A synopsis; of the Rank Hill now pemlinjf in tho Senate-, will he found in to-day's pujwr, und, in connection with tho report published in our luat, will en-uble tho render to form n very correct iden of its provisions. We have examined the bill, and nltliouoh wo pretend to know but little of the science of Uauk inp;, yet oh fur ai our knuwtfitfre extends nn the subject, wo fuel snliHlied lhat the plitn proposed is well digested, and ;tmrded in every essential pnrticulnr. It will be st;cn tlitit it conteniplutea the establishment ot n Ktute Hank with branches tho stock to be owned hy individuals and alrfo the establishment ot Hiato Slock or Free Bunks, at the option of those who nitty own the Block. The amount of stock to lie invested is limited tn six millions of dollurs, to be apportioned equitably anion jj the different suctions of Ihe State. The bill is no doubt susceptible of amendment in some particulars, but even nlmtild it be adopted as reported, we nre persuaded it would atford a (food currency, nnd fully meet the public expectation. Tho bill holder is most ellbcttmily secured against loisin almost any possible contingency the payment of notes rendered prompt, without cost and without luw suits nnd ut the same time it offers to the capitalist a liberul profit 011 his investment. Tliuse loading objects beintr attained, the balance is mere detail. Tho whole lncofoco kennel is out with full yelp agninnt the bill, hut this wua expected ns a matter of course. The truth is, they know the bill is a good one, and therefore they ntfuail it with the ntoro virulence, in tho hope of making it unpopular with tho people before it is tried. Utit that game will not a-vi.il ihem; it has long been plaved in Ohio, and is well understood. The people desire a good Hanking system, and are disposed to give any plan the present Legislature limy adopt n fmr trial all that the deinigogiiPB who follow M.-ilary's lead may say to the contrury notwithstanding. From tho Tuscnrawa Advocate, cVetr Hanking l.nvs The Committee nn Hanks and the Currency have reported a bill to incorporate the State Hank of Ohio, nnd other Hunking Institutions, It embracesseventy-three section, mid divides the State, under one of its plans, into twelve, banking districts. The ninth is composed of the counties of Wayne, Stark, Holmes, (,'oaliuclon nnd Tu'curnwnH, in which the number of banking companies to be formed shall not exceed two, with an aggregate capital not tn exceed four hundred thousand dollars, Tho bill is drawn with great care, and partakes somewhat of tho New York system of H iuking. It is impossible to adopt any plun which will be satisfactory to all. Wo do not expect it, nor do we anticipate n general support of the Hanking bill now before the legislature. But we do hope that a spirit of compromise anil concession among the Members on this important subject, will 'result iu giving (he people of Ohio, a few rjtmd mid M?rmaiieiit Hanks. They are wanted to drive from the State tho foreign currency of iloiibtf.il solvency, with which wo have been for some time pestered through loco blundering and political quackery. Ve are not sufficiently acquainted with the principles of banking to form a correct o-pinion of the bill now he lore the Legislature. Hut we have been told bv those whoso opportunities of judging have been better than ours, that tho princi ple o tliu, bill now submitted are good that it af fords ft fair profit to stockholders, nnd nt tho snme timo ample security to the bill holder. If such be tho case, wo hope it tuny pass into a law. The re port accompanying the bill will tie tutinu in tue prece ding pago among the legislative suminury. From the Htlmout Chronicle. We this week present to our renders a synopsis of the bank bill, reported by the committee in the Ohio Legislaiure. The bill is long, too long some will sny ; but wo would have tho reader tu remember that it is a bill to create a State llmk wnh branches, and also a number ot independent banks, thus nl- lowinff the capitalists a choice, irotn tho variety of opinions, held by distinguished persons in various parts of the Sute, it has been thought necessa ry to try to suit nil. 1 bis may tie an error, not unlike tlmt of the individual who endeavors to plea no every body. Such is very apt to please nobody. However, in regard to Ihe bank bill, the people will not he very captious about whnt kinds ot banks they have, en that they be so guarded ns to make the note-h'dder safe. We want something belter than the old lncofoco over issuing concerns, and something more practicable than the late modem, abortive elibrt of the same gentlemen. The guarantee of Slate Stocks is.no doubt; under proent circumstances, tho bent that could be got. The question remains ; will the capitalists ho willing to bank under the law ? Another question, we confess, obtrudes itself; will the two systems of banks work together? The Slate bank branches deposit as security 10 per cent, on the amount of circulation, while the fieo hanks deposit an amount eqti il to the capital paid in. However, the several bram-hes of the State bank are liable tor each oth'-r, which the independent hanks nre not. Could our Legislaturo not gtvo us something not so complex. Hy the by, tho iJOlIt section draws too fine a sight for our optics; in other words, the meaning is obscure. From the Coiiiieaul Keporler. Hunk Bill. Among our legishitive proceedings will bo found tho It e port of the committee on the Currency, nf both branches, on presenting a bill "to incorporate the State Hank of Ohm and other H inking Companies." The hill itself, containing 7J lections, nnd filling ten columns of tlipJNtnte Journal, we nre unable to Iny before our renders. We rejoice that ft hill regulating Hanking in Olio, has, a ft it much delay, been brought forwnrd, and though it is exceedingly unvvielilly nnd tedious, wo have no doubt but that it will be shaped nnd fpbssed into an act that will afford us a currency of our own, adequate to the extensive nud growing business wants of this Stain. There wns much difficulty in drawing up a bill lhat would perfectly harmonize nil the conflicting preferences on this intricate subject, and it is not surprising that this bill meets with opposition, botli in nnd out uf the Legislature ; but whether these objections made to the bill nre just or not, we do not at ihis timo prrtend to say. It will, however, we think, bo considenbly amended before it will receive tho sanction of n law, and soon as it shall have received a permanent form, wo shall publish the bill entire. From the Ashluluila Sentinel. The Hunk lllll. The bill introduced in the Senate on tho 7th int by tho cointniltee on Hinks and the Currency, lo incorporate tho Slate Hunk of Ohio and other ilm king companies, coutniuing 7:1 sections, an J is ol so great length as lo preclude ils publication at this timet and from the opportunity wo luvo had, wo cannot now give even a synopsis of it. It is objected to in very strong terms by some of the Whigs aa well as the l,oc oa. At a public meeting hoi den al Cleveland, on tho llllh inst., it was unanimously ri'solvcd, that tho bill is deceptive in its provisions, partial and unjust in itt details, odious in ita principles, nnd nppurently intended, under a shadow of freo banking, lo fasten upon the Statoasntuf powerful monopolies, Oitfi cult as tho task may be to Ira mo n general banking law, atford the necessary facilities to our husuiesa community, to rusuro safely to the bill hid tier, nnd a prospect to capitalists of a profitable investment, without llie creation ot a monopoly wmcn shall op erate hereafter in a manner detrimental to the inter cuts of th people, yet we know the thing hna been done in other States, nnd we Iiave contnlcnre Inst the wtidum of our present Legislature will lead them to such a result, in this important undertaking, as shall meet the expectations of tho people. I'rnni llie Lima HcMtilrr. Tke Currency. Wo hnve rend through the details of tlio Hank Hill as reported in the Senate of Ohio, by Mr. Kelley, chairman nf the commilteo on Hnnks, &c. Wo do nut pretend to bo skilled in banking or llnnncinl matters, and consequently have but little coutiileuco in our own opinions on tho subject. Still as far ns wo nre capable of judging in tho mutter, it does appear to us, that in the provisions uf this hill, the public nju guarded against any possibility of loss, ns well ns Ihe banker assured of n fnir remuneration lor the investment of his cnpital. Now this is all that the peoplo want. They want a syatem that is both prnctictil and snfe. A system that will atford in diiceuienia suificient for capitalists to invest their money, nnd vet so gimnled as to save the bill-hold er from any danger of losing from failure or depre ciation in value ot paper money.
