Until tho net profits of the cnnaU shall product) the sum of twenty-livo thousand dollars per annum, over and above tho amount required lo pay interest on nil sums which shall havo been borrowed under said act, it is made the duly of the Auditor of .Slate lo dctoriniuo the ninount of tux ncccss iry to bo raised to pay tho interest and sinking fund, niter applying the tolls thoreto; nnd the faith of the State wan further pledged, that tho tax thereby nut'ioriied an 1 levied, should not be altered or reduced sons to impair tho security thereby pledged for tho payment of tho interest ruiil tho final redemption of the principal sums borrowed. Tho duty scorns to be very clear, that n sufficient tax should be levied rinnuallv," to pav the interest and tho sum allotted for the sinking fund, and tho failure to do it, is in contravention of the express tonus of the net nuthorizi ng the loans. S.i far as relates lo tho interest, however, tho deficiency may be regarded as provided for, from the sales of tho Iniliis granted bv Congress to aid tho Slate of Ohio ill constructing her canals. Hut that species of aid is nearly exhausted, nnd means must be provided by taxation, to meet tho engagements of the Slate. Tho principal nf the sinking fund, should, at this day, amount to 2iii,0')0 d dlars, if the sums appropriated by law, had been faithfully applied to it. The liractico was adopted of Irndini! the sinking fund to tho canal fund; and tho act of !:M 1'eb. HV.II), concerning Ilia sinking fund, specially directs the sinking fund to cnnstitiiiu n pnrt of thn'cnnal fund; but this does not seem to havo warranted the neglect in levying tho proper sums to constitute it. No separate account has been kept nf this fund, nor does it in liict have existence; nnd tlie(!cneral Assembly have tacitly approved the mode in which tho accounts havo been kept. The act, passed 2d March, I till I, to establish ti fund for the support of common schools, directs that moneys arising from the sale of school lands, nnd remaining unexpended after the canals were finished, and nil moneys of the sel 1 fund nfterwnrds drawn from tho treasury, should be considered n part of tho sinking fund for the redemption of the debt incurred under the cnnal net of lll"). If the principal sums of the sinking fund, and the interest, ns they were due, had been regularly invested and funded at six per cent, ihe wholo amount on tiio first day of January last, would havo exceeded 3.50,000 dollars. If ihe investment had been made in bank stocks nnd the dividends invested, tho amount would have been still greater. From the foregoing view of our finances, it appears that the expenditures of tho treasury, for Slate purposes, hnve, in four years, exceeded tho actual revenue 1,007 dollars: that'thechnrges on the cannl debt, havo, in tho same time, exceeded tho whole amount of canal tolls nnd canal taxes, I !l,-,!.il dollars; nnd that the sinking fund, which should bo 3).0:K) dollars, does not list. The Stato undoubtedly hnslhe capacity to meet all her engagements, nnd discharge nil her obligations nrnmntlv! but the committee cannot concur with the Auditor in his last niinual report, that "the finances of tlnsStnte, still remain in a prosperous condition." For the prosecution of other works, nnd for meeting the installments on stock subscribed in turnpike companies, and canal compnnies, new loans will probably bo mudoat tho rate of 400,000 dollars per annum.The amount due 1st January, 1837, for interest in 1030, was, for debt in N.York, nnd expcnse3,,2nn,nifl 00 Domestic debt, 73,072 44 Sinking Fund, 25,000 00 The inturrst duo in New York has born duly paid, but no menus were, provided to nnv the interest on school funds. If tho Auditor should trnnsfer tho cahul tax levied in the year Hillti to the ijeneral revenue, nnd disburse it to pay the nrrcar? of interest on school fund, there will not be sullicient means to nnv the interest n loans in luJi, tluc on 1st January, 1838. fly thus throwing back on a former yenr, the inonev provided lor tlio succeeding yenr, me Auditor has fallen in nrrenr one entire yenr with the canal tnx. This has been hitherto lost eight of, by throwing the capital nnd revenues of tho cnnal fund into one column, nnd reporting the monoysarising from flnlo of school lands, ns revenue tu pay interest. Krom the nature of the interest on lonns made, it is not practicable to npply tho tax levied in one yenr, to the payment of interest in the snine year. The payments are due in January nnd July, nnd the money to mako those payments must be provided several months previously. The tnxes nro nut paid into tho Treasury until afterthe close of the yenr in which they aro collected; nnd if diverted from the pnynicnt ol interest on the ensuin Julv. the tolls would obviously not yield in the spring, n fluUicient ninount, even if no time were required tor transmission. The committee believo the prevailin" practice must ho corrected, nnd that the deferred nnd accruing interest up to the 1st January, 1837, on school funds, should ho paid into the Treasury by tho Cannl Fund Commissioners, from the balance of money in band at that dny. This mnv be done, ns from the nvoils of Ohio cannl Innds sold, a fund specinlly appro-printed to the payment of interest, nnd of which there is a considerable surplus alter supplying tho deficiencies in cnnal taxes nnd rnnnl tolls. In the discharge of this duty they have lilt tho want of a clear nnd precise svsicni of public accounts, nnd of a uniform svsicm of reports, bv which to test their accuracy. The Auditor of State, the Cnnal fund Commissioners, the Directors of the rcnilentiarv, and the ullicers of ether public institu tions, kot p iheir several accounts of disbursement. and separately report to the (itincral Assembly. These rcporis, have in mnny particulars, no relation tu each other; ami in points where they should coincide, irrcat disparities are found to exist. Tho duty scorns to be very clear, that n sufficient tax should be levied rinnuallv," to pav the interest and tho sum allotted for the sinking fund, and tho failure to do it, is in contravention of the express tonus of the net nuthorizi ng the loans. S.i far as relates lo tho interest, however, tho deficiency may be regarded as provided for, from the sales of tho Iniliis granted bv Congress to aid tho Slate of Ohio ill constructing her canals. Hut that species of aid is nearly exhausted, nnd means must be provided by taxation, to meet tho engagements of the Slate. Tho principal nf the sinking fund, should, at this day, amount to 2iii,0')0 d dlars, if the sums appropriated by law, had been faithfully applied to it. The liractico was adopted of Irndini! the sinking fund to tho canal fund; and tho act of !:M 1'eb. HV.II), concerning Ilia sinking fund, specially directs the sinking fund to cnnstitiiiu n pnrt of thn'cnnal fund; but this does not seem to havo warranted the neglect in levying tho proper sums to constitute it. No separate account has been kept nf this fund, nor does it in liict have existence; nnd tlie(!cneral Assembly have tacitly approved the mode in which tho accounts havo been kept. The act, passed 2d March, I till I, to establish ti fund for the support of common schools, directs that moneys arising from the sale of school lands, nnd remaining unexpended after the canals were finished, and nil moneys of the sel 1 fund nfterwnrds drawn from tho treasury, should be considered n part of tho sinking fund for the redemption of the debt incurred under the cnnal net of lll"). If the principal sums of the sinking fund, and the interest, ns they were due, had been regularly invested and funded at six per cent, ihe wholo amount on tiio first day of January last, would havo exceeded 3.50,000 dollars. If ihe investment had been made in bank stocks nnd the dividends invested, tho amount would have been still greater. From the foregoing view of our finances, it appears that the expenditures of tho treasury, for Slate purposes, hnve, in four years, exceeded tho actual revenue 1,007 dollars: that'thechnrges on the cannl debt, havo, in tho same time, exceeded tho whole amount of canal tolls nnd canal taxes, I !l,-,!.il dollars; nnd that the sinking fund, which should bo 3).0:K) dollars, does not list.
