A systumatic misrepresentation ot me by las f outhern joilrnala, has prevailed for years. I'.v the hatred engenaerea in taia way, thia ratiallinn waa rendered cotsible. The power of falsehood having been se felly proved, it has been taken up by the leading traitors as their principle arm, and is now employed bv tbem to an extent which it would be difficult to exaggerate. The "beauty and booty" lie. now fully endorsed by Davig and Beauregard themselves, has been everywhere oiroulalcd, and is now made the basis oi i n low's "no quarter'' proclamations. Boutliern tilt k Ritvv Orlenna Koi Itl'yltiK A Aav tlaittirlnif Itank and a Ureal 'Bin a." Our intelligence from New Orleans and cities along the river to Memphis is lnls and important. At Now Orleans no fortifications have been erected, although preparations are being made to build them speedily. Oun enrriagos have been procured in considerable numbers, and titled for tbe reception of guns. The new ouslom-houEfi has been converted into a foundry, and guns are emit for specinl lino nt New Orleans The nrmaiuont will soon be completed, and tbe city placed in a state of defence. But few soldiers are in or around the cily, the Louisiana troops having been drafted for service at Pensseola or Virginia. At Berwick's Bay fortifications have boen thrown up, also at other points between that and New Orleans. So undefended is this locality, however, that it is thought that FeJerul troops could be landed there, aud march to New Orleans but wilh little molestation. At Algiers opposite New Orleans a formidable itiBtrumont uf Jcstrubtioti is being prepared, and was expected to be launched about, the '.'Oih. It. is intended to operate as a battering inim, and will bs diresied agaiast the frigate lVooklyn, or any other blockading vessels at Ktw Orleaus. The tug-boat Knock Train, built ia fronton, and one of the most powerful tugs of her class, hag been converted to a purpose lever intended by the builder, or fhe gentleman whose name she beat s. The tipper portion of of the to&t has been covered with railroad iron, and perfectly shielded front the at Kick of an ordinary stnnonndc. At the bow a ram has I been constructed. The how has been built out to the extent of five feel, heavily fraimed with timber, and then covered with heavy wrought SKitaa. At the extreme end a formidable mass of iron projects in the form of a knob. Beneath this L 'nch and beneath the surface of the water, two st tong grapples have been arranged so fashioned that upon colliding witb a ship the claws will fasten, iuto the sfvJe of the vessel and take a firm hold Protected by these grapples in a manner not unlike an insect's lnnoe or sling, there, projects' an auger connected by means of shorting, with afi independent rjiachitie on he borit. This inslrument. is intenJ.'d to operate as follows: Upon the attachment of the grapples to the side oX the attacked vessel, the auger will be set ia rapid motion uud bore Us way iuto the side. "JVheu one hole ha3 beeu forced through, the anger can be withdrawn, and, by means of an independent axle, the position will be chauged so as to operate upon another portion of the shf.nj thus boring holes rapidly and large enough Lo sink the vessel. The boat will have a crew of six men, who will be protected beneiih the iron roof, the pilot observing the direction through a tube or small telescope. Gun lioatfl. The energy displayed by tho contractor for building the seven guu boats for the Mississippi river, evinces the good judgment exercised by the War lleparlment in confiding; this very important business to our fellow cilf?en Mr. Jas. B. Eads. Although but two days have elapsed since his return from Washington, the marine ways at Carondelet have been secured for the service; a large force of carpenters and mechanics have been put to work; several .contracts closed for engines, machinery, etc.; and saw mills iu various localities started to work on the lumber. .Mr. Eads finds no diflicully in contract in? for everything needod, including engines, etc., to be finished nil complete by the 8th of October ut der heavy forfeitures. We hazard nothing in saying that the whole fleet will be ready to deai' out death and terror to traitors, by the 10th Jay .of October next, the time set for their delivery to tho government. Pour thousand rue-ehanic.9 will be employed in their construction, and at least 25,001) people will receive a support by tbe wages for their labor during the construction of the boats. t'ompleted ready for their arniamament they will cost the United Htates $1(VO,000 each. The startling announcement made recently that England and France had formed an alliance wilh a view to combine! action on American affairs, was untrue, but the facts are that three weeks ago, M. Thonvcnal the French Minister of foreign aftairs, transmitted a note to the English Govrnmeiit,Titopositig that the two Cabinets come to a closer understanding wilb reepeot to the United (Hates. Ta this note the English Cabinet sent a rues-snge asking for a more explicit statement. The reply received was a proposition that England should unite with France for the purpose of procuring in the autiiiuu a supply of tobacco and cotton from the United Stales. The English Government then responded that il could enter into no such engagement. Washington, Aug. 18. It is a remarkable nnd most interesting fact, that the first use to which the discovery of printing was applied, was the production of the Holy Bible. This was accomplished at Mcntx, between the years MOD and 1455. Guttcnberg was tho iuventor of the art, and Faust, a goldsmith, furnished the necessary funds. Had it been a single page, even an eulire sheet, whish was then produced, there might have been less occasion to have noticod il; but there was something in the whole character of (he affair which, if not unprecedented, rendered it singular in the usual current of human events. This Bible was in two folio volumes, which have been iust. ly praised for the strength nnd beauty of the paper, tne exactness oi mo register, and the lustre of the ink. The work contained twelve hundred and eighty-two pages, and being the first ever printed, of course involved a long period of time, and an immense amount of mental labor; and yet for a long time after il had been finished and offered for sale, not a single human being, save the artists themselves, knew how it had been accomplished. Of the first printed Bible, eighteen copies are now known to be in existence; four of which are printed in vellum. Two of these are in England; one being in the Greenville collection. One is in tho Royal Library of Berlin, nnd one in the Royal Library of Paris. Of the fourteen remaining copies, ten are in England, there being a copy in the libraries of Oxford, Ivlin-burg, and London, and seven in the collections of different noblemen. The vellum copy bus boen sold ns high as eighteen hundred dollars. Thus, as if to mark the noblest purpose lo which the art would ever be applied, the first book ever printed wilh moveable melal type wag the Bible, Western Episcopalian. of I TO THE PEOPLE Tnr uc te'jiffne.l, deeply sensiile of the dangers now banging over our national Govern, ment, and impiv-i-ci with the conviction that they only can be averted by the united aotioo of the whole peopl.-, m which patriotism shall take the place of party spirit, respectfully and eurneaily call upou ull loyal citizens of Ohio, who are in favor of the maintenance of tha Uovorniueot, and of the vigorous and continued proeecuiion of the war now carried on for the suppression of tha rebellion agaioat the Government, to meet and appoint delegate to a Umom Convention to be hold at toe city of Colu.nbus ou Thursday the jia of September next, for the nomination of candidal for ehe different Stale offices which are to be filled at tho goueral election in October, to-wn: the office of Governor, Lieutenant-Governor Ju.i,re of the Supreme Court, Comptroller, Treasurer, Secretary of Stale, and one member of the Board of Publio Works. To save further trouble in arranging the details of this important movomeut, we euggest that Ibe Convention consist of one delegate for each thousand of the aggregate vote cast in each county for Supreme Judge at the last election, with one alliiional delegate for each surplus half of tbe ratio, varying thia apportionment however, so as to secure not less than two delegates from every county and an even number from all. Under this apportionment the Several counties will be entitled to delegates as follows: Adamt AUvOi Aihla'id Ashtabula - , Athena Anidaize Bv-lueiit - Bn.wn Butler Carroll Champaign Clark - Clermont Clinton Columbiana CoaiiOiton t Crawford r Cuyahoga t'. We further suggest that the dclclcgates be chosen by county conventions to be held on Saturday, the 31st of August. Fellow-Citizens of Ohio: Shall tho Government be preserved? is now theall-absorbing question, and the only ono worthy of the consideration of the American People. We feel that no lengthened appeal is necessary to animate you to the discbarge of your duty in relation to it. We feel assured that a respect for the memory of your fathers who secured for you the blcseings of free institutions a sense of the obligations i eating upon you as the heretofore peaceful possessors of those blessings, and a proper regard for those to whom you hope to transmit them, will be sufficient to impel you to declaro wilh ni doubtful voioe, your unchangeable determination that the Government shall not be broken up. Compared with the interests involved with the great question all other Interests are of but little importance. If the Government which establishes and maintains social order is forever to exist at the mercy of caprice or disappointed ambition, there is but little of all that we now enjoy that will not in the loss of its stability, lose its value. Shall it be said that we have neglcoted or put iu peril the proper settlement of this question by our party differences? These are now of but little moment. They are mere shadows to allure us from the pursuit of the substance. Without value, nay, disgraceful alike to victor and vanquished will be those triumphs ot party which are celebrated over the ruins of a dismembered Government. Geo. M. Parsons, Franklin county. Win. At Now Orleans no fortifications have been erected, although preparations are being made to build them speedily. The energy displayed by tho contractor for building the seven guu boats for the Mississippi river, evinces the good judgment exercised by the War lleparlment in confiding; this very important business to our fellow cilf?en Mr. Jas. Win.
