It is his purpose to co into the servioe of the United States, and he says, tbat, as much as he loved his twin brother, it will be a bitter day for him should he meet him in battle. By putting together (be facta which I have gathered from several officers just from Washington, it beoomes quite evident that the War Dopartment has made arrangements for carrying on the war on a large scale of magnitude not yet intimated, and with a vigor and determination thai must insure suocess. The first oper-tions of tbe campaign will be tbe military occupation of Baltimore, and that part of the Philadelphia, Wilmington and Baltimore railroad between Havre de Orace and Baltimore, the re-buildingof all tbe bridges between the latter two points; tbe establishment of another camp at Havre de Grace, and the. concentration of an army of fifty thousand men at Washington, of whom the due proportion shall be artillery and cavalry. These movements will all be executed by the 10th of May. The future operations of the campaign will depend somewhat npon the attitude of the South, and particularly of Virginia. If matters remain then as they are now, the next movement will be upon Harper's Ferry, Richmond and Norfolk, all of which plaoes will be taken, garrisoned and held. At tbe same time a strong Naval foroe will blockade "effectually," (according to the recognised principles of international law,) all tbe Southern ports. In September, if the war should last so long, tbe President will call for additional regiments from all the States, enough to make up an army of a hundred thousand men, in addition to those already in the field. A portion of these newly raised levies will be posted in Washington and at tbe points named above; and then, in November, tbe finishing blows of tbe war will be struck by the invasion of the South, and tbe occupation of every important Southern city. By putting together (be facta which I have gathered from several officers just from Washington, it beoomes quite evident that the War Dopartment has made arrangements for carrying on the war on a large scale of magnitude not yet intimated, and with a vigor and determination thai must insure suocess. The first oper-tions of tbe campaign will be tbe military occupation of Baltimore, and that part of the Philadelphia, Wilmington and Baltimore railroad between Havre de Orace and Baltimore, the re-buildingof all tbe bridges between the latter two points; tbe establishment of another camp at Havre de Grace, and the. concentration of an army of fifty thousand men at Washington, of whom the due proportion shall be artillery and cavalry. These movements will all be executed by the 10th of May. The future operations of the campaign will depend somewhat npon the attitude of the South, and particularly of Virginia. If matters remain then as they are now, the next movement will be upon Harper's Ferry, Richmond and Norfolk, all of which plaoes will be taken, garrisoned and held. At tbe same time a strong Naval foroe will blockade "effectually," (according to the recognised principles of international law,) all tbe Southern ports. In September, if the war should last so long, tbe President will call for additional regiments from all the States, enough to make up an army of a hundred thousand men, in addition to those already in the field. A portion of these newly raised levies will be posted in Washington and at tbe points named above; and then, in November, tbe finishing blows of tbe war will be struck by the invasion of the South, and tbe occupation of every important Southern city.
