The Texas debute was resumed and contin- ued by Mr. Woodbury, of Now Hampshire J Mr. Choate having given him the floor, in order to se-1 cure a fair express ion from both sides. Mr. W. inado an exciting effort, and announced bis willingness to go for tho House resolutions, although they were not in every respect to bis liking. He claimed that the result of the recent election, was a fair decision in favor of Aunexntion, He read an article from the Liberator a violent abolition paper, and professed to consider it a fair embodiment of the sentiments of (ho Whigs. Mr. Choate had the floor for Tuesday. In the House, the resolution to distribute copies of the narrative of the Kxploring Expedition to friendly nations, including China and Texas, was agreed to. Tho bill to regulnle thu pay of the army and reduce the pny of tho officers, was passed by a vote of 107 to ;i7, after considerable discuiaion. Mr. Adams made a very interesting speech, declaring bis purpose to vote for the bill, but his conviction that tho House did not really design to do anything towards securing salutary reform. The city of Washington is very rapidly filling up, each day bringing largo acquisitions, Tho correspondent of the Baltimore American says that there is much feeling among the leading politicians, who am trying lo lead and direct the counsels of Mr. Polk. They waited upon him on Saturday, in cliques and comiuiuocs, with their counsels, hwrlnc Elrrllone. The note of preparation preceding the spring elec- j tions begins to be heard. In New Hampehire there , is considerable activity, and the candidates of both parties are generally in the field. (Jen. Colby is the Whig candidate fur Governor. The attempt to throw aside Mr. Hale, of the Congressional delegation, on account of his gnllant and high-minded opposition to Annexation, will invest the contest of that Stato with some interest. The election takes place on the llth of March. In Connecticut the contest waxes warm, and prom i pes to be a closely contested ono. The candidates are generally in tho field. We have strong hopes of completely reversing the character of the Congressional delegation of this State, and supplanting tho doughfaces win misrepresent her at present Wc look for great things from old Connecticut, She will not disappoint us. The election takes place on the first Monday in April. The Whigs of Now York city liavo resolved to run an out-and-out Whig licket, for Mayor and Councilmen; or, at least, to nominate a ticket of their own, composed of men who will not sufTer themselves to be seduced from the field. The W hi.' General Committee have put forth an address and some excellent resolutions. Tho Whigs met yesterday in the several wards to appoint delegates to a Mayoralty Convention, and are to hold a general meeting to-morrow. In Indiana, Kentucky and Virginia, the elections come oft" Inter, and the forces are not yet in the field. Congressmen are lo be elected in each Statu, and the canvass will be a warm one. We can hardly fail to gain several members of Congress in these States. Tho contest in Indiana is a vory important one, and a great responsibility rests on the Whigs of that Slate. Tho next legislature districts the State for members of the legislature and elects a U. S. Senator. A Senator depends also on the result in Virginia. 7" Thu Charleston Mercury, the organ of the extreme Southern Annexation Shareholding interest, repudiates Benton's plan entirely. It concedes the line of the Missouri compromise for the boundary of Slavery, as llioii'ii termt, without any bridle on tho South by negotiation or treaty, within those bounds. It projHwes to refer tho whole subject to the new administration, and goes in strong for an extra session of Congress in which latter demand we hope it may be successful. Hertford is a vory decided Whig county, and tho Whig strength was not, therefore, polled. By the arrival uf the packet ship Roscius, at New York, European news one week later has been received. The French journal intimates that it is thought England will give up the right of search, on condition that France unitea with her on this question. After having sanc tioned tho factious coiitbo of the Senate of Indiana, it could not be expected that he would shrink from an endorsement ol similar action in Virginia; al- ys providing hit oten political fritmit arc to tlerivt the atfoantagr from it. With what charming simpli cily he remarks that the Senate of Virginia has 'a perfect right to pMtpone a resolution," as though that wore the point in controversy, instead of the all-im- porttnt questions whether the majority shall rule, and a State have a constitutional or a ptrtial representation in the He nit o of the United States. Locofoco is i n has adopted a new method of securing an ascendancy iu tho Councils of tho nation. By an extraordinary and unparalleled course of partizan legislation, by which tho minority aro enabled to control the majority, (as in thecaso of Ohio,) one branch of Congress is secured ; and the same result is brought about in the other branch, by refusing to go into an election at tho proper time to fill up the vacancies occasioned by expiration of terms. The declaration of the Statesman, that the Ilotno of ReprcsMitativea of Virginia was violently broken up, and tho election of Senator iuiprojn)rly defeated by thu Whigs, is destitute of a very ossential clement of goo 7 composition, which tin1: paper, we are sorry In say, seems to h dd in but poor estimation. The IIouo was not broken up. The Whigs remained in thuir places and ottered one proposition after another to bring shout an election under profwr circumstances. Tho Sena to sprung upon them their own proposition for an election without the slightest notice, and aftor having several times refused tn consider it, thereby leading tho Whigs to suppose that the Richmond Knquirer properly repreaented the sentiments of "thu party," when it declared against an election during the present session. Without rc-sjiectlul notice, and at a timo when throu Whigs wore absent, ono of whom was then u'rig in the city of Richmond, the locofocos of the Senate sough' to force tho House into on election. Failing in tho trick, they now deliberately refuse, as they have from the beginning to the end of the session, to go into an election of Senator. Virginia, like Indiana will, therefore, have but a smglo Senator at tho opening of the new Senate, and the locofocos wiltsccuro full control of that hotly. An Umklid Cut. The Madisonian says "There is one other Democratic paper besides tho ilobe, which advocates Iho lart project introduced in the Senate, and that is an Abolition paper." And what paper is this think you? Why, the "Now-York Kvening I'osl"? Thero Gentlemen Doughfaees don't you see your fate? You must support the "Great Democratic party of Slaveholders," and no flinching, or you are to be road out of tho party. Tho exposed and perilous condition of the im mense au4 rnpidly increasing trade of the lakes, in the event of a war with Great Britain, has at length excited public attention and induced the suggestion of a feasible scheme for averting the danger. With the destruction of the shipping of the lakes, and a trade already valued at one hundred millions of dollars annually, would ensuo cojMetpieiices lo the States and Territories to which the lakes give access, disastrous almost beyond computation. It is much to be hoped that the attention of Congress will bo drawn to this subject, and Borne efficient action taken. There are many iu our national counsels who, if we may judge from their declarations, seem to consider a war with Great Britain almost desirable. Such should, at least, be willing to provide against the danger they so much underestimate and court. The following from an article in the Inst Southern Literary Messenger, from the pen of Lieut. Maury, will show tho source, if it does not convince as to the imminenry of the danger to the hike trade, alluded to. We are indebted to the litittiinore American fur our extracts : "As soon as Great Britain begnn to recover from the exhutisting elfecls of her I'isi war with us and the continent, she recollected what had occurred on the lakes, and with deep, but smothered feelings of na tional chagrin, began to cast about how a ho might, for the future, bostatrengthen herself in that quarter. The treaty of Ghent stipuluted tint neither of the contracting parties should keep afloat on the lakes any armed forces he)ond a gun boat or two. How, then, could she make ready against the next war ? To build a lake navy, and leave it on the stocks to rot, would lie Dad economy, lleiuucs. it would be attracting too much attention, and would put us, too, on our guard. She, therefore, quietly went to work, and iiinler the pretence of carrying out a system of internal improvements merely tor tho accommoda tion ot Camtuian commerce, set snout connecting the lakes with the ocean by means of large ship canals the largest on tho continent. Through these canals she can now, in case of war, cover the lakes with all the light forces of thu unlisu navy. I1 or the lust 1U or l. years tbat nation lias been constantly engaged on thene works. She first constructed the Wellntid and the St. Lawrence canals; with these two links on the military chain thus drawn. she at first thought lo tniikc sure her future supremacy on tho hikes. But she saw tho importance and power and strength of the West growing and extending and enlarging themselvns by broad spreading, more and morn every day. She therefore judged it wido to tear down her lirt. works, tocommeneo new, and build larger. The Ridoau canal wuh forth with commenced, tind no lens than laborers set at work in deepening and widening the Wetland canal. Thin canal, though not yet completed upon is enlarged scale, is navigable in tho summer. They ore now ut work on it, and expect to complete it next year. It has a lock at either end feet long, and 15 feut broad; and, though unlini-hed, it ii already capnblu of putting vessels of 4o0 ton burden, (larger, be it recollected, than I'ern's ilig ship of Lake Krie,) from the ocean n round the falls o the Niagara, nnd un to that very lake, and thence through Huron to .Michigan or Superior. Lieut. AUi'KT urges the tuct upon the country th.it unless in a war with Great Bnttin, we can assemble as strong a Nuvul force on tho Lake nnd got il there as so"ti us sho can, wo cannot defend them. "Suppose." he adds, "that Kngland should declare war with us to-morrow: in two weeks time she could have, of her sixty war nteaiuers, thirty or lorty on the lakes. In that tune not ono could we add to the only one which wc have (here; we could not build them in so tfhort a time. To do that would require months, and there is no channel by which wo could send there any dispmablo naval force which wc mi ih t have on the Mississippi, in tho Unit, or along tho seaboard. Willi such a start of iih, what would become of our lake commerce? It would be struck lifeless in a day. The In ken are narrow, nnd these steamers, in a line abreast, stretching across from shore to shore, might, with brooms at their mnt-liead, literally sweep the bikes from -S ickett's H irbor1 to ''Fond du Lac." There would bo nothing to prevent it In ono mouth's lime nil our trading vessels there might, for aught the government could do, be cither sunk, or burned, or held ; Lnglisti pnxes. The remedy for this danger and ihe means of ef fectual defence arc, in the estimation of Lieut. Maury, within our reach, if promptly ined. He would have the Government tako under its own control the Illinois canal, designed l connect tho Mississippi with Lako Michigan. He would havo this canal completed on an enlarged scale, so as to admit steamers and large vessels from the Mississippi, nnd then with the aid of tlei Navy Yard at Memphis, he thinks tho lakes could bo provided with an ample defence. I lo says : "The Illinois canal in fir sale. When completed on the scalu of tho Wulland nnd Ruleait canals, it would give us tho same supremacy nnd advantage on tho western takes that Great Britain now has in the eastern. She ran npproach them from thu sea, and wo cannot; wilh the Illinois canal equal toilers, wo could approach the western lakes from the sea, and she cannot. We could therefore fhrct hernt least half-way, and dispute lake ascendancy with her, with many natural advantages in our favor. Tho latitude of tho Rideau Canal is 4.14. the extreme northern mint of the Illinois ia hut ; more thin WO miles rliuercnco ot latitude in our lavor. We could, therefore, in case of war commence tli assemblage of a fleet on the lakes at least a month or six weeks earlier in the spring, or later in the fall than sho could, which natural ndvautage would be sufficient of itself to turn the scale in our fuvor. "Tho completion of this work upon a scale commensurate with the objects in view, (the connecting the Gulf and Ihe lakes by steamboat navigation,) is an important link in tho system of general defence. The Texas debute was resumed and contin- ued by Mr. Woodbury, of Now Hampshire J Mr. Choate having given him the floor, in order to se-1 cure a fair express ion from both sides. Mr. W. inado an exciting effort, and announced bis willingness to go for tho House resolutions, although they were not in every respect to bis liking. He claimed that the result of the recent election, was a fair decision in favor of Aunexntion, He read an article from the Liberator a violent abolition paper, and professed to consider it a fair embodiment of the sentiments of (ho Whigs. Mr. Choate had the floor for Tuesday. In the House, the resolution to distribute copies of the narrative of the Kxploring Expedition to friendly nations, including China and Texas, was agreed to. Tho bill to regulnle thu pay of the army and reduce the pny of tho officers, was passed by a vote of 107 to ;i7, after considerable discuiaion. Mr. Adams made a very interesting speech, declaring bis purpose to vote for the bill, but his conviction that tho House did not really design to do anything towards securing salutary reform. The city of Washington is very rapidly filling up, each day bringing largo acquisitions, Tho correspondent of the Baltimore American says that there is much feeling among the leading politicians, who am trying lo lead and direct the counsels of Mr. Polk. They waited upon him on Saturday, in cliques and comiuiuocs, with their counsels, hwrlnc Elrrllone. The note of preparation preceding the spring elec- j tions begins to be heard. In New Hampehire there , is considerable activity, and the candidates of both parties are generally in the field. (Jen. Colby is the Whig candidate fur Governor. The attempt to throw aside Mr. Hale, of the Congressional delegation, on account of his gnllant and high-minded opposition to Annexation, will invest the contest of that Stato with some interest. The election takes place on the llth of March. In Connecticut the contest waxes warm, and prom i pes to be a closely contested ono. The candidates are generally in tho field. We have strong hopes of completely reversing the character of the Congressional delegation of this State, and supplanting tho doughfaces win misrepresent her at present Wc look for great things from old Connecticut, She will not disappoint us. The election takes place on the first Monday in April. The Whigs of Now York city liavo resolved to run an out-and-out Whig licket, for Mayor and Councilmen; or, at least, to nominate a ticket of their own, composed of men who will not sufTer themselves to be seduced from the field. The W hi.' General Committee have put forth an address and some excellent resolutions. Tho Whigs met yesterday in the several wards to appoint delegates to a Mayoralty Convention, and are to hold a general meeting to-morrow. In Indiana, Kentucky and Virginia, the elections come oft" Inter, and the forces are not yet in the field. Congressmen are lo be elected in each Statu, and the canvass will be a warm one. We can hardly fail to gain several members of Congress in these States. Tho contest in Indiana is a vory important one, and a great responsibility rests on the Whigs of that Slate. Tho next legislature districts the State for members of the legislature and elects a U. S. Senator. A Senator depends also on the result in Virginia. 7" Thu Charleston Mercury, the organ of the extreme Southern Annexation Shareholding interest, repudiates Benton's plan entirely. It concedes the line of the Missouri compromise for the boundary of Slavery, as llioii'ii termt, without any bridle on tho South by negotiation or treaty, within those bounds. It projHwes to refer tho whole subject to the new administration, and goes in strong for an extra session of Congress in which latter demand we hope it may be successful. After having sanc tioned tho factious coiitbo of the Senate of Indiana, it could not be expected that he would shrink from an endorsement ol similar action in Virginia; al- ys providing hit oten political fritmit arc to tlerivt the atfoantagr from it. With what charming simpli cily he remarks that the Senate of Virginia has 'a perfect right to pMtpone a resolution," as though that wore the point in controversy, instead of the all-im- porttnt questions whether the majority shall rule, and a State have a constitutional or a ptrtial representation in the He nit o of the United States. Locofoco is i n has adopted a new method of securing an ascendancy iu tho Councils of tho nation. By an extraordinary and unparalleled course of partizan legislation, by which tho minority aro enabled to control the majority, (as in thecaso of Ohio,) one branch of Congress is secured ; and the same result is brought about in the other branch, by refusing to go into an election at tho proper time to fill up the vacancies occasioned by expiration of terms. The declaration of the Statesman, that the Ilotno of ReprcsMitativea of Virginia was violently broken up, and tho election of Senator iuiprojn)rly defeated by thu Whigs, is destitute of a very ossential clement of goo 7 composition, which tin1: paper, we are sorry In say, seems to h dd in but poor estimation. The IIouo was not broken up. The Whigs remained in thuir places and ottered one proposition after another to bring shout an election under profwr circumstances. Tho Sena to sprung upon them their own proposition for an election without the slightest notice, and aftor having several times refused tn consider it, thereby leading tho Whigs to suppose that the Richmond Knquirer properly repreaented the sentiments of "thu party," when it declared against an election during the present session. Without rc-sjiectlul notice, and at a timo when throu Whigs wore absent, ono of whom was then u'rig in the city of Richmond, the locofocos of the Senate sough' to force tho House into on election. Failing in tho trick, they now deliberately refuse, as they have from the beginning to the end of the session, to go into an election of Senator. Virginia, like Indiana will, therefore, have but a smglo Senator at tho opening of the new Senate, and the locofocos wiltsccuro full control of that hotly. An Umklid Cut. The Madisonian says "There is one other Democratic paper besides tho ilobe, which advocates Iho lart project introduced in the Senate, and that is an Abolition paper." And what paper is this think you? Why, the "Now-York Kvening I'osl"? Thero Gentlemen Doughfaees don't you see your fate? You must support the "Great Democratic party of Slaveholders," and no flinching, or you are to be road out of tho party. Tho exposed and perilous condition of the im mense au4 rnpidly increasing trade of the lakes, in the event of a war with Great Britain, has at length excited public attention and induced the suggestion of a feasible scheme for averting the danger. With the destruction of the shipping of the lakes, and a trade already valued at one hundred millions of dollars annually, would ensuo cojMetpieiices lo the States and Territories to which the lakes give access, disastrous almost beyond computation. It is much to be hoped that the attention of Congress will bo drawn to this subject, and Borne efficient action taken. There are many iu our national counsels who, if we may judge from their declarations, seem to consider a war with Great Britain almost desirable. Such should, at least, be willing to provide against the danger they so much underestimate and court. The following from an article in the Inst Southern Literary Messenger, from the pen of Lieut. Maury, will show tho source, if it does not convince as to the imminenry of the danger to the hike trade, alluded to. We are indebted to the litittiinore American fur our extracts : "As soon as Great Britain begnn to recover from the exhutisting elfecls of her I'isi war with us and the continent, she recollected what had occurred on the lakes, and with deep, but smothered feelings of na tional chagrin, began to cast about how a ho might, for the future, bostatrengthen herself in that quarter. The treaty of Ghent stipuluted tint neither of the contracting parties should keep afloat on the lakes any armed forces he)ond a gun boat or two. How, then, could she make ready against the next war ?
