The following letter t'rutti the correripondent of the nuhuk'lpliia North American will be read with interest nt the present moment, uirorditi as it does a clearer ww of the recent nction of the Prenidetit and Senate in relation tu the Oregon question than U&a elsewhere appeared. We see no reason to doubt that the Hulistantinl accuracy of the writer's statement: W'AsitiM.ro.N, June 15th, 1840. As the stipulations of the Treaty, which the Senate has udvised the President to frame, are contained iu several of my letters, 1 have thought a synopsis in a single 0M with some explanatory remarks, would be desirable to the public, as enabling every one to see, at a bin! s-eye view, what had actually beenaccoin-plished- The Treaty will consist of live articles, exclusive of the otlicinl tonus, mid will be embodied eiftplfni, as they were laid before the Senate. The terms of the proposition are chosen from among the various oilers of the I'm ted States, submitted at different periods to the Hi,;, mi Government. Ao new matter is introduced. The -I.mIi parallel is the main basis of division and is to constitute hereafter the .Northern and Southern boundaries ot' the two countries, from the East side of the Kocky Mountains to the ocean, with such excep tions as are named m the treaty. ( i real Uritaiu is to eniuy the tree navigation ot the Columbia Hiver during tlie charter of the Hudson's Hay Company, which will expire in 1SC.L From the phraseology of the second article which contains this aUpvletiori, some dotlbt arose in the Senate as lo whe ther it would not extend to arechartcr, should one be granted, The sound nnd legal opinion of both sides of tho Sen, iti- agreed it would expire with the termination of the existing charter. This objection was mooted on the first day ot' the debute, and .Mr. Pakeuhaiu was consulted, ot course, without revealing what had taken place, lie settled the dillicully by u distinct assertion. on behalf of his Government, that the present char ter was designed as the limitation ; and two Senators rose in then places, and made tho explanation, with -emi-olticial authority, which nt once removed any lauee of nppnhfnaion Ibf future embarrassments, growing out of this privilege. The newspapers insist upon confounding the year of the operation of the charter; tin- facts are simple and conclusive. Alter the gn at contest between the Hudson's Hay and Northwestern companies, the latter was merged in the Brat by an act ot Parliament, and hi 11 was incorporated for 'Jl years. In 1849 UM charter was renewed for 'il years more, and will necessarily terminate iu irb'.l, as I have before stated. The right of Joint use of the Columbia, is subject to tiie laws of Navigation and Itevcuue of the L'nited Slate's, hut no other laws are to he created, which may impair Ihe privilege of Great Britain or impose new reatrtetions. Plie whole of Vancouver's Island is relimniished to Great Britain, which at best is ot' little or no real consequence. It has been discovered near three hundred vears, and is this day without a civil7.cd settlement. It is a barren spot, inhabited by a few scattering Indians Its Southern position uiitiht lie made valuable 1' r ii irutici.,.oii, i it pasat's along tlie entrance of tin- Straits of Jinn dc r ilea. Hul no advantage can b gained in point of defence, if our government will Roneent to spend as much money m military walls ns that of Grent Itntain. On our side of the Straits there is a point jutting out which could be made to command nt once the approach from the ocean and the passage through the Straits. The absolute possession of Vancouver's Island and its bays and harbors, was made a sinr qua twn in the proposition. The right of passing thro ugh the Straits of Juan de Fuca, is common to both governments indefinitely. Tho fe is a stipulation providing for the possessory rights of both parties. No perfect title of course could be acquired on one side or the other, during a doubtful sovereignty. The Ilntish have settlements on the north bank of the Columbia, and a few south of it. Tho ownership is to be continued by the United States upon their bfOOOOlOg citizens, or it has the option of a purchase at a fair valuation, should it be dictated hy m dives of public poliey or other considerations. Any American settlements north nf the parallel of pi will be compensalcd for hy assesnient. This stipulation upon our port, except in two instances, amounts to nothing more than an ordinary grant of preemption. The offer Ot (treat. Itrttnin contains some advnntngea not contemplated by Mr. MeLono. There is a lelter from bin daled on the day before the sailing of the rltbenrio, which informs the Government that Lord Aberdeen would accept nothing short of the admission nf a perpetual right to navigate the Columbia ; wherc-aS tin- terms submitted nml ;ieeepted extend to a period of sixleen or seventeen yars. Mr. Mr Lane's recent correspondence with the Department shows that in whatever liglit the nction of tbe S n.iie on tbe Notice was viewed by him, it had the effect of prescribing to a certain extent the compromise which has been efteeted IL1 states it wa useless to make pretensions beyond the line indicated in the debutes in that Chamber. We received by Magnetic Telegraph at 10 o'clock last night, the following awful and heart rending in-formation from Uuebec. that citv havinir been doomed to another immense loss of life by fire. Halt. Sun. Puii.aiifi.phia, June 1. From the (iuebec Mercury, June IS. It has airain pleased the Almijj-htv to aflliet our nl- reudy chastened city. Last night at o'clock, a fire-broke out in the Theatre Royal, Lewis street, former ly the Hiding School. At the close of Mr. Harrison's exhibition of his chemical diorama, (from the information we have been ante to glean,) a campliine lamp was overset iroiii somo cause or other, and the stage at once became envol- opeu m ilau.es. The house had been densely crowded, but some had fortunately left before the accident- A rush was at once made for the staircase leading from the boxes by those who, in the moment of excitement, forgot the other passages of egress. In an incredible short space of time, the whole of the interior of the building was enveloped in one sheet of flame. The newly erected platform, covering the pit and communicating at each end with the stage and boxeB favored the progress of the flameis. The staircase coimuum- cated with the boxes. Jt had fallen from the weiuht of those who crowded upon it ; one foot was inter posed between the hapless crowd and eternity, and on that space, we, with five or six others stood, the fierce flames around us, and the dense smoke repelling-all tlorts to extricate us. As (of back as we could see, there was a sea of heads and of writhing bodies and outstretched arms. Noise there was none ; and though but few means of escape was presented to the doomed, yet at the extreme end faces could be seen calm and resigned, of jiersons who as the funeral pall of smoke gradually enshrouded them, appeared to drop into eternal sleep. ily our side was one brother striving to extricate another, but abandonment was unavoidable. One poor crealure at our feet ottered his entire worldly wealth for his rescue Phe ogoniing expression of the faces before us can never be ettaced trom our memory. Ihe names at the time were above and around us, but human aid was ot no avail. In live minutes from the tune of which we make mention the mass of human beings who hail but a short interval previously been in the njoyment of a full nnd active life, were exposed to our view a mass of calcined bones. l.'p to this hour, forty-six bodies have been recovered from the ruins. Most of them have been recognized. A greater loss of life than in the two dreadful conflagrations of last summer. Sad wailing pervades the city- Scarcely a street can be traversed in which the closed shutter or the hanging crape do uot betoken a sudden bereavement. Father, Bisters, and children of both sexes, indulge in the deepest lamentations over the calamity, which has fallen upon many of those who were thus sudden ly and awtully summoned into the presence ot tneir Creator. Qi KBtu , June 8, I moot allude to the melancholy aflair of last night, the particulars of which will reach you from another source. The Theatre was burned last night, and most tnel-anoholv to relate the loss of life amounts to near fifty persons. Among them are Mr. Tardifl' nnd led. They were found at the entrance of the Theatre, side by side, together with upwards of 4(1 others. About 4ti have been recognized, and many more have no doubt suffered, besides the injury suffered by many who jumped from the windows. This morning Ihe bodies were all laid out for recognition near the spot, and there I witnessed a scene that no language can describe. Many of the sufler- rs were persons ol irreat respectability, and 1 have just heard of one case of a most agonizing character. Mr. t raven, a dry goods merchant, was at the the atre, with three of his children. Himself and two of his children were lout, and the other, a fine boy, who was saved, was so badly burned, (hat it was necessary to amputate both arms. Such is the general gloom throughout the city, and so numerous are the connections of many of the sufferers, that business is quite at a stand. The oflicial reports of Ceneral Arista, under date of Matamnrus, May 14, l4G, published in the government Diaria of May &th, at the city of Mexico, show clearly, so far as they can be re-bed upon, that the Mexican force amounted to very nearly, if not quite, iifHM) men. Jt says : 'The tile of documents contained in No. J will make known to your excellency our number of killed and wound"d, and of the dispersed who have not yet presented themselves, and that the corps ot the army are re-united, forming a total of 40110 men, including the prisoners received in exchange, and exclusive of the numerous reinforcements, whose reports have not yet come in at the moment when this express is despatched." The giving of paregoric or Godfrey's cordial to children for the purpose of inak-ntl them sleep, is a practice that should be stamped with the condemnation of every well wisher of the? human family. We view it as but little short of murder, for the children to whom it is given must sooner or later sink under its effects. It will undermine the best constitution that nature has formed. It is tlie cause of the nervous irritability that torments ao many people when they arrive at the years of maturity, and finally brings them to a premature grave. It creates in children a thirst for strong drink, which grows with their growth, ann strengthens with their strength, until they liecome lieggars and outcasts, because of their drunken habits. VVe were told a short time since of a woman whose child had not seen daylight for more than an hour a day for several months, being continually under the effects of the stupyfying drug lo enable the wretched mother to pursue her oeiupa-tion unmolested. Such persons are fit subjects for the insane asylum. The practice of administering paregoric sometimes leads to mistakes, and laudanum is ad. ministered in its place, winch causes death, as was Ihe case with the child of Mr. John II. Green, No. I 77 Metfl street, to whom its mother gave a large dose of laudanum, supposing itto be paregoric. The Coroner held an inquest on the body, and a verdict wa rendered accordingly .V. Y Pout. F fnnetTal Cos-tract The Wilmington Gazette savs : "We have been informed that Charles I. Du.mt , Ksq., has a contract with the Government for Mr,U'U yards of cloth for the use of the army." That (says the Philadelphia U. 8. Gazette) is all right. The Commissary General has only to send his p?(t,fMM yards of cloth to the Rio Grande to lie sponged, and then the Taylor General of the army will have it worked up well. He only basted Ihe Mexicans. We learn that Mr. George McCalrnont, proprietor of the Crescent Mills, near Philadelphia, has also a ' contract to supply the Government with a lrge quan tity of cloth 1 he tovernment now sees the advnti-taee of s protective tariff, that enables them tn pro cure at low rates, and at home, the necessaries of life for soldiers, which she conld, during the last war, scarcely supply herself with at three times the price now paid, or that would be demanded, in a ten years war with England. The giving of paregoric or Godfrey's cordial to children for the purpose of inak-ntl them sleep, is a practice that should be stamped with the condemnation of every well wisher of the? human family. Y Pout. That (says the Philadelphia U. 8. Gazette) is all right. The Commissary General has only to send his p?(t,fMM yards of cloth to the Rio Grande to lie sponged, and then the Taylor General of the army will have it worked up well. He only basted Ihe Mexicans.
