Governor Vance, of North Caroliu-w de- itvereu reoeutly a Bechol luiniense length, wiiicn wo una lu our Kicbmond nlea rj- cetved jetilerday. It is an argument against the party in North CnroUna- and we judge from the adulssious in this speech that the party id very strong in number, 11 not dominant who desire to hare a State Oon vention oalled, for the purpose, as Gov. Vance ears. of "seceding from the Southern Confederacy ana repudiating tue wnole tin tig. ms grounds of opposition to this are chiefly these three: Firstly, that it would be use less to secede from the Confederacy; second' ly, that it would be dangerous: thirdly, that it can't be done. "iSow." says he. "let me ask you what it was Uiat got you into thin scraper nny, you all know that it was the fact of your secession in the first instance, (suppose you were sic 01 typiio.a lever, ana nad been close to death's door, and, becoming convalescent, the physioian should gravely miorm you mat uits only plan to aneot your enure recovery, wouia oe to take another spell of the Infernal fever? Would you not think he was a tv . c - J oeces-.... in 6ii after it had been ooLaidered for a period of forty yeras, and the whole country understood it as completely as an abstraction eould be understood. We were promised it should be peaceable. What is the result? Why, it has ben everything else. It has involved us in a war tbat has no parallel upon the pages of history. Do you expect to find a remedy by a repetition ot the dose tnat brought you to bed" Uov. Vance demolishes the keystone of (he Southern Confederacy, the right of Se cession, in a very unceremonious style. 11 icftn assure you, my lellow-ciuzenR, sayi he. " that secession from the Confederacy -will involve you in a new war, s bloodier conflict than tnat you now deplore. Uul you may Bay, Air. Davis and Jus Gov ernment will Lot dare to make war on a aecoding State beoause the right of secession is recognized in the Constitution of the Confederacy.' So it it, my friends ; but you see by the time you 'have throw u oil the Constitution, you have gotten from under its obligations and sworn you would have nothing to do with it Do you expect the Confederacy to be bound by a document you refuse to recognize as affecting yourselves? Ho soou ns you announce to the world you re a sovereign and lndopcmlent n.ttion, as . matter of course the Confederacy has the right of declaring war against you for Bura cient cfuiae, equally with the right she boida of declaring war Against j-.ngland. iriince or Holland. This right is iuherent in all sovereignties.'' uov. vanue appeals to me lears 01 tue people. He allows them that if they resolve to leave the J off. Dims conoern, the whole titate will be made a held uf battle and blood. Oen. Lee, he says, would send down his veterans, who would full mercilessly upon a State which had abandoned the 8outli; while, he adds, "Old Abe would send his troops here also, beoause we would no longor be noutrnl: and so. if you will par don the exprossion, we would catch the devil 011 all sides. ' The extent of the dis- ffeotion prevailing may be judged from the grimly facetious remark of this rebel Governor, that if every man in that county tt likes) who "had used abusive language toward Jeff. Davis and the Confederate Government were to be put in jail, he would have to address his entire audience through tho prison bars." And the following question and auswer which occurs in the course ol the speecn, will exhibit the deep and irrepressible longing which per vades every part ot tne btate: "Now, wnat is it you desire above all oth er present earthly good? Voices 'Peace,' , It was in a KreaL nioasure the geographi cal position of North Carolina that ourried lier out of the Union into the Confederacy, nd it is the BAme accident that keen, bet in tho Confederacy. If she or her population had existed, or oonld now he transferred, west of the mountains, or north of the Potomao, the rebellion within her limit! would have been a very limited affair. Timtt. Horrible Murder of ITlilon Holcllera The AwH5itua Arrealctl ailfl Mont lo )leftliiif.rtera. Sperlat CLjietcb to tbe .outlay Cbroolcle. Kappahannocr, March 11, 1864. Throe rebel soldiers, who took the oath of allegiance on the .th, and were on their way ortlt were nrresteu today by a member of he 13th Pennsylvania oavulry, who chargOB them with the murder of two of his com panions, a few days ago, at Greenwich. A party of the 118tb Pennsylvania, doing duly at Oenontl Crawford's headquarters, were out on a scout, borne ol tuem leu into the hands of a guerrilla band, with whom they had a brush, and it was decidod by the Inhuman wretches that two of Iho prisoners should Buffer death. The doomed men were chosen by lot, and a third was forced to hold each of his oompanions iu turn, while their assassinB performed their bloody work. me iiiroais of these two men were out from ear to ear. Free Negro Labor 111 Teiiiinsaee. A correspondent of the Chicago Tribuni, writing from Larkinsvillo, Tcnti., says that under recent order of Gen. Logan, the experiment of free labor lawmaking good headway. He adds : "With the negroes two plans have been pursued. By one the owner of the land makes an agreement with his former slaves that they shall al! worr together, as formerly tinder his direction, for the raising of such crop a, he may choose, the negroes to rt-coivo for their labor, food and ololhing, nnd a certain agreed portion of the crops. By the other plan, which is most generally adopted in cases where tho owner is in the federal scrvioo, the lnnd is divided into parcels and let to the negroes, tho owner receiving one part and tiie negroes the balance of the product of thir seperate fields. With this system the planters seem to be entirely satisfied. Of course this year's experience will not be a fair test, as few farms are provided, or can be, with a sutuoiency of draft animals and implements. Ilut other things being equal, it is the general belief of the more intelligent planters tbat as largo and as remunerative crops will be produced as under tbe system of slavery. "With the negroes tho system is not re gal-ded favorably with any unanimity. In some instances a large proportion of the negroes on a place rooiaiu and make tho arrangements I have indioated with their for-mor masters, while in others a fow, and in mauy not an African can be induced to remain upon any terms. This reluctance to remain at their former homes is the legiti mate result of several oauses. rvery one knows what a hard master is. With that knowledge no one can wonder that the African, when liberated, refuses to live with and work for (he man who has starved, over-worked aud treatod him with inhumanity when he had the power. Froue Atlanta, ha Intel-eating- Sfew fi out tbe "Heart of the t'onreUe- A oorrcspouJeol of the Missouri Democrat writes: 1 left Atlanta, Qa.. on tho ViMof January. Atlanta is fortified by miniature rlflo-pits, looking much like the ditches iu the oran-berry nieadows of the Old Bay State, aud equally as formidable obstacles to the progress of an army like General (.rant'. these rifle-pits are just on the corporation line, ottering no protection to the city what ever, for, should the Fed orals make an at- taok upon thein, the balls and shells would fall into the very heart of tbe town. Tho pistol factory has been moved to Macon, a large armory being nearly completed in that city. Government manufactures largely of gun-oarriageu, cartridges, a Lip lis, guo-oaps, and, what is more crodi table to the Confederacy, boots and shoes for the deluded soldiers. At the barracks thore are about one hundred sick prisoners of war. Those prisoners suffered muoh during the severe winter, several hundred dollars were aurj- soribed by a few humane citixens, which was cxpendod in (he purohaso of clothing for the half-nakod prisoners. Bel wood Sel- ma ami Merman there were immense quantities of corn on the line of the railroad, convenient for transportation. In Canton and Grenada there was not one pound of flour. The last that was Bold brought one dollar a pound. The secession feeling in Memphis to-day is much stronger than it is in many oities and towns In Georgia. I think three years of Confederate rule and ruin would have completely squelched secession sympathy in that oity. There is a great scarcity of food in the bouth, farmers generally nolding their provisions, preferring it to Confederate currency. One or two more reverses to tho Confederate arms and no doubt the whole army would lay down their guns or desert by regiments. No preparations are being made to prosecute the war another year; the prevailing opinion is that tne summer oampaign will terminate actual hostilities, the South being Bubjugated by force of arms, together with scaroity of food. Every one who can is fleeing from the South; even thoso who were minute men, aotual re bo Is. but now penitent Union men. . Every one who can is fleeing from the South; even thoso who were minute men, aotual re bo Is. but now penitent Union men. .
