to attend, fortho purpose of hives-Jigating tho origin of this eonllagrntinn. After a la borious inquiry, all the evidonco taken wns reported to tne rresiaent, wiin a report expressing nn opinion that nothing had boon ascertained allowing tho hro to hive pocn Kinuieu uj uesigni tnougn, iroul tuo testimony, the occurrence of an accidental lira scenic. I almost impossible. This report and evidence was afterwards laid before Congress by tho rrcaijciit, and printed among the public documents. In the course of the month of April, 1(133, Mr. Liv-j iniston, then Secretary of State, received a letter fronii a well known police officer of the city of New York, intimating a .suspicion that the Treasury building was intentionally set on lire; but no distinct evidence of the fact was t.ien oblained. Tho manner in which the building was destroyed remained shrouded in mystery until the winter of iiJ3.j-3U. The only circumstance which came to light in tho intervening period, which seemed to have any probable connection with thai event, was the presentation, in Ihe summer of l!)3.j, of a cancelled Treasury note, originally issued during the late war, and nfierwards redeemed,' and upon which n second payment was attempted to bo procured. It was believed that this paper must have been stolen from the Treasury building in which tho cancelled notes were filed, either nt or before the lire, ft was traced back to a loiiery nllicc in New York, but could not be followed with accuracy nnv further. A little more than n yearsince, a letter was received by the Secretary of tho Troar.ury, from the Marshal of Ohio, slating tint one uf his deputies had received information from it man named Hicks, with regnrd ti certain disclosures which hail been made to him by one of the p-rs ins concerned in burning tho Treasury building. The Marshal was immediately requested to obtain a full statement on oath of all the particulars within thu knowledge of Micks, in order Hint proper inquiries ought he tnslitiited to ascertain their credibility. The affidavit having been furnished, invi stiga-tions made both in New York nnd Philadelphia, stron"- Iv corroborated Hicks' statement. They received further support, from its having been ascertained here, after much trouble, that tho individuals implicated by him had resided in this city during the winter of 131!:), nnd had left on the niirht the Treasury building was destroyed; h iving broiicu up house keeping the day previous, nnd disposed of their furniture by auction. Ily examination of the books of the stage offices, it was found that .Mrs, White, the wile cf one of tin s' persons, took passage in one of the stages for llaltini ore on the day after that event. At the spring term in 1(530 of tho Circuit Court for ibis District, into bills were found against the two bro thers, on the charge of biirutng the T reasury building.
